Thank you for considering our response to the RFQ for the Rexburg Police Station. At Big-D Construction,

Founded in 1967, Big-D Construction has grown to

clients throughout eastern Idaho with a team of over
20 employees, nearly all of whom are Idaho natives

The proposed team for this project are experts in the
collaborative effort required during the preconstruction
and construction phases of a CM/GC project. Our
construction management methods are described in
greater detail in Section 4.

SECTION 2 - CM/GC APPROACH
PRECONSTRUCTION
KEY PRECONSTRUCTION SERVICES
PROJECT KICKOFF
Following the award and Notice to Proceed (NTP),
Big-D will initiate preconstruction activities with a
formal Project Kickoff meeting. This all-hands meeting,
facilitated by Big-D, will bring together preconstruction
and construction staff, the architect and their team, and
City of Rexburg leadership and facilities personnel.
As a critical first step in team building, the Kickoff
meeting sets the tone for the entire project. It provides
an opportunity for team members to get to know
each other or reconnect, review project roles, identify
key players, and define responsibilities – ensuring a
cohesive and aligned project team from the outset.
The Kickoff meeting will also address key topics to
establish a clear road map for the project. Discussion
items will include, but are not limited to:
Identifying the City’s vision, goals, concerns, and
overall expectations
Establishing lines of communication, methods,
and frequency of meetings, etc.
Reviewing the status of programming and early
design, including any concerns
Examining the preliminary construction budget
and anticipated schedule milestones
INITIAL REVIEW OF MATERIALS
Following Project Kickoff, Big-D will perform a thorough
review of the project drawings and specifications to
ensure completeness and coordination. This will allow
us to identify and address any constructability issues
while still in the early stages of design. During this initial
review we will note areas of concern, items that could
benefit the project outcome through small changes to
details, etc. This first review is essential for the Big-D
team to gain the necessary in-depth understanding
of the current project documents, and for starting the
preconstruction phase with absolute accuracy.
ESTIMATING SERVICES
Big-D will work directly with the design team, key
subcontractors, and suppliers to build the preliminary
cost model to validate whether the anticipated design
will meet desired project budget and schedule
deliverables. Big-D will then continue to work with the
A/E team to maintain a real-time cost estimate, which
always reflects the most current design.
Our preconstruction team will utilize industry-leading
technology to develop accurate, realistic, and
dependable estimates. Big-D uses DESTINI Estimator
and On-Screen Take-Off software, 3D Modeling
strategies and various other analytic tools and methods
to prepare initial estimates, perform cost studies and
life-cycle comparisons, and update the project budget
as the design evolves.
As the CM/GC, we take responsibility for ensuring that
the design and management teams understand the
cost and schedule implications of every decision made
during preconstruction. Our estimating personnel are
highly skilled, have extensive cost data from current
and past projects to draw from, and are fanatical about
staying informed of current market conditions.
VALUE ENGINEERING
The Big-D preconstruction team will evaluate all costs
relating to construction, maintenance, operation,
replacement, etc. by assessing performance and
quality against initial and lifecycle costs. Entire systems
are analyzed to determine whether a more economical
solution exists for any given basic project need. As
each alternative is analyzed, Big-D will develop a rough
estimate cost study for comparison. Our findings and
suggestions are then presented for Owner review and
approval, followed-up by formal implementation of
accepted recommendations.
Big-D approaches Value Engineering as an
opportunity to add value to a project and uncover
solutions that result in the most efficient and
economical building for the available budget. Our
efforts will focus on eliminating or modifying items
that add cost without decreasing function, value,
and aesthetics.
CONSTRUCTABILITY REVIEWS
Big-D will perform periodic constructability reviews of
the drawings to verify program conformance, clarity
and completeness, discipline coordination, cost, and

determined by contract requirements and/or Owner
and A/E Team preferences but are typically performed
at the end of each major design milestone.
The preconstruction team will lead the constructability
review efforts, engaging the construction team Project
Manager and Superintendent as needed. Utilizing
a review team that incorporates input from both
preconstruction and construction personnel ensures
a more thorough review. Documents and designs
are evaluated for material selection, availability,
constructability, economy and impact on the work plan
and schedule by team members with backgrounds in
construction, procurement, estimating, scheduling,
and quality assurance.
SCHEDULE DEVELOPMENT
Utilizing the preliminary schedule and input from
subcontractors and the Project Kickoff meeting, Big-D
will further refine the final critical path method (CPM)
master schedule. The schedule will include design
activities and milestones, key submittals, necessary
permitting and approvals, long-lead procurement
items and construction activities. All members of the
project team will participate in schedule development;
therefore, each will feel ownership and commitment to
the schedule.
BIDDING / PROCUREMENT
After the construction drawings and specifications
are issued and we have received all the necessary
approvals from the City and Authorities Having
Jurisdiction, Big-D will begin the procurement process.
Working with input from the A/E team and the City,
the Big-D preconstruction team will put together bid
packages for each trade, with specific written details
to the subcontractor of what their scope of work
includes and what our project team expectations are.
Bid packages will convey precisely how we want the
project bid, including how we need the project priced,
timing/schedule requirements, special coordination
issues, etc. By putting together detailed bid packages
for subcontractors, the accuracy of bids received
increases and we can make informed, fair comparisons.
If more than one bid package is planned, we will
include clear lines of demarcation indicating the end
of one bid package and the beginning of another bid
package.
SUBCONTRACTOR SELECTION
Utilizing Big-D’s extensive database of pre-qualified
subcontractors, we select the best qualified trade
partners for the project, reverifying during the bidding
process each is not only qualified for the specific
project scope, but that they have the right personnel
available and are able to commit to the project
timeline. Our procurement and contracting process
maximizes value for the Owner by clearly defining
subcontractors’ scopes and minimizing client risk.
This creates a competitive bid environment while
ensuring project objectives.
As shown in the following graphic, subcontractors
account for approximately 94% of the overall cost of
a project.
COST CONTROL
Effective planning, scheduling, coordinating,
communicating, and quality control are essential
to controlling costs. We are committed to tirelessly
communicating with the owner and A/E team to help
ensure project goals and objectives are understood
and achieved. We have proven bid processes that our
entire preconstruction and estimating team utilizes to
ensure that the City of Rexburg is getting the most for
their dollars. All final bids are thoroughly reviewed by
the team to ensure accuracy and completion.
We will continually present ideas for cost savings
at every stage of the project, from bidding through
construction. Change order requests will be carefully
reviewed and substantiated before being submitted
for approval. During construction, we will continually
evaluate the budget and schedule to look for ways
to reduce costs and shorten the schedule. For
instance, changing the way the exterior skin system
is unitized could result in an earlier dry-in time. We
spend considerable time prequalifying subcontractors
and establishing bid requirements before bidding.
Subcontractor participation will achieve the following:

proven track record verified by subcontractors
and have lead times that fit within our
construction schedule.
We will coordinate drawings and specifications
between different disciplines and trades to
prevent interferences and to receive buy-in.
We will look for faster, better, and safer ways
to assemble the facilities while considering
on-site safety controls that will be necessary to
construct the facilities as designed.
Additionally, Big-D brings critical relationships
with skilled, experienced, and highly qualified
local tradesmen.
The key to delivering this project with highly
competitive pricing lies in the General Contractors
ability to secure the best and most subcontractor
bids. The City is essentially hiring a General
Contractor to act as its ‘Procurement Agent’ and
will use that firm’s relationships, experience, and
reputation to get the best subcontractor pricing.
SITE LOGISTICS
Through work on previous similar projects, we have
acquired the tools and knowledge to effectively and
efficiently create a schedule and logistics plan to
successfully deliver this project by your deadline,
while keeping all stakeholders informed of progress.
It is our job, as General Contractor and collaborative
partner with the City, to create and implement an
effective site logistics and staging plan which keeps
the following items top-of-mind: project site access,
staging of materials and equipment, traffic control,
delivery, parking, and security.
PREPARING THE SITE
Installing site fencing and developing and
implementing Stormwater Pollution Prevention Plan
(SWPPP) measures to ensure construction activities
do not pollute the storm water system will be one
of the first activities we perform. Site fencing also
establishes limits of construction and facilitates safety.
All underground utilities will be installed first to provide
power and water. Entry gates will be kept locked when
no one is on-site or when not in use.
DELIVERIES & SITE ACCESS
Big-D will meet with the City of Rexburg to discuss
our site plan to ensure that access and site signage
is agreed upon prior to construction. Our planning
efforts will include safety, delivery routes and timing,
noise, and work hour restrictions. Proper timing and
coordination of material deliveries and staging of
operations to ensure a safe and efficiently run job site
is crucial.
To assure a safe and orderly workflow with minimal
disruption, our team is prepared to meet these
challenges by employing the following:

CONSTRUCTION PHASE
OAC MEETINGS
Big-D will schedule and conduct weekly progress
meetings where subcontractor, Owner, design team,
and Big-D project personnel can discuss procedures,
progress, safety, quality, scheduling, and coordination
of work.
SUBMITTALS, RFIS, SHOP DRAWINGS
Big-D will manage the flow of all submittals and respond
to all Requests for Information (RFIs). We will review
submittals for contract document compliance,
resolve inadequate submittals before sending to

the design team, and coordinate all submittals
with interrelated building components. The Project
Engineer tracks and organizes submittals through
our Procore project management software.
SCHEDULE CONTROL
On a weekly basis, the construction site superintendent
will use the master schedule to prepare a short-term
(typically three-week) look-ahead schedule. This
schedule will be reviewed in weekly subcontractor
coordination meetings. If actual conditions differ from
the master schedule, additional “focus” meetings
will be convened to solve critical issues that have
the potential of impacting the schedule. These focus
meetings will result in an action plan with clear lines of
accountability to ensure we stay on schedule.
SUBCONTRACTOR MANAGEMENT
Each subcontractor’s workload and resources are
monitored against the upcoming contracted schedule
of work. We work with our subcontractors to ensure
they are complying with their agreements and the
project specifications. If a subcontractor falls behind,
the Construction Superintendent is responsible for
requesting more resources and establishing an action
plan to bring their performance back into compliance.
If the subcontractor fails to perform, a written 72-
hour cure notice is issued by the Construction
Superintendent. In the event the subcontractor is non-
responsive to the cure notice, the subcontractor will be
notified in writing of termination and the subcontractor
will be replaced with another qualified subcontractor
or our self-performing work crew to complete the
work. If substandard performance is identified,
recommendations for improvement are provided both
verbally and in writing to ensure the project schedule
and budget are not compromised.
We place precedence in maintaining strong lines of
communication to foster a partnering environment to
ensure subcontractor performance. Our team has
found the best way to ensure successful subcontractor
performance is in our initial best-value selection
process, clearly defined scope or work and continuous
communication.
SAFETY
Prior to project startup, Big-D drafts a project-specific
Accident Prevention Plan (Safety Plan) that defines all
the requirements for the project. The Plan is shared
with all Big-D project staff when finalized. We take our
Safety Plan seriously and all employees understand
the mandatory requirements for all projects. Prior to

IMPROVED QC INSPECTIONS
Big-D uses the Procore Mobile app on iPads to
manage quality control inspections in the field.
This allows us to track corrections needed and
essentially punch list the building during the
entire construction phase, facilitating a quick
final punch list. The iPads have instant access
to all contract files (3D model, plans, specs,
submittals, inspection forms, RFIs, ASIs, etc.)
and are equipped with wireless internet.
Using Procore in the field provides these value-
added benefits for achieving our goal of Zero
Defects:

CONSTRUCTION
the start of construction, the project Superintendent
will lead the implementation of the Safety Plan and
conduct safety training with all field personnel. All
subcontractor teams will have a pre-mobilization
meeting with the Superintendent and Project Manager
to review their scope of work, policies and procedures
for this project and receive the same safety training as
Big-D personnel prior to commencement of work. No
one steps foot onto the site without the proper safety
training - no excuses.
QUALITY CONTROL
Big-D has developed a formal comprehensive
construction Quality Control (QC) plan, refined during
the performance of the hundreds of projects that build
quality into the project from start to finish. Our QC
Plan outlines the organization, control phases, tests,
documentation, and procedures for controlling quality
during construction. These plans will be implemented
and enforced by the on-site Superintendent to ensure
compliance with contract requirements.
PROJECT CLOSEOUT
We have a goal of Zero Defects, meaning no rework
during construction and no punch list items at
substantial completion. Our quality control program
requires close coordination between the Design Team,
Project Manager, Commissioning Agent, and Quality
Control Team.
Punchlist completion is an important part of closeout.
We have developed a process that incorporates a
two-stage procedure. The first stage is the completion
verification stage; during this stage, we implement a
process to verify the subcontractors have completed
their work in an area. They are required to submit written
documentation verifying that they have inspected the
area and all work is complete and ready for inspection.
Big-D will then inspect the area to verify that it is
complete and that the work is acceptable. If the work
is not complete, the subcontractor will be notified,
and appropriate actions will be taken to ensure that
they correct any deficiencies. When all the work is
completed, the actual punch list inspections will be
scheduled with the team. This process ensures that
we have Zero Defects or minimal punch list items.
Big-D Construction takes closeout of our projects
very seriously. Our team understands that closeout
documentation is a process that begins at the start
of the project as we start to develop the submittal
register. During this time frame, our team reviews the
specifications for required submittals and builds a
closeout matrix that lists required documentation, as-
builts required, Operation and Maintenance (O&Ms)
procedures and manuals, attic stock, training, and
any other additional requirements. Big-D will upload
the O&M documentation to the City’s site on Procore
throughout the project for as-needed periodic reviews.
This ensures at the end of the project, it’s all together
and ready.
As we complete each phase of work and subcontractors
cycle off the project, we focus on part of the exit
strategy for that subcontractor ensuring that we have
all their required closeout documentation. We run
through a procedure where our entire project team
verifies the receipt of all closeout documents before
final payment is released to the subcontractor. Then,
before the expected completion of the project, we will
hold a closeout coordination meeting to address items
such as final inspection, operations, and maintenance.
WARRANTY
Big-D will take a proactive role in managing the
warranty, we believe support to our clients cultivates
long-term relationships and repeat business.
Big-D will utilize a revolutionary online warranty
system, called Buildr, to manage the project’s
warranty. At the conclusion of the project, your
facility personnel will be given access to Buildr’s
online warranty system where we have streamlined
the process for reporting and tracking warranty
items. When a warranty item is entered into the
system, everyone involved in the project is notified.
The client is kept entirely in the loop and involved
as a strategic planning partner as we work to
resolve warranty items.

COST CONTROL DURING DESIGN
Controlling project costs starts with outstanding
Preconstruction Services and includes informed,
accurate estimating, cost studies and value
engineering, and ongoing cost updates.
Big-D will begin by developing an early baseline
project estimate and then, working together as a team,
maintain that budget through construction. In addition
to periodic, major milestone estimates, Big-D will
provide “live” cost estimating services and perform
necessary cost estimates/studies as needed to
assist with design solutions that will keep us on
budget. The design will evolve as Big-D continually
analyzes costs for optimal systems, various options
and alternates.
Our skilled estimating staff maintains a day-to-day
understanding of current and local pricing in addition
to having access to an enormous database of historical
pricing. We know current local unit pricing, equipment
rates, and man-hour rates, and will request updated unit
pricing from subcontractors during preconstruction.
Big-D estimators will provide feedback on all design
decisions which will allow the design team to
understand the financial and schedule impacts of their
decisions and control scope overruns before they
happen.
VALUE MANAGEMENT DURING DESIGN
Big-D approaches Value Engineering as an
opportunity to add value to a project and uncover
solutions that result in the most efficient and
economical building for the available budget. Our
efforts will focus on eliminating or modifying items
that add cost without decreasing function, value,
and aesthetics.
During Value Engineering sessions, Big-D will evaluate
all costs relating to construction, maintenance,
operation, replacement, etc. by assessing performance
and quality against initial and life cycle costs. Entire
systems are analyzed to determine whether a more
economical solution exists to any given basic project
need. As each alternative is analyzed, Big-D will
develop a rough estimate cost study for comparison.
Our findings and suggestions are then presented for
Owner review and approval, followed-up by formal
implementation of accepted recommendations.
Our preconstruction team lives and breathes value
engineering and will maximize every dollar for the City
of Rexburg.
TRACKING & REPORTING CONSTRUCTION COSTS
Our DESTINI Estimator software allows us to adapt
our estimate into standard CSI format or any other that
the City or the selected architect prefer. Additionally,
we will isolate and separate the costs for each bid
package. Our goal is to accommodate the Owner’s
design and management teams needs and thereby
provide cost information in clear and concise reports
and to meet every predefined milestone. Our job is
to ensure that the design and management team
understands the cost implications of every decision
that is made through the preconstruction process.
Every benchmark estimate will include a variance
report clearly identifying any differences between
the current estimate and the previous estimate. Each
estimate will include a simple high-level Executive
Summary of all of the project costs broken down
by CSI category with separate line items for
permits, reimbursable costs, CM/GC fee, bond
costs, contingencies, allowances, and insurances.
Our software is flexible so we can organize the way
the cost information is shown to accommodate the
specific needs of the City of Rexburg or design team.
Accompanying the Executive Summary will be a
detailed estimate showing the quantities and unit costs
of all of the various labor and materials that make up
the entire project. These are also organized into the
standard CSI format.

SECTION 4 - BUDGET CONTROL
COST & MATERIAL ISSUES
Once the project is bid, we will utilize our Bid-Day
bid leveling software to show all of the bidders for
each scope of work and their bid comparison against
all of the other bidders. This software will show the
line-item costs associated with each bid package. As
with DESTINI Estimator, our Bid-Day software also
shows separate line items for permits, reimbursable
costs, CM/GC fee, bond costs, contingencies,
allowances, and insurances. Again, we can show
and organize the cost information to accommodate
the specific needs of the City of Rexburg or the
design team.
Once we enter construction, our monthly Pay
Applications will follow this same format so that it is
easily apparent what costs are being billed against
any line item within the GMP. We also provide a
Monthly Project Report that provides an overview
of all aspects of the project for the preceding
month. This report will contain a Potential Change
Order (PCO) Log to track any potential changes to
the GMP. The report will also include a Contingency
Log and an Allowance Log showing the beginning
GMP balance for each item, any charges against
any line item, and the amount remaining in any line
item. The City of Rexburg will always know how the
project is sitting from a budget standpoint.
During our weekly Owner/Architect/Contractor (OAC)
meetings, Big-D will distribute a copy of the PCO Log
and will review any potential time / cost impacts to the
project with the City and design team so that informed
decisions can be made as a team.
COST & MATERIAL ISSUES
MANAGING COST ESCALATION
Big-D has found the best way to combat cost
escalation is heightened communication and having
our teams and subcontractors truly understand the
project. Big-D’s preconstruction team is in constant
communication with our key subcontractors getting
updates daily on cost increases, material shortages,
and material lead times. We will share this information
with the design team as they work through design and
advise accordingly. The clearer we communicate the
project and the more detail our team provides in the
drawings will allow us to get more precise bids from
subcontractors.
COST CONTROL DURING CONSTRUCTION
We utilize a number of strategies to preemptively
minimize potential change orders and control project
costs:

METHODOLOGY, MANAGEMENT, & COMPLIANCE
SCHEDULE DEVELOPMENT
Utilizing the preliminary schedule and input from
subcontractors and the Project Kickoff meeting, Big-D
will further refine the critical path method (CPM) master
schedule. The schedule will include design activities
and milestones, key submittals, necessary permitting
and approvals, long-lead procurement items, and
construction activities. All members of the project team
will participate in schedule development; therefore, each
will feel ownership and commitment to the schedule.
Scheduling Software - Big-D Construction utilizes
Primavera P6, an industry leading critical path method
scheduling software, to create and manage our project
timelines. Primavera P6 uses relationships with integrated
logic to build the sequence and flow of all construction
activities. This logic allows our team to track the exact
impacts that result from changes in the work and make
adjustments to minimize or eliminate potential lost time.
Our project team is well trained in the use of Primavera P6
to plan, update and execute the work. The project team
will meet weekly with our subcontractors to review and
update the overall project schedule. Additionally, we use
P6 to manage the 3-week “look ahead” schedule for our
weekly subcontractor and Owner/Architect coordination
meetings. This process provides the Owner with a clear
picture of our week-to-week progress, as well as the
overall outlook of the project timeline.
SCHEDULE MANAGEMENT
Successful schedule management on the project
will require well-planned sequencing. The schedule
management strategies Big-D will rely on for the
project include, but are not limited to:

SUBCONTRACTOR COMMITMENT
The project schedule will be thoroughly reviewed
with each subcontractor during the bidding stage
and Big-D will require them to acknowledge their
acceptance of the schedule when they submit their
proposal for the project. Again, during the post-bid
interviews and before we execute their subcontract,
we will verify their acceptance of the schedule. We
want to be straightforward with our expectations and
the City of Rexburg’s project needs. This is even more
critical due to the current labor shortages and long
lead times of materials.
SCHEDULE COMPLIANCE ENFORCEMENT
On a weekly basis, the Superintendent will use the
master schedule to prepare a short-term (typically
three-week) look-ahead schedule. This schedule will
be reviewed in weekly subcontractor coordination
meetings. If actual conditions differ from the master
schedule, additional “focus” meetings will be held to
solve issues that have the potential of impacting the
schedule. These focus meetings will result in an action
plan with clear lines of accountability to ensure we
stay on schedule. The team member/trade partner
that is the predecessor to the activity or is causing the
impact due to a constraint will be asked to correct the
impact and will be required to give a commitment on
the action and due date of when it will be corrected.
During the schedule focus meeting we will also address
procurement items that may impact the schedule;
these discussions will not be limited to the next three-

week period but rather will address the procurement
process as a whole. This will allow us to verify that long
lead items are meeting expected delivery dates and
correct any delay before they become problematic.
SCHEDULE MANAGEMENT EXAMPLES
BYU-IDAHO MULTIPLE PROJECTS
The Big-D Idaho Falls office has completed or
is currently constructing a total of 30 projects
for BYU-Idaho. Each of these projects were
performed either within or directly adjacent to
fully occupied buildings. As such, each project had
its own schedule and sequencing constraints to
accommodate the University’s operations.
Central Energy Facility - In 2016, Big-D constructed
the Central Energy Facility (CEF) at BYU-Idaho. It was
deemed “mission critical” because it was mandatory
that the new facility be operational within one year of
beginning construction or the University would not be
able to heat the three million sq. ft. of campus buildings
during the upcoming winter. This multi-phased project
included partial demolition of the existing heating plant,
construction of a portion of the new facility, demolition
of the remainder of the old heating plant, followed by
the construction of the balance of the new facility.
The CEF was highly complex with dozens of systems
that had to operate in perfect concert with each other.
To complete the project as scheduled, Big-D utilized
our in-house BIM team to design the 5.5 miles of
piping systems and then prefabricated all the piping
off-site to minimize construction disturbance in the
fully operational facility. Big-D meticulously planned
the sequencing of the prefabrication process to align
with the order that the systems needed to be brought
online. This process of prefabrication saved over
11,000 hours of field fabrication by prefabricating
all of the piping in a manufacturing facility and was
crucial to complete the facility on-time.
John W. Hart Building Remodel - Additionally Big-D
has recently completed the third phase of a complex,
four-year remodel of the Hart Building at BYU-Idaho.
All work was performed while the building was
fully occupied. The construction sequence and
schedule were meticulously planned with the
faculty and staff to accommodate the University’s
class schedules. This necessitated working
extensively in early mornings and evenings, weekends,
holidays, and during school breaks. The Hart building
is made up of 15 separate areas and certain areas of
the building had to be completed before others could
start. In many of these areas, work could not begin
until a separate area was completed. All of this was
built around the University’s semester and class
schedules. Work was also sequenced such that it
was performed to not impact the day-to-day class
schedules or faculty in their offices.
UTAH STATE PRISON RELOCATION
As Program Manager, Big-D (BDK) was responsible
for developing the overall master schedule on the
5-year, $1 Billion Prison project in collaboration
with the design team, contractor, Utah Department
of Corrections (DOC) and the Utah DFCM. Utilizing
Lean Construction strategies, Big-D led the Pull
Planning session to develop the overall project
schedule that took the project from programming
to final completion. Once design started, our team
managed the schedule and all aspects of project
progress through final completion.
Well-planned phasing and strategic bid packages
were extremely important to this project. To maintain
smooth progress without interruption, Big-D was very
thoughtful and deliberate about how we procured
the work and how the work was phased in the field.
There was also the concern that with so many bid
packages, the Owner could end up with manufacturers
and equipment that were not consistent throughout
the project, causing them maintenance issues in
the future. Working within the state procurement
guidelines, our team lead the way in determining
an appropriate procurement and phasing plan that
allowed the DOC to have consistent materials and
equipment throughout the campus, ensuring ease of
maintenance and operations for years to come.
On a project of this size and complexity it was
critical to have all of team members - contractors,
architects and engineers, and Owner - all aligned
and working in the same direction. We lead the
team in early planning and coordination sessions
and throughout the project to make sure that
we were all working toward the same goals and
objectives. Team collaboration played a big part
in the success of not only the scheduling of this
project, but the success of the project as a whole.
These same techniques will be deployed on the new
elementary school but at a much smaller scale. We are
experienced builders and schedulers.

DESCRIPTION
The Bear Lake County Courthouse is a new, 15,686-sf, single-
story, brick masonry building that replaced the City’s original
historic courthouse that had major seismic deficiencies and was
not ADA-compliant.
The new facility features a mix of open, collaborative coworking
areas as well as private offices and is larger to accommodate a
wider range of services. The building houses the District Court, a
meeting room for the County Commissioners and offices for the
Clerk, Treasurer, Assessor, Prosecuting Attorney, Driver’s License
Division and Sheriff’s Department.
Project challenges included construction during COVID-19 and
a remote site location which the team was able to work through
with minimal impact on the schedule. Project successes included
the implementation of multiple value engineering solutions which
resulted in significant savings for the County.

DESCRIPTION
Construction of two new buildings to replace the City’s existing
outdated facilities which they had long outgrown. The first structure
is a 27,000-sf multi-functional building that houses the Justice
Court, Police Department, City Council and has a community
room. The other is a 23,000-sf Fire Station, the first ground-up
fire station the city had built in 100 years. Both buildings are two-
story, modern, and feature durable, high use finishes throughout.
Project challenges included some community opposition and
a very restrictive budget. The team collaborated with a former
three-term Pleasant Grove mayor to act as a liaison and help sway
public opinion.
Additionally, budget performance was outstanding on this project.
Big-D worked with the Architect, City, and Fire Department to
review all areas of concern and identify value engineering options
that resulted in nearly $1 million cost reduction and kept the
project within budget.

DESCRIPTION
The Tooele Public Safety Complex includes two separate
buildings for the Tooele Police Department – the main Public
Safety Building, a single-story, 23,500-sf building, and a 3,100-sf
Ancillary Support Building. Both structures were constructed with
masonry, steel, brick veneer, curtain wall and membrane roofing.
The larger central building houses a multi-purpose training /
community event space with a kitchen, private offices, coworking
spaces, an employee kitchen and breakroom, locker room, fitness
center, detainee processing area, administrative lab, separate
public evidence return, and centralized server and communication
services for the City.
A separate building houses bulk evidence, vehicle exam, K-9
facilities, and space for secure vehicle and equipment parking.
Big-D’s scope of work included demolition and utility work.

DESCRIPTION
Tooele Fire Station No.3 is a 17,000 square foot, two-story facility
in North Tooele. It includes a three-door apparatus bay, ten dorm
rooms, a gym, a training room, and an ambulance bay, enhancing
the Fire Department’s capabilities as the city grows. The station
features a 45-foot-tall training tower for realistic firefighter training,
complete with hatches, doors, and rappelling anchor points. The
training room can accommodate gatherings of the 50+ volunteer
firefighters. This station is significant for Tooele’s first responders,
symbolizing future growth and development.

DESCRIPTION
The City of Ammon Sanitation building project was for
construction of a new 6,500 square foot public works support
structure, primarily for the storage of City sanitation trucks. This
structure is a single slope pre-engineered metal building (PEMB)
with numerous truck doors on the high side. The six-bay building
includes a shared office with multiple workstations, storage on the
main floor and mezzanine, and a utility room. This new building
will aid the municipality in its mission to serve the community.

The undersigned has read this waiver and release and fully accepts the CITY discretion and non-liability as
stipulated herein, and expressly for, but not limited to, CITY’s decision to proceed with a qualification-
based selection process in response to the Request for Qualifications (RFQ) to select a firm to supply
CM/GC services to CITY for the project.
A.Discretion of CITY: The firm or individual submitting a response to this CM/GC RFQ agrees
that CITY has the right to, unless contrary to applicable state law:
1)Modify or suspend any and all aspects of the process seeking SOQs and making any
decisions concerning this RFQ.
2)Obtain further information from any person, entity, or group regarding the
Respondent, and to ascertain the depth of Respondent’s capability and experience for
supplying CM/GC services and in any and all other respects to meet with and consult
with any Respondent or any other person, entity, or group;
3)Waive any formalities or defects as to form, procedure, or content with respect to
CITY’s RFQ to select a CM/GC firm and any response by any Respondent thereto;
4)Accept or reject any sealed SOQs received in response to the RFQ, including any sealed
SOQ submitted by the undersigned; or select any one SOQ over another in accordance
with the selection criteria;
5)Accept or reject all or any part of any materials or statements, including, but not
limited to, the nature and type of SOQ.
B.Non-Liability of CITY:
1)The undersigned agrees that CITY shall have no liability whatsoever of any kind or
character, directly or indirectly, by reason of all or any decision made at the discretion
of CITY as identified above.
2)The undersigned, including all team members, have carefully and thoroughly reviewed
the RFQ and has found it to be complete and free from ambiguities and sufficient for
their intended purpose.
