Thankyou Mayor, City Council,and Department Heads, Please find attached the final draft of our Policy Manual,formerly identified as our Employee Handbook. You will notice several changes to the manual,with recommendation of ICRMP we have contracted with a new policy management company. In the past we have used Policy Tech/Navex and they have only maintained and made our manual available electronically,they have not updated as state and federal changes have occurred. Lexipol is the new policy management company that we have contracted with. The attached draft has our current employee handbook imported with our current policies merged with Lexipol policies throughout the manual.The Human Resources Director and Assistant, Payroll Clerk, our CFO and City Attorney have reviewed and edited the attached draft. You will notice throughout the draft there are sections in black print, primarily these are policies from Lexipol and/or are existing City policies that have been imported into the Lexipol Policy Manual and have not needed changes or updates. Throughout the Policy Manual draft you will also see edits made, red being the strikeouts and blue the proposed change and/or policies from the current employee handbook that were imported by HR. Please note that NOT ALL strike outs and blue edits are changes from the current employee handbook-many where created in the course of organization of the document. You will notice in the draft that there are a few changes that have budgetary impact,they are listed below: Any employee who accrues vacation may cash-out up to a total of 48 hours of vacation for general and Police This has been 40 hours for general employees City will pay$20 per month for the employee and/or spouse who sign up for membership in a gym or fitness facility.This has been$15 per month City Recreation Program/Event Benefit Policy: Each eligible employee and family member is given up to$150 in activityfees percalendaryear.This has been $135 Certifications that merit a step raise: Economic Development-Added CEcD for Director and Assistant 6%and Human Resources changed IPMA-SCP or IPMA-CP from Director to All FT Personnel Recreation Added: (CPRP) Certified parks and rec professional-All FT personnel Master's Degree-All FT personnel NRPA Event Management School(Two-year Cert) -Coordinator 1 NRPA supervisor/ Manager school(1 year Program) (Can betaken in place of conference)- Manager (CPRE) Certified parks and rec executive-Director NRPA Directors school(Two-year cert) (Can be taken in place of conference)-Director Planning Added: ICC Permit Technician for Administrative Assistant however this has already been the practice,just not listed in the handbook. Important changes for your review are in sections 303.12 (this verbiage is directlyfrom the Emergency Services Operational Agreement), 611, 613.1, 810,they have notable revisions.
