This ]last teat• the Public Works I)cpartment had plerlty of projects to wore: on. Some of the 1lighlights

pumping stations, wells, and water storage rescivoirs. After 25 years of operation, the water tower was
repainted.
The main focus of the I'1'/(;]S Department was a complete overhaul of the citv's websitc and the: creations
()4• the \v\v\v.rexburg.org domain. Other projects included: getting the permitting software up and func-
tional for tracking pertllits, as \vcll as, getting the flew CotllrlLlttlln• Development Building networked with
the rest of the cit\, builclings dott•ntown. (I IS completed the mapping of sewer infrastructure and was able
to meet an increased dCtllaild for GIS sell•ices.
The Community Development Department was established this year to help xith the growth of Reburg.
This entailed a remodel of the (,olnnlunitN. Development building with GIS, 1"Ilgincering, Planning & "oil-
ing, and the Buildirg Dcpartnient under one roof. With the new department a number of projects were
completed this past year, including: creation and adoption of conlnlcrcial design standards for commercial
buildings over 25,000 sq. ft., a cell totter ordinance, and a planned residential development ordinance. .\
permit technician, grant writer/planner, and a 11Yl'1 work studs• position was created. The department
also impicilented a code enforcement strategic plan with a new enforcement officer position. Ill addition,
a new comprellerlsiwe plall Map was created and adopted, along with working oil a new zoning ordinance.
The Building Department hired a nett• plumbing inspector who will also assist in fire code inspections and
reviews. The department handled numerous l,ifc Safct}• inspection requests, which improved the safct\, of
apartments throughout the col»nnlilin•.
The Customer Support Services Departnlctlt was establisled this ~,car and has handled in a professional
manner countless internal and Customer Custcer scrvicc requests. Other accomplishments this \,car in-
Cluded putting cltt• Ordinances, riiinutes, agendas, and business license applications online for public access.
You have probably noticed the new utilitl• bill along with a conitnunit}• newsletter that the Financial Alan-
agcnlcut Deparancnt has implemented. The department also completed a salary market review for all de-
partments, published a supervisor handbook, and performed training for all supcn•isors. The department
also published an ,\dvisot•\, (:ommitice I landbook and facilitated training for volunteer committee tnenl-
bers in the ccnnmunity.
\\'fill the growth of our comnlunitY, the I .incrgcncN• Services Department effectively handled over 1700
crlu•rgcnc\• rules. '111c cicpartincnt also obtained numerous grants to purchase fire -fighting equipment, an
education trailer, a pick-up truce:, and turn out clothing. 1\ new fire engine was also purchased in 2004,
The department implemented a pa\• incentive to liawe full-time nen)bers become firefighter II certified.
The ltecretion Department continues to offer qualit}• recreational programs to the communitti•. I'all soc-
cer was added to the offerings in 2004 along with the 'Teton IM NI Marathon, which had over 200 partici-
pants. Ari ice skating rink was also purchased and will be an addition to the wcr\• popular Snowl'est.
'Through impact fees, the police I)epartnent was able to remodel the office to make it more secure for
cnlplo\,ccs and create more space for the patrol division. :A new Commluulin Policing Division was cre-
ated. In addition, a computer upgrade linking the P.l). with the campus division, prosecutor's office, and
the school reserve officers was completed. ,\ federal grant funded a new patrol dog, this animal has been
crossed trained for tracking and bomb detection.
