Council Member Johnson did not attend the meeting. Employee Recognition: Presentation of Police Department Post Certifications Police Chief Rhodes said he has five P.O.S.T. certificates to present tonight and would like to recognize these Police Officers for their hard work. He explained the Idaho P.O.S.T. set standards based on different training criteria and different levels. He mentioned the criteria is based on the years of service, college credits prior to entering into law enforcement or during law enforcement training hours. The different certificate levels include the basic certificate which every officer receives once they are certified. The intermediate certificate is based on the years of service, anywhere from 600 training hours with a combination of college credits. Police Chief Rhodes asked Noah Lewis and Sam Jaeckel to come up to the front of the room to present them with their certificates. He said both Police Officers recently submitted for the P.O.S.T. Council Reviews and have met the requirement for their intermediate certificate. Officer Jaeckel has been with the Police Department since 2021. He was a reserve prior to 2021; however, went into the military and then came back to work full-time. Officer Noah was also in the military and worked for Jefferson County from 2017 to 2018. He then started as a reserve for the Rexburg Police Department in 202o and became full-time the same year. Police Chief Rhodes explained the next level after the intermediate certificate is the advanced certificate. The advanced certificate is a combination of years of service, college credits and up to 1200 P.O.S.T. training hours. There are different levels of training within the Police Department and some of the training hours are hours the department keeps track of; however, they are not considered P.O.S.T. certified training hours. Police Chief Rhodes asked Officers Lords and Officer Allen to come to the front of the room to present them with their certificates. He said both these officers have submitted their training hours and other requirements mentioned to the P.O.S.T. Council and have received their Advance Certificates. Officer Allen has been with the Rexburg Police Department since 2015 before he worked for the Police Department he worked for the Juvenile Correction Center in St. Anthony, Idaho. Officer Lords has been with the Police Department since 2020. Before he started working for the Rexburg Police Department, he was a reserve officer for Fremont County. Police Chief Rhodes asked Officer Jenkins to come up to the front of the room to present him with his certificate. Officer Jenkins has met all of the requirements for the Master Certificate, there are not many officers who achieve the requirements for that certificate in their law enforcement careers. One of the requirements of the Master Certificate requires 150o hours of training hours P.O.S.T. certified and a minimum of 15 years of service. Officer Jenkins began working for the Rigby Police Department in 2007 and then for the Rexburg Police Department in 2015. Police Chief Rhodes expressed his appreciation for the officers at the Police Department. The Officers in leadership put in a lot of time and effort to become certified training instructors. Their hard work, dedication, sacrifice and leadership is appreciated. Mayor Merrill expressed his appreciation for the Rexburg Police Department. He said the time and effort spent on training to become great officers is shown by the support, respect, and trust the community members have for the city's police officers. He mentioned he not only appreciates the way the police officers conduct themselves on duty but how they conduct themselves off duty as they represent our city. Council Member C. Erickson asked Police Chief Rhodes to inform the Councilmembers of the training he completed and graduated from because it is a great accomplishment. Only 2% of law enforcement attend the FBI and NSA training. Chief Rhodes expressed his appreciation for the opportunity he had to attend the FBI Academy. He stated it was a life and leadership changing experience for him. The program is to weeks long, where they provide different leadership training and interact with officers from every state in the country. There were officers from 25 different countries at the academy. They were able to learn different strategies and tactics from other agencies throughout the country and the agencies from the different countries. He said the type of training he received he could not have received anywhere else, and he plans to implement some of those strategies and tactics at our Police Department. Police Chief Rhodes mentioned while in Quantico, Virginia all of the officers attending the academy had the opportunity to visit the National Police Memorial, where they recognize the officers who have given their lives in the line of duty. He said visiting the memorial was a humbling experience. Public Comment: Items not on the agenda; limit 3 minutes; issues may be considered for discussion on future agenda. Bid Approval for New Sanitation Shop Project Assistant Public Works Director Beard reviewed the two bids for the New Sanitation Shop Project. They are building the new shop behind the police building to the west of the police compound. He said the low bid was received by Harold L. Harris Construction Inc. and recommended to the Councilmembers that they award the contract to Harold L. Harris Construction Inc. Sanitation Shop Bid Results Name Amount Desert Peak General Contractors, LLC $ 1,791,845.06 Harold L Harris Construction Inc $ 1,281,493.00 Engineer's Estimate $ 1,200,000.00 Council President Walker moved to approve the low bid of $1,281,483 from Harold L. Mayor's Business: Mayor Merrill reported the Employee Committee members have asked if any of the Councilmembers would be willing to help serve food at the Employee Benefits Rexburg Rapids gathering on July iith at PA 6:0o P.M. Council Member Reeser and Council Member C. Erickson said they would be willing to help serve food at the Rexburg Rapids employee gathering. Items for Consideration: NONE Calendared Bills: A.
