Golf Board Meeting Roll Call of Board Members: Attending: Eva Wright, Karl Boehm, Paul Sorensen, Brian Parkinson, Chairman Jon Johnson. Absent: 1. Review Prior Meeting Minutes and approve (Action Item): a. May 14, 2024 Board Member Wright moved to approve the Golf Board Meeting Minutes for May 14, 2024; Board Member Sorensen seconded the motion; Board Chairman Johnson asked for a vote: Those voting aye Those voting nay Board Member Boehm Board Member Sorensen Board Member Parkinson Board Member Wright Board Chairman Johnson The motion carried. 2. City or County Input Issues a. Closure of Legacy Golf Course for Airshow as follows below. i. Need to put signs up in advance. 1. Friday June 14th closes at 6 PM. Last golfers out at 3 PM. 2. Saturday June 15th closed in the morning and opens at 2 PM after the Airshow. Staff Accountant Phethean said the Legacy Flight Museum Board Members are borrowing 10 golf carts from the golf course to carry supplies and transport pilots to different destinations. b. Wrap on Water Fountain donated by Beehive has been completed . Board Chairman Johnson reported the water fountain has been wrapped and it looks good; however, it may be already fading. Golf Pro Garn said he would have preferred Beehive to have left it the blue color. c. Other Items as brought forward Staff or Elected Officials Discussion regarding planting trees to keep golf balls from Steven Parker’s property. Grounds Manager McFarland said he planted trees near golf holes one and two. The planted trees will take time to grow and be effective. 3. Finance Report a. Review of Golf Report through 5/31/24 i. Noah to cover in meeting – Matt may join by phone if possible Staff Accountant Phethean reviewed the Budget Report for the golf courses. As a result of discontinuing the college pass, the season pass and buddy pass have gone up in sales significantly. The season pass revenues are at about $177,000, last year at this time the revenues were at about $130,000. He stated last year was the first time the Legacy Golf Course made a profit. 2 3 4 4. Golf Pro’s update of issues/concerns/problems/projects a. All Other Items as brought forward by Golf Pro Golf Pro Garn reported the Cooper Norman golf tournament was held last week. They were down 10 teams from last year. He said he was hoping for more teams to participate. There is a full slate of tournaments in June starting with the BYU-Idaho University tournament. They will need to close the golf course during the BYU -I tournament so there will not be a women’s league on Thursday. The BYU-I tournament will take up all of the 27 golf holes. Board Member Sorensen asked if there is another tournament that closes down the course. Golf Pro Garn replied, the McDonalds tournament in July closes down the course. Board Member Wright asked if there has been flooding at Teton Lakes from the river. Golf Pro Garn said they discontinued the use of the golf carts last week because of the flooding. The water in the river keeps getting higher. A tree near tee box three has fallen down. 5. Golf Grounds Manager update of issues/concerns/problems/projects a. Range Lights at Tee Box (Greg and Seth to coordinate in-house when weather allows) b. Tree off of tee box #2 at the Legacy Golf Course to knock down golf balls heading towards homes c. Update on project to paint under the deck to preserve the primer on the metal. d. Matt spoke with GIS and our City Works Coordinator, and they can meet with Seth when he is available and mark the location of all the irrigation lines and equipment on a map with coordinates. e. Other Items as brought forward by Board Members Grounds Manager McFarland reported he sprayed the weeds near the canal bank at the Legacy Golf Course. The ground crew painted the deck at Teton Lakes. They also finished installing the second wall. Grounds Manager McFarland asked the board members if they still wanted to add range light s at Teton Lakes. He suggested adding range netting or range tee extension. He would prefer the range tee extension to be concrete. Once they have completed the extension, they will have a better understanding of where to install the range lights and how to dispense the range balls. Council Chairman Johnson asked if the netting is needed right away or is it something that can wait until the extension and lights are installed. Grounds Manager McFarland said the netting is needed right away to keep the golf balls from hitting patrons. Council Member Erickson suggested Grounds Manager McFarland and Golf Pro Garn come up with a master plan for the range tee to present to the Golf Board. Discussion regarding installing electricity for when the range lights are installed. Grounds Manager McFarland mentioned changing the walking bridge to a land bridge and adding it to next year’s budget. The number two tee is near completion, they are in the process of hacking it down to tee height. He said he submitted the irrigation map to City Employee Faron Young to add to the GIS system. He is ordering white sand for the north fork bunkers because the wind blew out the sand from the bunkers. Discussion regarding planting trees due to damage from being run over or blown down by the wind. 5 6. Board Business/issues/problems/events a. Other Items as brought forward by Board Members Board Member Parkinson asked about the tee times and patrons trying to get on the golf course. Golf Pro Garn said he has been trying to slow it down to create a better experience for the patrons. Board Member Parkinson said the complaint he is hearing from some of the patrons is that there isn’t an advantage for being from Madison County. The golf course is becoming busier and receives an overflow of golf patrons from other golf courses. Golf Pro Garn said the majority of the overflow is on Sundays; however, most Mad ison County residents do not golf on Sundays. There is some overflow on Saturday; however, he has been able to get all patrons on the golf course. Discussion regarding aerating and fertilizing the golf courses. County Commissioner Mendenhall asked about the pavement for the golf carts paths. Grounds Manager McFarland said in the coming months they will work on the path near tee box number one on the north and women’s tee box 17. Board Member Sorensen asked if gravel cart paths would be better than the pavement. Grounds Manager McFarland replied, there are maintenance issues for gravel paths due to ruts and a pavement path would be bumpy. Board Member Sorensen asked about motorized carts or scooters on the golf course and if they are charging the patron to use them on the course. Golf Pro Garn said they should charge the patrons using other motorized vehicles. Board Chairman Johnson mentioned when the golf course is used for skiing during the winter and the ski path that is going over tee boxes or fairways, those boxes and fairways struggle to grow in the springtime. He wondered if they could create a different path. Ground Manager McFarland said he has asked the person grooming the path to stay to the side of the tee boxes and fairways; however, it is not conducive for the p ath to go under low hanging tree branches. He would prefer the path be kept to the side near native areas. Grounds Manager McFarland reported someone has cut the drinking fountain hoses near golf hole number five. He expressed his concerns with residents providing water with hoses to a public facility. Discussion regarding adding cooler stations at several golf holes and adding an ice maker to the club house. Board Member Sorensen asked about the watering situation at the Legacy Golf Course. Grounds Manager McFarland said the person in charge of watering the Legacy course was out ill, so he has been helping with watering the course when possible. They are also working on the six-inch water main line near golf hole number two. He said over all the watering situation at the Legacy is getting better, the water pressure has increased. There have been complaints about watering during the day; however, the new water system will water at night. Board Member Sorensen asked about the locker rental. Golf Pro Garn said the locker rental numbers are the same even after lowering the rental price. 7. Determine Next Board Meeting Date/Time a. 7/09/24 at 4:30 pm 8. Tabled Agenda Items to Consider: a. Consider Landscaping items in the service shop area after completing main parking lot/clubhouse improvements. 9. Executive Session (Statute 74-206)-Only held if necessary, and subsection authorizing the executive session must be stated-Generally held after regular meeting to discuss labor contract matters. (If necessary) (j) To consider labor contract matters authorized under section 67-2345A (74-206A) (1) (a) and (b), Idaho Code. Adjournment 05:17 P.M.
