Planning & Zoning Meeting: 1. Welcome 2. Pledge of Allegiance 3. ROLL CALL of Planning and Zoning Commissioners: Present: Vince Haley (Vice Chair), Randall Kempton, Aaron Richards, Jim Lawrence, Bruce Casper, McKay Francis, Vanessa Johnson, Brian Thackeray Absent: Todd Marx, Sally Smith (Chairperson), Rob Woodall 4. Approval of the P&Z Minutes for February 8, 2024 (Action) MOTION: Motion to approve the Planning & Zoning minutes as recorded for February 8, 2024 (Action) Action: Approve, Moved by Jim Lawrence, Seconded by McKay Francis. Commissioner Discussion on the Motion: None VOTE: Motion carried. (Summary: Yes = 6, No= 0, Abstain = 2). Yes: Randall Kempton, Aaron Richards, Jim Lawrence, Bruce Casper, McKay Francis, Brian Thackeray No: none Abstain: Vince Haley, Vanessa Johnson Vince welcomed the students in the audience, then asked Alan to explain what the Planning & Zoning Commissioner responsibilities are in approving a plat. Alan stated that the plat has already been presented to staff. Staff has reviewed it to ensure it meets the code requirements, easements are in place, and infrastructure has been designed. The County Surveyor then reviews the legal descriptions to make sure they are correct. Staff makes sure it is correct and has met the standards before it comes before P&Z. Commissioners are looking to see if it fits, but it cannot be turned down unless there is something wrong with the plat. PLATS: 5. (23-00368) Summerfield Subdivision No. 11 – Located in the Summerfield PUD, the plat consists of approximately 8.7 acres and will contain 28 lots - Alan Parkinson (Action) (23-00372) Summerfield Subdivision No. 12 – Located in the Summerfield PUD, the plat consists of approximately 6.5 acres and will contain 28 lots - Alan Parkinson (Action) (23-00373) Summerfield Subdivision No. 13 – Located in the Summerfield PUD, the plat consists of approximately 7.7 acres and will contain 33 lots - Alan Parkinson (Action) Presentation: Alan showed the location and layouts of the proposed plats. McKay inquired about the submission of separate plats. Alan suspected it had to do with financing, and pointed out that this is consistent with their previous phases. Alan explained that Summerfield was Master-planned but they don’t submit all of the phases for approval at the beginning because they may make modifications. McKay asked if Summerfield was a PUD (Planned Unit Development) and Alan confirmed. Vince asked if all City requirements had been met. Alan confirmed. Discussion turned to the eventual widening of 12th W. Bruce questioned if the lots would be on City utilities. Alan confirmed that since they are located within city limits, they must go on city sewer and water. Conflict of Interest/Ex parte Conversation: Vice Chairperson Haley asked the Commissioners to disclose any conflicts of interest or conversations held outside of this meeting relative to this particular subject. Vince stated for the record that while he lives in the subdivision he is not financially gaining from this decision. Alan replied no, and Vince commented that because of the size of the ditch on the North side, it would have to stay. Jim commented that it was nice to see development progressing and opportunities to build, mentioning that the lot sizes seem reasonable for what people can afford right now. MOTION: Motion to recommend to City Council the approval of these plats for Summerfield Division Number 11, 12 and 13 as they have met the requirements of staff review and feel it is a continued good fit for this area. Action: Approve, Moved by Randall Kempton, Seconded by Bruce Casper. Commissioner Discussion on the Motion: none VOTE: Motion carried. (Summary: Yes= 8, No= 0, Abstain = 0).
