Roll Call of Committee Members: Chair Empey, Vice Chair L. Jones, D. Jones, J. Patten, and K.
Mounts,
City representatives: Councilman Chambers and City Liaison Tietjen
Not in attendance: Rick Robinson, Ronny Nowland, Alli Rockwood and Jed Platt
Committee Chair Empey welcomed committee and distributed agenda to start Items of Business
1. Committee member Patten shared report from last meeting on locations, events and history of
Rexburg found in photo book Madison County Best Remembered by Standard Journal and Madison
County 1913-1990, a book written for Madison County Centennial
2. Chair Empey shared no bids were accepted on Old Seminary building
3. Chair Empey reported on State Historical (SHPO) visit with Dan Eberhard and Alexis Matrone
4. Actions needed for Certified Local Government (CLG) -Status must be approved to make Grant
Applications starting Jan 2024. Look at Oneida County plan for reference.
Suggest Rexburg create city level historic registry- Pay to register with application form
5. Request Resumes- All committee members send to City Liaison Tietjen before end of December
6. Actions needed to submit Grant for 2024 Grants Cycle -
a. Become CLG, ask about city Grant writer
b. Eligible up to $25,000- matched half in kind
7. Paragraph in the Arts Section of the City Plan- Councilman Chambers Comprehensive plan just passed
last year; Council can amend it before 5 yr renewal
Goal: Historical preservation plan from grants to be part of city comprehensive plan
8. Needed officers:
Communication officers: Vice Chair L. Jones nominated Committee members Mounts and Robinson;
Committee member D. Jones seconded the motions. Mounts accepted, Robinson not present,
unverified acceptance.
Secretary/Historian: Chair Empey and Vice Chair L. Jones nominate Committee member
America's Family Community.
Patten; Committe member Mounts seconded the motion.
Treasurer: No nominations at this time.
9. Promotion of the Committee: Suggested example found at

Engage Rexburg - Sarah, Briana on committee; City Liaison Tietjen to ask City about social
media
Chair Empey suggests committee participates in city events; City Liaison Tietjen to bring City
events calendar to next meeting.
Next city events: May 5-Cinco de Mayo; Flood of memories -June ; 4th Parade -July
Suggest committee have 4th float, prepare material, share website for community opinions
10. Other business -
a. City Liaison Tietjen to identify monuments for Cultural arts for Historic building committee before
April. Historian Patten will send list of known monuments, including those from Jacob Barlow and
hmdb (Historic marker database)

Smith park

World trade rubble fire station
Flood markers
(Legacy museum)
Parley Parker monument (moved to farm)
b. After -school group, led by Mrs. Jones at Jr. high desires to preserve history in town- Suggest
historical markers on Main Street in downtown; Committee recommends markers be movable
QR codes with self tour.
c. D. Jones suggest city needs Tourism with flood, pioneer rendezvous. City has hotels and Airbnb,
visitors come, Stay shop participate, but nothing here. Need a Visitors center. City Liaison Platt

planning Walking tours in summers
d. Lincoln hotel existed as found in early newspapers but address unknown. Historian Patten to
research location.
e. Chair Empey suggests brainstorm and come with ideas, make a plan in January
L. Jones and D. Jones spoke with IF committee member- Grant Whipple. Follow public meeting
laws, if quorum present, need agenda and meeting minutes.
Communication officer Mounts says Rexburg has lots of unique spaces with Don Jo fields, MHS
new stadium, hosting big sporting events, etc. Committee Member D. Jones suggests
committee Sponsor or participate as part of promotion.
11. Adjournment: Next mtg Jan 8 at 7:30 P.M.
