RE: CM/GC: Police Station Facility Project
Dear Ms. Davis,
Building a new police station for the City of Rexburg may feel like a daunting prospect, especially
considering that funding is an unknown at this time. The ACM Construction Management Team
understands this; we are confident that we can help take the guesswork out of the rest of the process.
We are here to jump in and help Rexburg stakeholders and the design team draft preliminary cost
estimates and designs for a new police station facility to present to the City Council and voters as a
potential ballot request for a general obligation bond.
From the initial concept and design stage of preconstruction, through the construction, closeout, and
warranty periods, we are committed to joining the efforts by the City of Rexburg and its stakeholders
to build the New Police Station Facility Project. Preconstruction is slated to begin February of 2025
with a target construction start date slated for Summer of 2026.
We at ACM are qualified to perform CM/GC services for the project as we have undertaken many
projects under the CM/GC delivery method, most notably at the Idaho State Capitol in Boise and at
the Southwest Idaho Treatment Center in Nampa. Our experience on the state, county, and city
levels across southern Idaho, in addition to our in-house workforce and our stellar list of curated
subcontractors, make us the best choice to assist the City of Rexburg and the surrounding community
with this project.
As a resident of Rexburg, Idaho and as a Rigby native, I look forward to working with the City of
Rexburg to build a wonderful new project to best serve our community for many years to come.

stipulated herein, and expressly for, but not limited to, CITY’s decision to proceed with a qualification-
based selection process in response to the Request for Qualifications (RFQ) to select a firm to supply
CM/GC services to CITY for the project.
A. Discretion of CITY: The firm or individual submitting a response to this CM/GC RFQ agrees
that CITY has the right to, unless contrary to applicable state law:
1) Modify or suspend any and all aspects of the process seeking SOQs and making any
decisions concerning this RFQ.
2) Obtain further information from any person, entity, or group regarding the
Respondent, and to ascertain the depth of Respondent’s capability and experience for
supplying CM/GC services and in any and all other respects to meet with and consult
with any Respondent or any other person, entity, or group;
3) Waive any formalities or defects as to form, procedure, or content with respect to
CITY’s RFQ to select a CM/GC firm and any response by any Respondent thereto;
4) Accept or reject any sealed SOQs received in response to the RFQ, including any sealed
SOQ submitted by the undersigned; or select any one SOQ over another in accordance
with the selection criteria;
5) Accept or reject all or any part of any materials or statements, including, but not
limited to, the nature and type of SOQ.
B. Non-Liability of CITY:

character, directly or indirectly, by reason of all or any decision made at the discretion

HISTORY & SIZE
After serving our country as a Combat Engineer in the US Army, Dave Stauffer earned a
bachelor’s degree in finance & accounting and a bachelor’s degree in construction
management. Working as a Project Manager and Controller for two large commercial
contractors in the Treasure Valley, Dave gained the experience needed to open ACM in
2006, a service disabled, veteran owned small business (SDVOSB) commercial
construction management company with offices in Idaho Falls and Boise.

PRECONSTRUCTION
Collaboration during the design phase allows us to
provide comprehensive management and successful
project administration and contract compliance, avoiding
changes during the construction phase.
The City of Rexburg will have the same point of contact
for each phase of construction, ensuring that
communication is seamless and each stage and detail is
supported at every phase.
• Project Management Plan provides com-
prehensive framework for all construction activ-
ities beyond simple milestones.
• Project Procedure Manual defines how the
team complies with safety, quality, submittal pro-
cedures, and monitoring team members’ compli-
ance.
• Delineated responsibilities. ACM develops and
maintains critical path schedules. This covers not
just project milestones and tasks but also
identifies responsibilities for each team member.
We want to operate as one team with the design
team and stakeholders.
• Clear contract strategy. ACM reviews bid
documents to ensure the lowest possible cost
and the most responsible and responsive bidders
based on our experience with local contractors.
This begins with our invitations to bid: we only
issue invitations to those sub-contractors we
have positive relationships with and whose
quality and safety programs are exceptional and
are dedicated to finding cost and schedule saving
alternates.

CONSTRUCTION
Once funding has been secured, ACM will move into the
submittal and procurement stage. Identifying and
coordinating long lead times helps to ensure we maintain
a solid project schedule.
One of the challenges to every project is to get all the
moving parts to work together in unison: the schedule—
informed by the budget—remains the most critical part of
this equation.
ACM initiates construction activities and supervises all
tasks performed by our team members and
subcontractors. As part of CM/GC services to maintain
quality assurance, project documentation is important,
inclusive of safety inspections, code inspections; payment
processes; and regular OAC (owner-architect-
construction manager) meetings; daily reports; schedule
coordination meetings; conduct weekly safety meetings;
and perform budget and workmanship reviews.
POST CONSTRUCTION
Successful project closeouts begin and end with the
project owners in mind to ensure that the end-users have
a complete understanding of their new facility. To this end,
ACM:
• Schedules training for the maintenance and other
staff for the HVAC and specialty systems
• Provides accurate and complete redline drawings
with pictures upon project completion
• Ensures that all warranty information is easily
accessible and understandable
• Ensures that all provided contact information is
correct and current in the event questions arise
WARRANTY PROGRAM
ACM provides direct contact information to the City of
Rexburg to ensure we are easy to reach for any issues
that may arise after closeout. The warranty period is
typically 12 months once the project is completed,
however ACM is committed to the Rexburg community
and our project managers and superintendents are more
than happy to offer support beyond that time.

SECTION 4 | BUDGET CONTROL
Submit detailed information of how your firm provides budget control throughout all phases of the project. This shall include but is not limited to, periodic
updates of construction cost estimates and participation in value engineering during project design, and successfully tracking and reporting construction
costs, including line-item costs for each bid package, fees, permits, reimbursable costs, CM fees, and all other project costs.
PRECONSTRUCTION PHASE
ACM works diligently with hand-selected subcontractors to provide accurate pricing for the scope of work. ACM
teammates work with each subcontractor to ensure value engineering options have been considered. Once an option
with applicable pricing has been gathered, ACM will coordinate with the design team to ensure the recommended
product or method is equal to or better than specified. During this phase, ACM will report costs and value engineered
options to provide updates during OAC meetings so the ownership team is up to date with budget and pricing activities.
Once value engineering selections have been made and design is completed, ACM will provide a complete cost of
work with the most up-to-date information available before starting construction.
CONSTRUCTION PHASE
ACM will coordinate a designated budget meeting at the start of the construction phase to create a schedule of
values in which the design professionals, ownership team, and ACM agree is the best representation of specific line-
item costs which will be updated throughout the construction process.
The budget is reviewed with the owner, architect, and contractor five times a month: at each OAC meeting and at
each progress billing.
Progress Billings
Progress Billings take place at the end of each month and are comprehensive of work completed during that month
with an open book policy to provide transparency to the City of Rexburg. Costs will have been reflected in an
accurate schedule of values. Any progress billing questions can be reviewed for additional information and
clarification. Progress billings include individual line items based on scope of work, fees, GC costs, and permits.
SECTION 5 | SCHEDULING
Describe the primary scheduling techniques the firm uses and the software you will employ to produce an effective construction schedule. Provide
examples of successful construction management and scheduling services provided on relevant projects. Discuss in detail how you intend to enforce
contract schedule compliance.
ACM’s PRIMARY SCHEDULING TECHNIQUES AND SOFTWARE EMPLOYED. Using a combination of Critical Path
Method (CPM) and Gantt Chart Scheduling, ACM uses Microsoft Project to maintain a unique master project schedule for
the City of Rexburg. The schedule is updated weekly and distributed for discussion at each week’s OAC meeting ensuring
the team is always provided with the most updated information concerning the schedule.
Once we receive the NTP (Notice to Proceed), we immediately begin the submittal process. We account for this in our
master schedule and strive to beat the time allotted, knowing that this step is crucial to allow us to identify any issues in
procurement. Having the material onsite when it is needed is imperative to be able to maintain the schedule.
CONTRACT SCHDULE COMPLIANCE. Each week a three-week look ahead—a detailed plan of three weeks of work,
extrapolated from the master schedule—is developed by our on-site superintendent. The ACM team distributes this
schedule to the entire subcontractor team to provide real-time updates of start and completion dates for each individual
construction activity, also discussed in our weekly onsite contractors’ meeting. These schedules help ACM maintain
completion dates and track ever-changing material deliveries; we have found that frequent review of the project schedule
with the entire team helps keep both the overall schedule and budget intact.
Communication is the best predictor of success.

SUCCESSFUL SCHEDULING SERVICES
IDAHO STATE CAPITOL BUILDING: LEGISLATIVE SERVICES OFFICE
At the Idaho State Capitol Building, ACM re-worked the tenant areas on the northeast
and southeast quadrants of the first floor to provide new offices, meeting space, and
support for the House of Representatives. New work matches existing in finish,
materials, style, and color in the following areas:
• 1st Floor SE: remodel reception, offices, and breakroom
• 1st Floor NE: remodel reception and offices, add kitchenette and bathroom
• Garden Level SE: add conference room and work room
• Garden Level NE: add large conference room with projector and page room
The plans were comprehensively updated between the project award and project start.
ACM began work in the spring of 2023 before the plans were complete so we could
preserve the schedule and turn the building back over to the Idaho Legislature ahead of
the 2024 Session. We ran into several snags during construction relating to long-lead
items:
• The specialty carpet failed quality control and had to be re-manufactured
• The doors and hardware were late
• A subcontractor selected by the project owners was slow to perform
The ACM team proactively jumped into action. By rearranging major tasks, ACM and
our subcontractors were able to continue work, completing some activities early and
providing room at the end of the schedule for the delayed activities. Ultimately, the work
was completed on time and under budget and we are proud of the finished product,
confident that it will serve the State of Idaho for many decades to come.
BOISE AIRPORT
The Boise Airport project required the demolition and rebuild of a space within the existing
and fully-operational Boise Airport, located both behind security and within public waiting
areas, as well as moving two departments with high-security profiles. Construction was
performed alongside uninterrupted airport operation.
The original phasing schedule determined that each phase be accomplished one after the
other in the following order:
• Phase 1—Exiting Lane Relocation
• Phase 2—TSA Offices were to be relocated near the new exiting lane
• Phase 3—Remodel original TSA space for the Boise Police Department
The doors for the exiting lane were a long-lead item, and their delay meant we couldn’t
move past Phase 1 as scheduled because the temporary exiting lane was in the way of
the new TSA Office location.
Collaborating with the City of Boise and Airport stakeholders, ACM determined that we
could relocate the police department downstairs—close to the exiting lanes—and remodel
part of the TSA officers’ new space to get them moved in early.
By relocating the TSA officers into part of the Phase 2 area and out of the Phase 3 area,
we were able to remodel Phase 3 and move the Boise Police into their new space well
ahead of time.
As soon as the doors were delivered and installed, we completed the Phase 2 work and
turned the project over to the Airport. This re-evaluated phasing plan relocated the existing
offices during the busiest time in the airport’s history. Some project highlights include:
• A no-cost change cut 30% off the schedule
• We allowed existing tenants to continue to work without disruption
• We saved travelers months of inconvenience

DESCRIPTION: Earthwork cut and fill. Excavated site. Installed underground utilities and
constructed a single-story building of type V-B construction; 60’ x 40’ wood framed, slab
on grade, pitched roof wood trusses with asphalt shingles. Spaces include training
spaces, offices, restrooms, mechanical room and storage. Completed associated site
improvements.

ACM team members are passionate about Idaho and are nearly all Idaho
residents. Many of them are Idaho natives, and our president was born
and raised in Howe, Idaho. The Rexburg Police Station will be
spearheaded by the ACM Idaho Falls Office, with Rexburg resident and
project manager Hope Hopcia leading the charge and superintendent
Mike Santos offering his 23 years of construction experience in Eastern
