June 13, 2023, An application was received for a plat from Dan Larsen with Kartchner Homes. 2. June 15, 2023, Application paperwork was complete. 3. June 15, 2023, Payment was received for the application. 4. June 20, 2023, Infrastructure plans were submitted. 5. June 15, 2023, Plat reviews were initiated. 6. September 26, 2023, Infrastructure plans were approved by staff. 7. October 24, 2023, Plat was submitted to the County Surveyor for review. 8. January 31, 2024, Plat reviews were approved and send to applicant. 9. February 15, 2024, The County Surveyor approved the plat. 10. February 15, 2024, Staff Report was completed. 11. February 22, 2024, the application was presented to the Planning & Zoning Commission. (23-00368) Summerfield Subdivision No. 11 – Located in the Summerfield PUD, the plat consists of approximately 8.7 acres and will contain 28 lots - Alan Parkinson (Ac�on) (23-00372) Summerfield Subdivision No. 12 – Located in the Summerfield PUD, the plat consists of approximately 6.5 acres and will contain 28 lots - Alan Parkinson (Ac�on) (23-00373) Summerfield Subdivision No. 13 – Located in the Summerfield PUD, the plat consists of approximately 7.7 acres and will contain 33 lots - Alan Parkinson (Ac�on) Presentation: Alan showed the location and layouts of the proposed plats. McKay inquired about the submission of separate plats. Alan suspected it had to do with financing, and pointed out that this is consistent with their previous phases. Alan explained that Summerfield was Master-planned but they don’t submit all of the phases for approval at the beginning because they may make modifications. McKay asked if Summerfield was a PUD (Planned Unit Development) and Alan confirmed. Vince asked if all City requirements had been met. Alan confirmed. Discussion turned to the eventual widening of 12th W. (208) 359-3020 35 North 1st East Rexburg, ID 83440 Rexburg.org | Engage.Rexburg.org Bruce questioned if the lots would be on City utilities. Alan confirmed that since they are located within city limits, they must go on city sewer and water. Conflict of Interest/Ex parte Conversation: Vice Chairperson Haley asked the Commissioners to disclose any conflicts of interest or conversations held outside of this meeting relative to this particular subject. Vince stated for the record that while he lives in the subdivision he is not financially gaining from this decision. Commissioner Discussion: Bruce asked if this plat would impeach on any canals or ditches. Alan replied no, and Vince commented that because of the size of the ditch on the North side, it would have to stay. Jim commented that it was nice to see development progressing and opportunities to build, mentioning that the lot sizes seem reasonable for what people can afford right now. MOTION: Motion to recommend to City Council the approval of these plats for Summerfield Division Number 11, 12 and 13 as they have met the requirements of staff review and feel it is a continued good fit for this area. Action: Approve, Moved by Randall Kempton, Seconded by Bruce Casper. Commissioner Discussion on the Motion: none VOTE: Motion carried. (Summary: Yes= 8, No= 0, Abstain = 0).
