The referenced Agreement for Professional Services executed between J-U-B ENGINEERS, Inc. (J-U-B)
and the CLIENT is amended and supplemented to include the following provisions regarding the Scope of
Services, Basis of Fee, and/or Schedule:
PROJECT UNDERSTANDING
J-U-B’s understanding of this project’s history and CLIENT’s general intent and scope of the project are
described as follows:
The CLIENT (City of Rexburg) has requested J-U-B Engineers, Inc. (J-U-B) to provide continued
engineering services for the new Riverside Lift Station (RLS) project. J-U-B has completed the Preliminary
Design phase of the project. An overview of the project scope added by this amendment is summarized
below.
• Project Management Services (Lump Sum)
• Design Phase Services (Lump Sum)
• NEPA CatEx Environmental Documentation (T&M)
• Bid/Award Phase Services (T&M)
Because of seasonal fluctuations in groundwater levels, and the concern for dewatering in deeper
excavations (as identified in the geotechnical report) the City has asked J-U-B to develop a two-stage
deliverable. The first deliverable will be plans and specifications for the influent manhole, lift station wet
well, and lift station dry well (see PER) so that construction can occur during the low groundwater season
(Jan-March). This deliverable will also include associated deep pipework. The City will use these J-U-B
provided plans and specifications to separately bid and contract that portion of the lift station. The second
deliverable will be to develop full contract documents for the remainder of the Riverside LS, Valley River
LS abandonment, gravity sewer main, restroom, site and all other related components of the project.
Construction and Post-Construction Phase Services are not included in the current scope and may be
added later via contract amendment.
SCOPE OF SERVICES BY J-U-B
J-U-B’s Services under this Agreement are limited to the following tasks. Any other items necessary to plan
and implement the project, including but not limited to those specifically listed in PART 3, are the
responsibility of the CLIENT.

i. Design new asphalt access road from the north end of the existing bridge over the
canal to the RLS and a parking area for operator vehicles.
ii. Design on-site stormwater collection and disposal via infiltration.
iii. Develop details as necessary to define repair work for improved areas impacted by
construction.

iv. Design irrigation plan: connection to existing irrigation lines and sprinkler layout of
grassy areas that will be impacted by new facilities.
v. Design landscaping plan for LS site, consisting of restoration of grassed areas.
Subtask 004: Yard Piping, Gravity Sewer, and Force Mains
Design new eastward 12” and 30” gravity sewer from the Valley River LS to
Riverside LS including influent manhole and it’s stub-out for future 21” gravity from
north.
(a) Accounting for repair of irrigation system at south end of soccer fields
(b) Northward upstream gravity piping to be designed and constructed by the City
as part of a separate project. JUB plans will account for this connection.
Design new force main from the RLS to connect to the existing force main
approximately 30 LF to the west.
Specify in-place abandonment of approximately 1,000 LF of force main between
the current Valley River Lift Station and the proposed RLS.
Specify abandonment of Valley River LS and design connection to new
downstream gravity sewer
Design water line extension connecting water from the south for restrooms.
Coordinate and show fiber optic utility extension for LS communications.
Subtask 005: Lift Station Design
Specify a circular, precast wet well (appropriately coated for groundwater
conditions) including the design of suction piping to dry well and inlet piping from
influent manhole.
Specify and configure a precast dry well (appropriately coated for groundwater
conditions) including suction piping and temporary top-plating for preventing
unwanted access prior to final construction.
Provide 60%, 90% and final deliverables
Show the circular, precast wet well (from previous item) as an existing structure,
provide the design of level sensors.
Show the precast dry well (from above item b) as an existing structure, provide the
design of a duplex pumping system (two steady state pumps in duty/standby
configuration with a third position for future expansion), access hatch, steps,
interior lighting, pressure piping, valving, and sump pump.

Specify a prefabricated building for housing electrical, controls, and public
restrooms.
Specify a pump control panel and electrical panels in building with backup
generator and automatic transfer switch (placement only – electrical design below)
Specify a Cam-Lok riser for bypass operations, yard lighting, frost free hose bib
with appropriate backflow prevention, perimeter fencing and entrance gate,
surfacing and drainage features.

Note: An air conditioning unit will not to be included, however, the electrical panel will be
designed to have a cooling system for the components within the panel.

Note: Project documentation beyond a NEPA CE is not part of this scope of work. NEPA public
involvement is not part of this scope of work. The hours included in this task assume minimal
environmental issues and impacts to be addressed .

Note: The CLIENT has elected to pursue competitive bidding without pre-qualifying
bidders. If pre-qualification of bidders is deemed necessary by CLIENT, the pre-
qualification effort shall constitute an Additional Service.

CLIENT-PROVIDED WORK AND ADDITIONAL SERVICES
CLIENT-Provided Work - CLIENT is responsible for completing, or authorizing others to complete,
all tasks not specifically included above in PART 2 that may be required for the project including, but
not limited to:
Obtain and pay for building permit(s).
Coordinate for project funding. Track allocation of project costs among the various funding
sources, prepare funding applications and status summaries for agencies, and complete
reimbursement requests that are required by the funding agencies.

Coordinate and communicate with property owners.
Negotiate and acquire all property, rights-of-way, and easements as may be required.
Environmental clearances, survey, permits, and mitigations plans not already identified in the
scope.
Conduct bid opening.
Review bids received and select bidder for award.
Coordinate construction surveying, materials testing, and compaction testing services – This
scope assumes that these services including compaction testing will be the responsibility of
qualified third-party firms contracted with and paid for by CLIENT or the construction contractor.
Provide utility location services.
Pay for agency review fees that may be needed.
Legal counsel, including review and approval of any contract documents to be executed by
CLIENT with contractor(s).
Manage and be responsible for the quality, coordination, and procurement of materials and
services that are to be purchased or completed by other partners.
Construction staking; record surveying post-construction
SCADA integration and programming
Additional Services - CLIENT reserves the right to add future tasks for subsequent phases or
related work to the scope of services upon mutual agreement of scope, additional fees, and schedule.
These future tasks, to be added by amendment at a later date as Additional Services, may include:

J-U-B may alter the distribution of compensation between individual tasks to be consistent with
services actually rendered while not exceeding the total project amount.
Period of Service: If the period of service for the task identified above is extended beyond 12 months,
the compensation amount for J-U-B's services may be appropriately adjusted to account for salary
adjustments and extended duration of project management and administrative services.
CLIENT acknowledges that the J-U-B will not be responsible for impacts to the schedule by actions of
others over which J-U-B has no control.
The following table summarizes the fees and anticipated schedule for the services identified in PART
2.
