CM Company is pleased to submit this proposal to provide Construction Management/General Contracting (CM/GC) services for
the City of Rexburg. We are proud of our long and successful history of constructing public facilities in Idaho. Because such facilities
are a public trust, the stewardship and accountability involved in managing public funds requires striking a balance between
gaining the greatest possible long-term benefit while still maintaining the lowest possible cost.
At CM Company, achieving this balance is what we do best, and it is at the heart of the construction management principles we
have honed for over four decades. Section six of this proposal outlines CM Company’s experience and background on several
projects with similar challenges that will be faced on the City of Rexburg Police Station Project. We invite you to contact any or all

In reviewing the program and RFQ for your project, we have determined the following critical requirements:
Public projects require careful planning, accurate cost estimates, and value management reviews. CM Company’s experience will
be vital to the success of the Rexburg Police Station project. Our team excels at managing budget constraints and will use our
expertise to guide decision-making during the design, bonding, and construction stages.
Considering current supply chain challenges, effective bidding strategies are essential. Extended lead times may necessitate
bidding and procuring certain products during the initial design phase to ensure that scheduling constraints are met.
Effective planning and coordination of critical systems and their interactions are vital for success. When the police station is
activated, it is essential that key systems—such as emergency power, dispatch, and access control—function seamlessly to ensure
staff safety and effective response efforts.
Great projects balance the needs of an owner, the vision of a design team, and the constraints of project deadlines and budget. CM

Spanning over three acres, this exhibit showcases Zoo Boise’s conservation
partnership with Mozambique’s Gorongosa National Park. It highlights the park’s
incredible biodiversity by adding 26 species, 21 of which are new to Zoo Boise.
Designed to tell Gorongosa’s story, the exhibit includes 1.5 annexed acres from Julia
Davis Park, offering visitors a unique glimpse into one of the world’s most diverse
ecosystems.

Manager to renovate an existing, 3,700-square-foot, two-story structure in
Downtown Meridian, Idaho. unBound offers unique spaces designed to support
small businesses and entrepreneurs through access to classes and equipment for
fabrication and content creation. Specialty rooms, such as a sound-dampened
podcast recording room and two rooms dedicated to hi-tech design and
fabrication technology, were specially created to allow for active use of multiple
complex machines in the relatively small unBound footprint.

Preconstruction
Our preconstruction approach is all about utilizing the right methods, tools, and techniques at the right time and leveraging the specific
knowledge, expertise, and skills of our team members. It’s about operating from a shared playbook of strategies:
Cost Control & Estimating During Design
The fundamental strategy to control the cost of a project is to ensure the design is supported by available funds. We will provide updated
budgets throughout the design phase to ensure you receive durable and maintainable buildings within budget.
We will evaluate:
• Design efficiencies to keep the square footage on target
• Building systems design and specification
• Material selections to ensure they are cost effective, durable, maintainable, and available
• Constructability, ensuring an efficient installation with high-quality long-lasting results. These techniques are the “little things” that make a lasting impact.
Bid Solicitation
In the bidding phase, CM Company develops the Guaranteed Maximum Price (GMP) with the City of Rexburg representatives, ensuring
that any cost savings remain with the City of Rexburg. We base the GMP on final plans and contract documents, thoroughly reviewing
them to address any potential omissions or unforeseen conditions. When necessary, we include allowances and carefully crafted bid
packages to mitigate risks.
As your construction manager, we act as your advocate, treating your investment with the highest level of stewardship. Each GMP
line item is transparently presented in our contract, providing full visibility into costs. We aim to preempt change orders by including the
entire scope in initial contracts and subcontracts, minimizing cost and schedule risks.
Drawing on our experience with public projects, we engage specialty contractors early to avoid delays, particularly for long lead items.
Our reputation for on-time project completion reflects our commitment to effective management and scheduling from preconstruction
through the warranty phase.
Construction
CM Company brings extensive experience and professionalism to the Rexburg Police Station Facility project, ensuring seamless project
management and field coordination.
Our management team will:
• Develop and administer contracts and purchase orders, secure all necessary permits, and coordinate with local and state building
authorities.
• Create Mechanical and Electrical Coordination Plans, meeting with key trade foremen (fire sprinklers, HVAC, plumbing, electrical) to
prevent conflicts before installation, saving time and cost.
• Coordinate utility installations with utility companies and ensure efficient site material handling for safety and workflow.
• Set up a secure web-based reporting system to document daily reports, shop drawings, inspections, photos, and RFIs, ensuring
transparent project tracking.
• Review all change orders, assist in design clarifications, and recommend actions to the owner as needed.
• Oversee quality control and maintain Critical Path Network (CPN) and Short Interval Schedules to meet project milestones.
• Track shop drawings, submittals, materials, and equipment with a Material Control Schedule.
• Prepare monthly progress payment applications for architect and owner review.

Close-out & Warranty Period
CM Company’s dedication to fulfilling your expectations is exemplified by the thoroughness of the closeout process. CM Company
will work with the team on the final inspection and project acceptance. A list of incomplete items will be distributed to all concerned
parties and pursued in timely completion.
The close-out team will prepare detailed as-built drawings and detailed owner’s operation and maintenance manuals for all sections of
the work, including “as fabricated and as-built” drawings, warranties, guarantees, and maintenance instructions. We will also coordinate
and conduct walk-throughs and training sessions for personnel. Training sessions are recorded and given to the owner’s team for future
reference.
CM Company will monitor items covered by our standard one-year warranties and special extended warranties and make necessary
corrections in a timely manner. This work will be coordinated with site and field personnel. We will also expedite the repair of items
covered by special warranties or guarantees.
Part of our philosophy as a construction management company is that the foundation of trust we build with owners is not simply a
matter of what occurs during the construction of a building but what happens afterward. At CM Company, final occupancy is not the end
of the project. The time after the project is completed is carefully monitored and managed throughout the warranty period. CM Company
boasts a demonstrable history of continued support and involvement in the warranty process – far beyond the one-year period.
Construction (continued)
Progress Meetings: We will hold onsite bi-weekly meetings with the owner and design team where we review the status of the
project schedule, submittals, RFI, pay applications, and any other open items necessary. These meetings will have detailed meeting
minutes issued for all participants.
Weekly Coordination Meetings: In these meetings, we meet with all contractors to ensure alignment of schedule and work plans.
Owner Provided Equipment: We will work with the city of Rexburg to coordinate the order, shipping, and installation of owner-
provided furniture and equipment, ensuring the building infrastructure aligns with provided equipment.
Our experienced managing superintendent oversees daily site activities, supported by a one-year warranty from the substantial
completion date. The superintendent’s salary and general condition items (e.g., temporary power, restrooms) are reimbursable costs. Our
project manager, estimator, and office staff are covered by the management fee.

Chubbuck Police Headquarters & Animal Shelter | Chubbuck, Idaho
Chubbuck Police previously shared a small space with City Hall, while the animal
shelter operated in an outdated facility. To meet the growing community’s needs,
CM Company built a new City Hall, renovated the old space into a modern Police
Headquarters, and constructed a new Animal Shelter. The Police HQ remodel was
phased to ensure continuous operations, while the shelter added capacity for 57
cats, 23 dogs, and enhanced adoption spaces. Both projects maximized resources by
running concurrently.
Chubbuck City Hall | Chubbuck, Idaho
Chubbuck’s new city hall was constructed to provide space for the City of Chubbuck’s
fast-growing municipal needs. CM Company managed the construction of the
project, which includes a 26,000-square-foot city hall facility with an amphitheater
and large plaza area, as well as future building pad sites. Upon completion of the city
hall, construction began on phase two, an extensive remodel of the Chubbuck Police
Headquarters.
Pocatello Women’s Correctional Center | Pocatello, Idaho
CM Company systematically renovated six restrooms in an occupied women’s detention
facility. The project was phased so that the facility could remain fully functional and all
ingress, egress, and fire safety standards maintained. The construction materials include
detention-type toilet and shower fixtures, anti-ligature toilet partitions, and toilet and
bath accessories. CM Company executed DPW/IDOC security programs to ensure
contractors entering the facility received the appropriate sexual harassment training,
adhered to the facility’s tool control, tool check, and tool lock-up procedures, and were
pre-approved access to the facility via background checks.

CM Company was the construction manager for this 24,845-square-foot addition
that serves the biology, chemistry, physics, computer science, and engineering
programs at Bishop Kelly High School. Construction consists of single-story,
structural steel stud framing with a clerestory and open-to-structure ceiling space to
provide natural light into the main corridor. CM Company has been systematically
renovating the Bishop Kelly campus over the course of the past 25 years.

CM Company ensures accurate and updated construction cost estimates by using an integrated approach that combines Microsoft Excel,
Bluebeam, and Sage 300 Accounting software. This system maintains consistent data flow through each project phase, enabling precise
monthly cost monitoring and compliance with the project budget.
An Executive Summary Budget is established during the early project phase to provide a comprehensive overview of all Owner’s Costs.
These include expenses such as building permits, testing and inspection fees, furniture, fixtures, equipment (FF&E), design costs, and the
direct cost of construction. This summary ensures the owner has a clear understanding of the Total Project Cost, incorporating both direct and
indirect expenses.
Our estimating team collaborates closely with project representatives, conducting in-depth reviews of project plans and specifications. We
aim to assess construction methods and identify cost-saving opportunities (Value Management) early on, allowing for adjustments that
align with budget constraints before finalizing the design. Our in-house estimators, experienced in architectural and structural pricing, handle
most estimates, but we also engage specialized electrical and mechanical estimators as needed, ensuring no added cost to the owner.
Throughout the planning and construction document phases, CM Company provides progressively detailed cost estimates, highlighting
potential cost impacts and evaluating options that enhance value and life-cycle performance. Given the volatility in supply chains, we
prioritize working with local trade contractors to identify materials with favorable lead times and availability, optimizing both budget
and schedule efficiency. A schedule of values is established in the design phase, outlining material, labor, and equipment costs for each
component and allowing for real-time tracking throughout the project. During the buyout phase, we review bid results and determine
responsible bidders for each subcontractor, setting the project’s Guaranteed Maximum Price (GMP) and finalizing the schedule of values
for use in payment applications. This is reviewed with the design team and owner to ensure the detail represented aligns with their needs.
During construction, all subcontractor payments and project costs are tracked and billed against the schedule of values, with transparent
documentation for every expenditure. For projects with multiple funding sources, CM Company coordinates with representatives to ensure
that all funding allocations are precisely tracked, respecting budget constraints and providing full accountability throughout the project.
Scheduling
Global supply chain volatility has placed an even greater emphasis on the importance of employing proactive and strategic scheduling
tactics to identify procurement constraints and actively devise solutions to reduce the risk of material delays negatively impacting the project
schedule. These techniques have been pursued and employed by CM Company over the course of many years on numerous projects. For
this project to be a success, it is imperative that the design and construction teams are informed of the anticipated risks so that strategies,
such as early bid packages, acquiring early site and foundation permits, and early procurement of known problem materials can be facilitated.
Project Example: On the McCall Library Project, it was crucial to keep the existing library operational while constructing the new addition
in front of the current building. The new library footprint also extended into an existing parks department facility, which required demolition
to proceed with the project. To address this, CM Company collaborated with the City and the Design Team to construct a new Parks Facility
at an alternative location before demolishing the existing Parks Facility. Once the site was prepared, construction of the new library addition
took approximately 12 months. After completion, the library relocated to the new addition, enabling CM Company to renovate the original
library space into a new community center and meeting area for the City of McCall. This phased approach was carefully reviewed with project
stakeholders; once approved, our project schedule was developed and included within the bid documents, so all bidders were aware of the
project requirements and constraints. We then maintain an updated schedule that provides seamless communication and coordination
among all stakeholders throughout the construction process.
Scheduling Techniques and Software: CM Company employs proactive scheduling tactics to mitigate risks from global supply chain
volatility. Using Phoenix Project Manager software, we develop a Critical Path Network (CPN) construction schedule that clearly outlines
preconstruction and construction activities. This time-scaled network diagram is easy to read and helps track and maintain the overall project
duration.
Enforcement of Schedule Compliance: CM Company uses Short Interval Schedules (4–6 week forecasts) that are reviewed daily with
specialty contractor foremen, updated weekly, and posted in the job office. These supplement the CPN schedule, ensure realistic timing and
secure buy-in from all trades, reinforcing their commitment to the project timeline. Additionally, contracts include provisions for liquidated
damages for late submittals, material delivery, or delayed performance, ensuring that all parties adhere to the agreed-upon schedule.

City of Chubbuck Police HQ & Animal Shelter
Project Description
Chubbuck Police previously shared space with Chubbuck City Hall in a building much too small
for their needs. The animal shelter resided in a small building outdated for the needs of the animal
control department. In a large scale plan to upgrade public service buildings to fit the growing
community, the City of Chubbuck contracted with CM Company to build a new City Hall, renovate
the old shared space into a larger, more updated Police Headquarters building, and build a new
Animal Shelter.
The Police Headquarters project was completed in two major phases to allow for the continued
operations of the police station throughout construction. Careful planning and coordination
was required to relocate the emergency dispatch services, SWAT equipment storage, evidence
booking labs, firearms storage, and drug storage and disposal facilities.
The Animal Shelter construction ran concurrent with the Police HQ remodel, to most effectively
use manpower and general condition costs across both projects. The building has capacity
for 57 cats and 23 dogs in kennel
and adoption areas. A family room

Pocatello Women’s Correctional Center Remodel
Project Description
CM Company successfully delivered a Design-Build renovation of six restrooms in an occupied
women’s detention facility. The phased approach ensured full facility functionality while maintaining
ingress, egress, and fire safety standards.
The project utilized detention-grade materials, including anti-ligature partitions, robust fixtures, and
secure accessories. CM Company adhered to DPW/IDOC security protocols, ensuring contractor
compliance with sexual harassment training, tool control procedures, and background checks.

Chubbuck City Hall
Project Description
Chubbuck’s new city hall is the first of a two-phased construction effort to provide space for the City
of Chubbuck’s fast-growing municipal needs. CM Company managed the construction of the project,
which includes a 26,000-square-foot city hall facility with an amphitheater and large plaza area, as well
as adjacent roadways and future building pad sites.
The new city hall is two stories and allows room to grow. The main level includes a large lobby, the
permitting department, the utility department, accounting, city inspectors, a breakroom, a kitchen,
a multi-purpose room, a vault, and a dual staircase to the second floor. The second floor has its own
receptionist and holds the city planning department, IT offices, two conference rooms, the human
resources department, purchasing, the legal department, the mayor’s office, and eleven offices.

trades can often perform the work more cost effectively so the city wins, and the local market
benefits by keeping the money within the community.
Of course the project will have to be bid competitively, and not in every case can a local trade
be successful, but CM Company has a demonstratable track record of promoting projects by
educating the local trades on upcoming deadlines to make sure proper licensing is in place
prior to bid. We do this well in advance of the project so if licensing needs to be attained we
can help them secure that.
