Executive Summary
An asbestos assessment was conducted on the structure at Valley Ag in Rexburg,
Idaho on June 2, 2023. The purpose of the inspection was to identify the
presence of asbestos containing materials [ACM] throughout the structure prior to
planned demolition of the structure. The structure is a one story, 3,500 square
feet building. At the time of the inspection, the building was vacated in
preparation for demolition. Additions/renovations have occurred on the
structure, which in some cases have covered older building materials. The older
building materials which may contain asbestos, may have been covered by
subfloors and other building materials. Identifying, sampling, and determining
actual extents of these older materials is difficult and creates a health hazard for
the inspector. Materials identified during demolition activities that are not
addressed in this report shall be considered ACM until sampled and analyzed by
an accredited laboratory. The structure was visually inspected to identify building
materials that may contain asbestos. Bulk samples were collected from suspect
materials and analyzed to determine if they contain asbestos. 20 samples of
suspect ACM were collected and analyzed by the accredited laboratory. Of those
samples all were analyzed as "None Detected" for containing asbestos.
All sampled building materials were analyzed to contain no detectable asbestos
content. Included in the Appendix are the laboratory results.
Introduction
On June 2, 2023, Blake J Brown, a certified asbestos inspector under TSCA TITLE 11 at Idaho
Abatement & Insulation Supply, LLC with accreditation certificate located in the Appendix,
conducted an asbestos survey of the structure at Valley Ag. In Rexburg, Idaho identified for
demolition. The purpose of this survey was to identify, to the extent feasible, the recognized
asbestos containing materials that may exist within the structure while creating minor
disturbance. Bulk samples collected were assessed for damage and friability. The building
characteristics are listed below.
The Warehouse structure, square footage is 3,500 sq ft. Wall types are concrete, roofing /siding
is fiber board and tar paper and shingles.
Foundation stem walls are concrete. Older buildings, like this structure, may have vermiculite
fill insulation in sporadic areas of the ceiling that weren't identified during the inspection.
Renovations have occurred to the structure, which in some cases have covered older building
materials. The older building materials which may contain asbestos, may have been covered by
subfloors and a health hazard for the inspector and for the workers/occupants. Any materials
identified during future demolition activities that are not addressed in this report shall be
considered ACM until sampled and analyzed by an accredited laboratory
Survey Procedures
Asbestos Survey
The accessible areas of the structure were visually inspected to identify suspect ACM. All
accessible surfaces and structures within these areas were examined and the suspected ACM
was touched to determine friability. The suspect ACM was identified and assessed in
homogenous areas. A homogenous area is defined as a single material, uniform in texture and
appearance, installed at one time, and unlikely to consist of more than one type, or formulation,
of material. Federal EPA's NESHAP and AHERA regulations define ACM as material containing
more than 1% asbestos by weight, materials containing 1% or less asbestos are not considered
regulated ACM.
Bulk Sample Collection
Twenty materials samples from the homogenous areas identified in the Survey Results section
below were collected from the recognized areas of suspect ACM; all samples were submitted for
laboratory analysis to determine asbestos content_ The laboratory results, sample location map,
and photograph log in the Appendix identifies each sample collected, the room it was collected
from and the composition of each sample. Sampling was conducted in a manner that was
acceptable to the client.
Bulk Sample Analysis
Samples were analyzed by EMSL Analytical, Inc, 5950 Fairbanks North Houston Road, Housten,
Texas 77040. The laboratory is accredited for the analysis of Industrial Hygiene and
Environmental matrices by National Voluntary Laboratory Accreditation program [NVLAP]. All
bulk samples were analyzed via Method EPA/600/R-93/116 using polarized light microscopy
[PLM] and visual estimation.
Survey Results
Asbestos -Containing Materials
Federal EPA's NESHAP and AHERA regulations define ACM as material containing greater than
1% asbestos by weight; materials containing 1% or less asbestos are not considered regulated
ACM. 20 samples were collected from 20 identified homogenous areas suspected of ACM.
*- NESHAP regulations allow forjoint compound to be combined into a composite material with
drywall and tape. According to an EPA Notice of Clarification to the Final Rule titled "Asbestos
NESHAP Clarification Regarding Analysis of Multi -Layered Systems' dated January 5, 1994, and
included in the Appendix, "Where a demolition or renovation impacts such a wall system, a
composite analysis of the wall system (percent of asbestos in the joint compound, tape and
wallboard) should be conducted. If the analysis shows an asbestos content of greater than 1%
and at least 160 square feet of wall system is involved in the demolition or renovation activities
(whether planned or unplanned, during a calendar year), then activities would be subject to
asbestos NESHAP. * Asbestos content in drywall composite samples for this project are all less
than 1 percent asbestos in the drywall throughout the residence.
Non -Asbestos Containing Materials
Homogenous areas of suspect ACM are identified as Non -ACM if the laboratory analysis shows
that material to contain less than 1% asbestos detected. The laboratory results, located in the
Appendix, conclude that the following homogenous areas are non -ACM.
Roof tar paper, concrete, caulking, fiber board siding, roof sealant, layers of shingles, and roof
penetrations, shingles from smaller building, were all found to be none detected when analyzed
by the laboratory.
Suspect Materials Presumed to be Asbestos -Containing Materials without Laboratory Analysis
The on -site material that was identified as suspect of being ACM and any unidentified building
materials not described in this report shall be considered Asbestos Containing until tested for
confirmation.
Limitations and Exclusions of Warranty
This asbestos survey and assessment was performed using procedures and a level of diligence
typically exercised by professional consultants performing similar services. However, asbestos -
containing material (ACM) can be present in the structure, but not identified using ordinary
investigative procedures.
No asbestos survey can eliminate uncertainty regarding the presence of ACM. Idaho Abatement
& Insulation Supply, LLC's level of diligence and investigative procedures are intended to reduce,
but not eliminate, potential uncertainty regarding the presence of ACM. The procedures used
for this survey attempt to establish a balance between the competing goals of limiting
conditions. Therefore, the determinations in this report should not be constructed as a
guarantee that all ACM present in the subject property has been included in this report.
