CM Company will work with the team on the final inspection and project acceptance. A list of incomplete items will be distributed to all concerned parties and pursued in timely completion. The close-out team will prepare detailed as-built drawings and detailed owner’s operation and maintenance manuals for all sections of the work, including “as fabricated and as-built” drawings, warranties, guarantees, and maintenance instructions. We will also coordinate and conduct walk-throughs and training sessions for personnel. Training sessions are recorded and given to the owner’s team for future reference. CM Company will monitor items covered by our standard one-year warranties and special extended warranties and make necessary corrections in a timely manner. This work will be coordinated with site and field personnel. We will also expedite the repair of items covered by special warranties or guarantees. Part of our philosophy as a construction management company is that the foundation of trust we build with owners is not simply a matter of what occurs during the construction of a building but what happens afterward. At CM Company, final occupancy is not the end of the project. The time after the project is completed is carefully monitored and managed throughout the warranty period. Weekly Coordination Meetings: In these meetings, we meet with all contractors to ensure alignment of schedule and work plans. Owner Provided Equipment: We will work with the city of Rexburg to coordinate the order, shipping, and installation of owner- provided furniture and equipment, ensuring the building infrastructure aligns with provided equipment. To meet the growing community’s needs, CM Company built a new City Hall, renovated the old space into a modern Police Headquarters, and constructed a new Animal Shelter. The Police HQ remodel was phased to ensure continuous operations, while the shelter added capacity for 57 cats, 23 dogs, and enhanced adoption spaces. Both projects maximized resources by running concurrently. Chubbuck City Hall | Chubbuck, Idaho Chubbuck’s new city hall was constructed to provide space for the City of Chubbuck’s fast-growing municipal needs. CM Company managed the construction of the project, which includes a 26,000-square-foot city hall facility with an amphitheater and large plaza area, as well as future building pad sites. Upon completion of the city hall, construction began on phase two, an extensive remodel of the Chubbuck Police Headquarters. Pocatello Women’s Correctional Center | Pocatello, Idaho CM Company systematically renovated six restrooms in an occupied women’s detention facility. The project was phased so that the facility could remain fully functional and all ingress, egress, and fire safety standards maintained. The construction materials include detention-type toilet and shower fixtures, anti-ligature toilet partitions, and toilet and bath accessories. CM Company executed DPW/IDOC security programs to ensure contractors entering the facility received the appropriate sexual harassment training, adhered to the facility’s tool control, tool check, and tool lock-up procedures, and were pre-approved access to the facility via background checks. Both areas are connected by a six-bay engine bay, which includes a turnout room and vehicle exhaust systems. *Expected completion by spring 2026. The remodel consisted of installing new structural steel and concrete members within the existing structural system. Scheduling Bishop Kelly High School North Science Wing Addition CM Company was the construction manager for this 24,845-square-foot addition that serves the biology, chemistry, physics, computer science, and engineering programs at Bishop Kelly High School. Construction consists of single-story, structural steel stud framing with a clerestory and open-to-structure ceiling space to provide natural light into the main corridor. CM Company has been systematically renovating the Bishop Kelly campus over the course of the past 25 years. CM Company, Inc. 12 Budget Control Section 4 Budget Control CM Company ensures accurate and updated construction cost estimates by using an integrated approach that combines Microsoft Excel, Bluebeam, and Sage 300 Accounting software. This system maintains consistent data flow through each project phase, enabling precise monthly cost monitoring and compliance with the project budget. An Executive Summary Budget is established during the early project phase to provide a comprehensive overview of all Owner’s Costs. These include expenses such as building permits, testing and inspection fees, furniture, fixtures, equipment (FF&E), design costs, and the direct cost of construction. This summary ensures the owner has a clear understanding of the Total Project Cost, incorporating both direct and indirect expenses. Our estimating team collaborates closely with project representatives, conducting in-depth reviews of project plans and specifications. We aim to assess construction methods and identify cost-saving opportunities (Value Management) early on, allowing for adjustments that align with budget constraints before finalizing the design. Our in-house estimators, experienced in architectural and structural pricing, handle most estimates, but we also engage specialized electrical and mechanical estimators as needed, ensuring no added cost to the owner. Throughout the planning and construction document phases, CM Company provides progressively detailed cost estimates, highlighting potential cost impacts and evaluating options that enhance value and life-cycle performance. Given the volatility in supply chains, we prioritize working with local trade contractors to identify materials with favorable lead times and availability, optimizing both budget and schedule efficiency. A schedule of values is established in the design phase, outlining material, labor, and equipment costs for each component and allowing for real-time tracking throughout the project. During the buyout phase, we review bid results and determine responsible bidders for each subcontractor, setting the project’s Guaranteed Maximum Price (GMP) and finalizing the schedule of values for use in payment applications. This is reviewed with the design team and owner to ensure the detail represented aligns with their needs. During construction, all subcontractor payments and project costs are tracked and billed against the schedule of values, with transparent documentation for every expenditure. For projects with multiple funding sources, CM Company coordinates with representatives to ensure that all funding allocations are precisely tracked, respecting budget constraints and providing full accountability throughout the project. Scheduling Global supply chain volatility has placed an even greater emphasis on the importance of employing proactive and strategic scheduling tactics to identify procurement constraints and actively devise solutions to reduce the risk of material delays negatively impacting the project schedule. These techniques have been pursued and employed by CM Company over the course of many years on numerous projects. For this project to be a success, it is imperative that the design and construction teams are informed of the anticipated risks so that strategies, such as early bid packages, acquiring early site and foundation permits, and early procurement of known problem materials can be facilitated. Project Example: On the McCall Library Project, it was crucial to keep the existing library operational while constructing the new addition in front of the current building. The new library footprint also extended into an existing parks department facility, which required demolition to proceed with the project. To address this, CM Company collaborated with the City and the Design Team to construct a new Parks Facility at an alternative location before demolishing the existing Parks Facility. Once the site was prepared, construction of the new library addition took approximately 12 months. After completion, the library relocated to the new addition, enabling CM Company to renovate the original library space into a new community center and meeting area for the City of McCall. This phased approach was carefully reviewed with project stakeholders; once approved, our project schedule was developed and included within the bid documents, so all bidders were aware of the project requirements and constraints. We then maintain an updated schedule that provides seamless communication and coordination among all stakeholders throughout the construction process. Scheduling Techniques and Software: CM Company employs proactive scheduling tactics to mitigate risks from global supply chain volatility. Using Phoenix Project Manager software, we develop a Critical Path Network (CPN) construction schedule that clearly outlines preconstruction and construction activities. This time-scaled network diagram is easy to read and helps track and maintain the overall project duration. Enforcement of Schedule Compliance: CM Company uses Short Interval Schedules (4–6 week forecasts) that are reviewed daily with specialty contractor foremen, updated weekly, and posted in the job office. These supplement the CPN schedule, ensure realistic timing and secure buy-in from all trades, reinforcing their commitment to the project timeline. Additionally, contracts include provisions for liquidated damages for late submittals, material delivery, or delayed performance, ensuring that all parties adhere to the agreed-upon schedule. The animal shelter resided in a small building outdated for the needs of the animal control department. In a large scale plan to upgrade public service buildings to fit the growing community, the City of Chubbuck contracted with CM Company to build a new City Hall, renovate the old shared space into a larger, more updated Police Headquarters building, and build a new Animal Shelter. The Police Headquarters project was completed in two major phases to allow for the continued operations of the police station throughout construction. Careful planning and coordination was required to relocate the emergency dispatch services, SWAT equipment storage, evidence booking labs, firearms storage, and drug storage and disposal facilities. The Animal Shelter construction ran concurrent with the Police HQ remodel, to most effectively use manpower and general condition costs across both projects. The building has capacity for 57 cats and 23 dogs in kennel and adoption areas. A family room and separate adoption kennel area creates a space for the public to get acquainted with their prospective adoptive animal. Ancillary spaces including a lobby, director and staff areas, isolation, euthanasia, and a garage with a roll up door and washing station provides efficient handling of the incoming and outgoing animals. 18 outdoor kennels and 3 dog runs will allow the animals to get outside and enjoy the nice weather. Chubbuck City Hall Project Description Chubbuck’s new city hall is the first of a two-phased construction effort to provide space for the City of Chubbuck’s fast-growing municipal needs. CM Company managed the construction of the project, which includes a 26,000-square-foot city hall facility with an amphitheater and large plaza area, as well as adjacent roadways and future building pad sites. The new city hall is two stories and allows room to grow. The main level includes a large lobby, the permitting department, the utility department, accounting, city inspectors, a breakroom, a kitchen, a multi-purpose room, a vault, and a dual staircase to the second floor.
