PURPOSE The Employee Advisory Committee was organized to promote the well-being and fair treatment of the employees of the City of Rexburg through: 1. Speaking about issues of concern to employees and initiating reforms when needed. 2. Fostering the spirit of communication among employees, department heads and employees, and council members and employees. 3. Taking an active role in City activities and doing positive things for employees and citizens. II. MEMBERS A president, vice president, and secretary will be elected from among their number each year. To give more leadership opportunities to the maximum number of employees, each representative must be replaced at the end of their two-year term. The Employee Advisory Committee may also request a change of representative if said representative fails to represent the department through non- participation. Such a request would be made to the respective department head. III. SELECTION OF MEMBERS In December, each department, with outgoing representatives, will select an employee who is willing and capable to serve for the next two years, beginning January 1. The selected employee cannot be a Department Head nor any member that has served in the last two years and should be selected prior to the December meeting so the new representative can attend that meeting. COMMITTEE REPRESENTATION & REPLACEMENTS REPLACEMENT OCCURS AT THE BEGINNING OF THE ODD NUMBERED YEARS REPLACEMENT OCCURS AT THE BEGINNING OF THE EVEN NUMBERED YEARS POLICE EMERGENCY SERVICES STREETS/SANITATION/SHOP WATER FINANCIAL MANAGEMENT/HR/LEGAL WASTEWATER COLLECTIONS IT/CULTURAL ARTS WASTEWATER TREATMENT ENGINEERING/PUBLIC WORKS ADMIN/GIS PARKS/RECREATION BUILDING P&Z – COMMUNITY DEVELOPMENT CUSTOMER SERVICE/ECONOMIC DEVELOPMENT IV. MEMBER EXPECTATIONS 1. Attend monthly meetings or find a representative if the member cannot attend. 2. Member communicates discussion points with the departments they represent. 3. Post minutes on Microsoft Teams so that all employees can have access. 4. Come prepared for the meeting agenda. V. MEETINGS The City of Rexburg Employee Advisory Committee will meet the first Wednesday of each month at 9:00 a.m. in the Conference Room at City Hall, unless other arrangements are made. The secretary, in conference with the president, will prepare the agenda for this meeting, to which the employees will be encouraged to contribute. The minutes from each meeting will be posted on Microsoft Teams and be accessible to all employees once the minutes have been approved. Committee members may also post the minutes in a conspicuous place in their departments. It is important that each Committee member get input from his/her coworkers about the issues discussed and use that information in decision-making. VI. SPECIAL DUTIES The Employee Advisory Committee will be responsible for making the assignments for the December and summer benefits receptions. VII. JURISDICTION 1. The City of Rexburg Employee Advisory Committee has the right to negotiate as a group with the Mayor and/or Council on behalf of the employees of the City of Rexburg. 2. A member, or members, of the City of Rexburg Employee Advisory Committee has the right to sit in the administrative hearing in review of any general employee problem or grievance. 3. They will not have the right to sit in the administrative hearing when individual employee problems or grievances are addressed. 4. The City of Rexburg Employee Advisory Committee cannot be abolished by any agency within the City of Rexburg except by a vote of the City Council. VIII. AMENDING These bylaws may be amended or changed at any time by submitting a request and recommendation agreed to by a simple majority of the members of the City of Rexburg Employee Advisory Committee. The amended bylaws will then be forwarded to the City Council for their action.
