There were a couple of other questions that came up in the P&Z meeting that I informed you all I would look into and get the answers for you. First the question as to why we did not annex Valley Ag at this time. Answer is that they are not yet an island and therefore we as the city do not have the authority to force annexation until such time as they become an island. When the Taylor Corp’s annexation is complete it will leave Valley Ag as an island. The city plans to address that issue next. The properties to the east on the other side of the Yellowstone Hwy are not islands at this time. Second question was why did 222 W 2nd N have to be re-zoned? The answer is that the property does not have enough square footage to be in compliance with the LDR2 zone requirements. By re-zoning to LDR3 it will allow them to keep the duplex and be in compliance with zoning laws. Hope this helps. Please let me know if you have any further questions or concerns. The tax analysis is below as well, but the tax increase netted against the utility savings would be right around that $20 K per year mark not including personal property taxes if that even applies. As mentioned, we had attempted to reach the right person at Taylor Corp and Scott Johnson had met with Eduardo Paredes at the local office here in Rexburg. Eduardo had asked for the general information to forward onto his Supervisor(s). We had also mailed the attached letter. Scott had not heard anything back from Eduardo, so he called the 1-800 number and someone at your corporate office investigated it and called us back with your contact information. The City proposes to annex your property located at 360 Stationary Road where the business has been using city services for some time now (Those services include sewer, road, traffic signal, etc). The property is also surrounded significantly now by the city. The letter is attached. Keep in mind that the dates will change. We are hoping to take the annexation request from the City to the Planning and Zoning Commission on October 3rd. This would be the only public hearing anticipated. If recommended by the Commission to annex, then it would go to the City Council for their approval or denial on the 16th of October and follow up readings in our November meetings. As mentioned on the phone we would welcome a conversation with your team, and I can coordinate that over a zoom call if you want to send us over some dates and times of availability. See my analysis below regarding the annexation. When annexed you will no longer need to pay the higher utility cost for sewer. Based on my estimation that should save close to $3,400 dollars per year bringing the net increased cost to annex to about $20,000 per year. The same percentage would likely apply to any taxes you are paying for personal property, and you could reach out to the Madison County Assessor’s Office to determine if there would be an additional cost there. Artco will also have the option to pay to connect to water services if you choose to in the future and your monthly billing would be at the normal or lower in-city rate if you choose to connect. I met you a few weeks ago at your Rexburg facility. I promised to send you information on annexation of the Taylor Corp property into the City of Rexburg.
