Review Prior Meeting Minutes and approve (Action Item): - Action Item a. Review Budget Report 35 North 1st East Rexburg, ID 83440 Phone: 208.359.3020 x2301 Fax: 208.359.3022 Fav.intern.michael@rexburg.org www.rexburg.org Golf Board Meeting Minutes December 03, 2019 2 Finance Officer Nielson reviewed the final numbers for 2019 budget forecast. The Contribution- Water Fund for the Legacy Flight Museum pump station was $74,700 due to the engineering expenses being slightly higher. The county’s contribution was for $67,900. The carryover from Fiscal Year 2018 was $13,700. County Commissioner Smith questioned why the forecast is higher than the actual budget. Finance Officer Nielson explained the actual amount is the amount taken in that year and doesn’t include the carryover from the prior fiscal year. Finance Officer Nielson reported on the irrigation pump station for the Legacy Golf Course. i. Review 5 Year Capital Plan and suggested changes Finance Officer Nielson reviewed some of the 5 year Capital Plan items and suggested changes. There has been discussion regarding the need for a mechanic and storage shop for the golf courses. The old Squires shop near One Stationary Road is being used as a storage shop for the golf carts; however, the cost to this shop will cost about $25,000. After, father discussion with Grounds Keeper McFarland, they decided to convert the storage shed at Teton Lakes Golf Course into a mechanic shop. The storage shed doesn’t have a concrete floor it will need to be built up to add the concrete floor and they will add lean to sheds to the sides. He explained the items needed to make the modification to the storage shed including restrooms. The cost would about $80,000 to convert the shed into a mechanic shop. If they decided to build a new mechanic shop the expenses would be about $180,000 minimum. 3 Finance Officer Nielson said there is $30,000 in the budget to add the 750’ line from the canal to the pond at Teton Lakes. There is a possibility of deferring the line another year and using those funds to start the work on the mechanic shop. Discussion regarding add a sewer line connection for the restrooms in the mechanic shop. Finance Officer Nielson reviewed the three Capital items for Legacy Golf Course and some of the Capital items for Teton Lakes Golf Course. A budget adjustment will be need for the $80,600 for the irrigation pump station at the Legacy Golf Course. The Storage to Shop would be completed in two phases. He reviewed the Capital Budget totals for both of the courses. Discussion regarding the storage to shop building. ii. Legacy Pump Station Update-to complete in spring. Water, City, County made its contribution in Fiscal Year 2020 iii. Review Rounds Played Report 4. City or County Input/issues (10 minutes) i. Donations of new drinking fountain at clubhouse location 1. Beehive interested in paying for this if they can wrap the drinking fountain with their logo a. Proposal b. Minimum Donation amount? ii. Discussion on New Locker Room with rental of spots as revenue source and to open up to all golfers 1. Annual Cost to store clubs? 5. Golf Pro’s update of issues/concerns/problems/projects (5 minutes) a. Review Clubhouse Labor Hours 4 b. Other Items as brought forward by Golf Pro Cameron Garner reported City Employee Derek will not be coming back next season. The golf tournaments have been scheduled for next year. 6. Golf Grounds Manager update of issues/concerns/problems/projects (5 minutes) a. Update on hiring new employees New Employee James Mason introduced himself. He worked for the City of Idaho Falls in their Maintenance Department before coming to work for the City of Rexburg. He was hired as the Golf Courses and Parks Mechanic. b. Other items as brought forward by Golf Grounds Manager Grounds Keeper Seth McFarland reported 7. Board Business/issues/problems/events (5 minutes) a. Review Appointment List i. Mike Farnworth 12/8/19 – Can extend term another 5 years Board Member Farnworth said he will not be able to extend his term another five years. County Commissioner Smith indicated said Brian Parkinson volunteered to serve on the Golf Board. Mr. Parkinson works for Ball Ventures, he their accountant. Board Member Wright said Shawn Dorman also expressed interest in serving on the Golf Board. Mr. Dorman is a Religion Professor for BYU-Idaho University. b.
