The way Cody has framed the top plates at the intersection between exterior and interior walls as you have described is acceptable.

Just needing a written approval on the item Cody has already brought up with you where his top plates from his walls have been anchored across the break from walls with metal strapping
is acceptable from a structural standpoint. City was asking for a response in email.
