GEOTECHNICAL INVESTIGATION 22674.005-StormWATR.doc PROJECT OVERVIEW The project site is located at the southeast corner of the intersection of US Highway 20 and West Main Street (Highway 33), in the City of Rexburg, Idaho. The site comprises a single lot: lot 1 of Cross Charitable Foundation Subdivision (Tax Parcel number RPR4CCF0000010), being 0.80 acres in size. Additional offsite work is being performed on the parcel directly south of the site (lot 2 of Cross Charitable Foundation Subdivision, Tax Parcel number RPR4CCF0000020), bringing the total project area to approximately 0.99 acres. 22674.005-StormWATR.doc Figure 1: Vicinity Map Figure 2: Aerial Image 22674.005-StormWATR.doc The property is zoned as Community Business Center (CBC), and is currently vacant with frontage improvements including sidewalk, landscaping, and utilities. The site is bounded to the east by a private access road, to the north by West Main Street (Highway 33), to the west by US Highway 20, and to the south by additional vacant land zoned CBC. Access to the site will be provided from the eastern private access road. The site is relatively flat and does not receive any runoff from upstream properties, nor does the site discharge runoff to downstream properties. The existing pervious ground cover of the site results in on-site infiltration of all runoff generated on the site. STORMWATER MANAGEMENT PLAN According to the City of Rexburg engineering standards, the required stormwater design uses the 25- YR/1-HR storm, as well as the 100-YR/1-HR storm. Rainfall values and runoff coefficients were established in accordance with the State of Idaho Catalog of Storm Water Best Management Practices (BMPs), as well as Appendix B of the Idaho Department of Transportation (IDT) Roadway Design Manual. Based on figures B-7 and B-8 (sheet 7 of 9) of Appendix B of the IDT Roadway Design Manual, the rainfall intensity for the two required storm events were determined to be 0.9 inches/hour (25-YR/1-HR) and 1.25 inches/hour (100-YR/1-HR). Table 8 of the State of Idaho Catalog of Storm Water BMPs was used to determine runoff curve number (CN) values of 98 for all impervious areas and 74 for all previous areas. A time of concentration of 5 minutes was used. The stormwater modeling was performed using the HydroCAD 10.00 computer program which utilizes the SCS TR-20 methodology to calculate the hydrographs and stormwater runoff flows. The site is split into five sub-basins: On-site Impervious, On-site Pervious, Off-site South, Northwest, and East. Table 1 summarizes these sub-basins, while Table 2 summarizes the receiving storm facilities. • The two on-site sub-basins include the new building, drive lanes, parking area, pond area, and internal landscaping improvements. The stormwater runoff from these on-site sub-basins will be collected in a series of catch basins and/or storm piping and routed to the on-site detention pond. • Runoff generated with the off-site south sub-basin will sheet flow south to a detention swale on the neighboring parcel. All runoff contributing to this sub-basin is generated from off-site improvements (half drive aisle), there is no contribution from on-site runoff. • All runoff contributing to the northwest sub-basin is pervious and consistent with pre-development conditions. No storm management/improvements are proposed with this sub-basin, all runoff will sheet flow northwest to be dispersed via surface infiltration. • Runoff contributing to the east sub-basin is from on-site landscaping and sidewalk surfaces. This runoff sheet flows east to both on-site and off-site landscape areas, where the runoff is dispersed via surface infiltration prior to reaching the private roadway.
