HomeMy WebLinkAbout2006.04.20 CITY COUNCIL COUNTY SUGAR CITY JOINT MEETING MINUTES JOINT MEETING MADISON COUNTY CITY OF REXBURG SUGAR CITY April 20, 2006 6:00 p.m. Commissioners Room Present: Madison County City of Rexburg Sugar City Roger Muir, Chairman Mayor Shawn Larsen Mayor Glenn Dalling Ralph Robison Councilman: Councilman: Robert Hansen Donna Benfield Walter Deitz Rex Erickson Marilyn Rasmussen, Clerk Chris Mann Brent McFadden, P & Z Administrator Others present: Garry Jeppesen, Jan Merrell, Dick Dyer, Sharee Palmer, Tom Luthy, Gerald Jeppesen and Dusty Cureton Commissioner Muir opened the meeting at 6:10 p.m. Joint Planning & Zoning Committee Report by Tom Luthy, Chairman: Mr. Luthy reported that this committee of six had met three times and expressed appreciation to them for their dedicated service. Rexburg and Sugar City land uses match up very closely, but the County needs to do some work in designating areas for all types of land use. The ordinance and comprehensive plan verbiage for land use is close. They now need the maps from GIS to do a final check for boundary land uses and they will be able to wrap up the work the Commissioners had asked them to accomplish. Commissioner Muir thanked the members who had served on the Joint Planning Committee. Highway 33: Mayor Larsen reported that at the LHTAC Meeting, the East Parkway Project was being recommended for funding. John Millar and Tom Cole are reworking the numbers and dollars that each City will pay and how for many miles each City will be responsible. This project is still under work. Sugar City Bike Path: Dusty Cureton, Road and Bridge Supervisor reported that there are some serious problems with the base for the bike path that need to be resolved prior to continuing work on the path. The foundation has no pit run gravel and therefore a foundation that will not last with continued use. Mr. Dick Dyer, Engineer, stated that he will not criticize work of another engineer. He did refer to the original report and it did state that pit run gravel should be part of the foundation in order for the long term performance of the path. There was discussion regarding how Page 2 April 20, 2006 Joint Meeting Minutes to fund this addition to the path. The decision by the Joint Councils and Commissioners was to build the path as originally documented. Flooding Conditions in Madison County: Commissioner Robison reported that he will have Steve Smart from NRSC, High Country RC&D work with the County to Seek funding to assist with flooding problems. They will need to prioritize the flooding areas and what needs to be done. Two projects that need to be looked at are the culvert at the Mill Hollow Trailer Court and the LP property revitalization. A proposal will be submitted to the High Country RC&D Committee. Commissioner Muir reported that when the County has flooding conditions or conditions deemed a disaster that they need to have an emergency meeting and declare a disaster. This will enable the County to help on private property. County Awareness Day – April 24, 2006 : Commissioner Muir asked both the City of Rexburg and Sugar City to participate in County Awareness Day. This will be an opportunity to interact with the residents of the community and explain how government functions. Impact Area: The Commissioners are going to ask Planning and Zoning to study the Impact Area and determine if a new recommendation should be made to change it because of the growth. Minutes: Mayor Larsen made a motion to approve the Minutes for February 16, 2006, Commissioner Robison seconded and voting was unanimous. Mayor Dalling made a motion to adjourn at 7:30 p.m., Commissioner Hansen seconded. Next Meeting is scheduled for May 18, 2006.
