1. Review Prior Meeting Minutes and approve (Action Item):
a. April 9, 2023
Board Member Boehm moved to approve the Golf Board Meeting Minutes for April 9, 2024; Board
Member Parkinson seconded the motion; Board Member Johnson asked for a vote:

2. City or County Input Issues
a. Steven Parker has asked for some time to discuss matters of public safety and the Rexburg
Municipal Golf Course
Discussion regarding the letter the Golf Board received from Steven Parker.
i. Golf Balls entering his property along the canal on hole 2.
Finance Officer Nielson explained one of the options to keep golf balls from the Parker property
would be to plant additional trees; however, some golf balls would still make it on to the property.
Discussion regarding angling the tee box away from the Parker property or adding a net to stop the
golf balls from hitting homes along the east side of the golf course. Grounds Manager McFarland
suggested planting pine trees away from the power lines to create a barrier so golf balls don’t make it
onto the properties.
Mayor Merrill asked Grounds Manager McFarland to spray the weeds along the canal bank.
b. Closure of Legacy Golf Course for Air Show as follows below. Need to put signs up in advance:
i. Friday June 14th closes at 6 PM. Last golfers out a 3 PM.
ii. Saturday June 15th closed for the morning and opens at 2 PM after the Air Show.

Finance Officer Neilson reported the Legacy Museum Committee Chairman asked for the Legacy Golf
Course to be closed starting at 6:00 P.M., Friday, June 14th and closed on Saturday, June 15th until 2:00 P.M. for
the Airshow.
c. Update on Water Fountain Wrap being donated by Beehive for the drinking fountain.
Golf Pro Garn reported a representative from Beehive Credit Union was taking measurements of the drinking
fountain for the wrap they are donating.

3. Finance Report
a. Review of Fiscal Year 2025 Budget with Recommendation from Golf Board (Action Item)
i. Finance suggests we cut back on some of the capital projects in Fiscal Year 2025
Finance Officer Nielson reviewed the Fiscal Year 2025 Tentative Budget Report for the golf courses. He will
focus on the 2024 projected acturals and 2025 adopted budget. The Legacy and Teton Lakes revenues are
generating well.

Finance Officer Nielson reviewed the subsidy amounts from the city and county shown on the report in
other revenues contributions – Madison County. He said next year to balance the budget he will need to dig
into the carryover by $268,000. That amount is concerning to him and they will need to discuss areas in which
they can cut back on.
Finance Officer Nielson reviewed the Legacy Expenses. The full/part time wages continue to increase due to
having to pay over minimum wage and the need for additional staff. At the Legacy they are going to spend more
funds on the rebuild of the main water line.
Finance Officer Nielson reviewed the Teton Lake expenses. The full time salaries will increase due to the
3.33 cost of living increase.
Board Member Johnson asked about the white sand in the bunkers and wondered if they are switching to
white sand in the middle of the golf course. Grounds Manager McFarland replied it would take about one and a
half to two years to replace the sand in all of the bunkers.

Finance Officer Nielson reviewed some of the captial items. The remodel of the restrooms has a projected
cost of about $160,000. Golf Pro Garn mentioned one of the toilets had overflowed causing water to flood the
basement. They had to take down sheet rock because of the water damage . Finance Officer Nielson suggested
reducing the $50,000 to expand the south parking lot by the grounds shop to about $20,000.
Finance Officer Nielson reviewed the Golf Debt Service/Capital Savings. He mentioned the county has paid
off their debt for the nine holes this past fiscal year. He recommended the city pay off the $112,000 owing for
the nine holes. He would transferthe $50,000 from the Operations Account and the city/county each contribute
$85,000 to set aside for the new irrigation system. The funds would be set aside for five years and would only
cover nine holes.
4. Golf Pro’s update of issues/concerns/problems/projects
a. All Other Items as brought forward by Golf Pro
Golf Pro Garn reported at the Legacy he will not be scheduling tee times it will be first come first service basis.
The first golf tournament of the year was the Spring Best Ball, it was a very successful tournament with a great
turn out. The golf courses are busy especially on the weekends. He is seeing an overflow of patrons from Idaho
Falls. At the Idaho Falls golf course you can only book tee times on their website.
Golf Pro Garn reported he is needing rental sets of golf clubs at both courses. There is a company he is
thinking of purchasing rental golf clubs for about $395 a full set with bag, they are of good quality.
Discussion regarding damage rental golf clubs and having to piece together golf sets when a driver breaks.
5. Golf Grounds Manager update of issues/concerns/problems/projects
a. Range Lights at Tee Box (Greg and Seth to coordinate in-house when weather allows)
b. Schedule of when crew can paint under the deck to preserve the primer on the metal

c. Matt Spoke with GIS and our City Works Coordinator, and they can meet with Seth when he is
available and mark the location of all the irrigation lines and equipment on a map with coordinates.
d. Other items as brought forward by Golf Grounds Manager
Grounds Manager McFarland reported the grounds crew is about 90% done with the shaping of tee number
two. In the coming weeks they will lay sod around tee number 2. They ran irrigation lines near the old cart path.
They will also be working on capping a section of the wall. There are some minor trenches to fill at the Legacy
Golf Course.
Grounds Manager McFarland reported they will start aerating the fairways in the coming weeks. He said
over all the fairways are looking better.

Board Member Boehm said he would be out of town for the next golf meeting.
8. Tabled Agenda Items to Consider:
a. Consider Landscaping items in the service shop area after completing main parking lot/clubhouse
improvements.
9. Executive Session (Statute 74-206)-Only held if necessary, and subsection authorizing the executive session
must be stated-Generally held after regular meeting to discuss labor contract matters. (If necessary) (j) To
consider labor contract matters authorized under section 67-2345A (74-206A) (1) (a) and (b), Idaho Code.
