HomeMy WebLinkAboutAugust 2024 Pickle Ball PresentationPickle Ball Options Update August 2024 CITY OF REXBURG Fiscal Year (FY) 2024 Budget FY 24 Budget $370,000 ▪Based on FY 24 YE Forecasted Reserves in the General Fund, the recent reductions in forecasted Property taxes, and the risk of potential recessions in the coming year(s) Finance staff would recommend not spending the full $370,000 on pickle ball courts if possible. ▪Staff recommended looking at other surface options to reduce costs ▪Continue to apply for grants to help fund the courts in the future 1st Option-Courts Designed and Put out to Bid Summer 2024 4 Court Option that included: ▪Post-Tension Concrete ▪Acrylic Surface on Concrete ▪Fencing ▪Lighting ▪Bid put out and no bids received ▪Worked with Contractor and received bid after bid close of approximately $540,000 Staff began exploring other options 2nd Option Explored 4 Court Option that included: ▪Concrete Surface ▪5” w/rebar 24” on center ▪Acrylic Surface on Concrete ▪Fencing ▪No Lighting or Site Prep Bid $265,883 Estimated with Lights/Site Prep $310,000 -$350,000 3rd Option Explored (Repurpose Smith Park Tennis Courts into Pickle Ball and work with School District for better rules at existing Community Tennis Courts) What is a synthetic modular court tile surface? ▪Video https://www.youtube.com/watch?v=Wx5HOOR7a_o 3rd Option Explored (Repurpose Smith Park Tennis Courts into Pickle Ball and work with School District for better rules at existing community tennis courts) BYU-I Courts (Acrylic Finish) similar Size to our existing tennis court Smith Tennis Courts are not in great condition. They do get some play, but generally not the first choice to play for Tennis. Repurposing the courts to pickle ball allows us to fit 6 courts instead of building 4 new courts 3rd Option Explored (Repurpose Smith Park Tennis Courts into Pickle Ball and work with School District for better rules at existing community tennis courts) 6 Courts -Lay down synthetic modular court tile surface and overlay the existing Tennis Courts at Smith Park: ▪Tile Surface (Staff looked at two options with vendors) ▪One vendor provides a 15-year warranty and life expectancy of 20 plus years ▪10” square tiles for recreational use (not sanctioned for professional tournaments) ▪Replace squares as needed ▪Water can puddle and dry below playing surface (snow does not damage them) ▪Sun can fade them over time and sharp metal can also damage them ▪Can also be stolen potentially (we could look to add cameras or lock gates after hours) ▪Vendors claim they are much better on your joints when playing than concrete ▪This location is about 90’ closer to the nearest dwelling units than the ones at Nature Park, but trees and shade exist in this court location as well 3rd Option Design/Dimensions 3rd Option Explored 6 Courts-Synthetic modular court tile surface and overlay the existing Tennis Courts at Smith Park Use existing fences and extend south side of asphalt 10-12 feet and relocate/replace existing south fence ▪Add fencing on interior between courts (4’ fence) ▪Lighting already there, but may need to add lighting on South side (could be done later) ▪Needs some repair work on existing cracks/surface prior to laying down the court tiles ▪Estimated Cost $145,000 to $190,000 depending on choice of tile court surface ▪Asphalt $15-$20 K ▪Fencing (could do net fencing or chain link) $25-$40 K ▪Surface/Nets/Labor $105-$130 K (Depending on tile choice) Council Discussion ▪How would the City Council like Staff to proceed? ▪Continue to try to get more bids for 4 new courts with asphalt surface or alternative concrete bids? ▪Hold off on project? ▪Put bids out on the 6-court Smith Park Tennis Court conversion option and return with final pricing?
