NOTE: ANY PERSON NEEDING SPECIAL ACCOMMODATIONS TO PARTICIPATE IN THE ABOVE NOTICED MEETING SHOULD CONTACT THE MADISON COUNTY CLERK’S OFFICE 48 HOURS PRIOR TO THE MEETING. IT IS ASSUMED THESE SCHEDULED TIMES ARE CORRECT. THERE ARE TIMES WHEN THE SCHEDULE WILL BE ADJUSTED ACCORDINGLY. JOINT MEETING MADISON COUNTY CITY OF REXBURG SUGAR CITY February 16, 2006 6:00 p.m. Commissioners Room Present: Madison County City of Rexburg Sugar City Roger Muir, Chairman Ralph Robison Councilman: Councilman: Donna Benfield Bruce King Rex Erickson Harold Harris Marilyn Rasmussen, Clerk Randy Schwendiman Chris Mann Commissioner Muir Opened the Joint Meeting at 6:10 p.m. and welcomed those present. . Minutes: After review of the Minutes for January 19, 2006, Councilman Benfield made a motion to approve with corrections, Commissioner Robison seconded and voting was unanimous. Business Items: Commissioner Muir noted that both he and Mayor Larsen had been appointed as representatives to the LHTAC Board from Madison County. As Mayor Larsen from he City of Rexburg had received the appointment first, the Idaho Association of Counties asked that Commissioner Muir step down because according to the By-laws two representatives from the same County cannot serve at the same time. Meeting Schedule: The Joint Meeting Schedule will be, each Thursday, of each month, unless otherwise noted. April 20, 2006, 6:00 p.m. in the Commissioners Room will be the next meeting date. Highway 33: Commissioner Muir read a letter from LHTAC regarding the future discussion for the Highway 33 Business District. There will need to be further discussion between cities regarding exchanges of Highway 33, maintenance agreements, business loop going to Sugar City and the restructure of funding. March 23, 2006, 8:00 a.m., is scheduled for an LHTAC Meeting in the Commissioners Room to discuss this Highway 33 Business Loop. Thornton Interchange: Councilman Benfield, Commissioner Hansen and Commissioner Robison attended an IDT, District 6 meeting in Rigby. At the request of the Transportation Board, it is exploring options to Bear World as part of the Thornton Interchange project. The discussion will focus on existing County roads and access. Part of the discussion was on the funding for the Interchange and availability of the rights-of way. They probably have enough funds to purchase rights-of way, but to actually build the project is not on their Page 2 March 27, 2006 Joint Meeting Minutes schedule. The funding for the Menan Project is scheduled for 2011. The discussion continued with access to Bear World through a frontage road that would front from the West side of Highway 20. Commissioner Robison reported that the 2004 Transportation Plan is now heavily relied on by the Transportation Department as it is a vision of the future transportation for Madison County. When they meet next time, one of the project engineers will answer questions regarding the proposed 5000 South and 4700 South exit due to the number of residences involved and safety factors. The access to Bear World will be the major topic of discussion at the next meeting, but it should also be noted that in the future there will be other businesses along this route. Councilman Benfield noted that the County will need to discuss the zoning in this area and whether or not the look of the County will remain agricultural or commercial. It was stressed that the County should be looking twenty years ahead and the Transportation Plan that has been prepared is very important to that vision. Bike Path: Dusty Cureton, Road Department has scheduled with Keller and Associates to have the bike path staked by April 15, 2006, in order for him to do the required path preparation prior to the County road spring work. 2006 Spring Flooding: At the last Commissioner’s meeting, Brent Rigby, Homeland Security, met with Mayor Larsen, Mike Clements and the Commissioners to review the issues involved in the flooding. They discussed protection of the government infrastructure and how to handle protection of private property and the legal aspects. Subdivisions that were flooded were discussed and some of the reasons why they were flooded. It was noted that some of the problem was landscaping and that the subdivision owners are working to prevent this situation from happening in the future. To date the County has spent approximately $200,000 and this does not include the expenditures of the City of Rexburg. The County has sand and sandbags available as needed. April 1, is the first date that water can be run in the canals. Combined P & Z meeting: This joint meeting is making progress and is valuable to both communities.
