The Indian Hills Neighborhood along with Mayor Larsen, John Millar, and Keith Davidson spent

time discussing transportation issues around Millhollow Road, Shoshone Avenue, and 7 South.
Mayor Larsen opened and turned time over to Public Works Director John Millar.
John Millar reviewed the plan to work on the transportation plan for the Millhollow area.
Indian Hills Neighborhood was concerned about inconsistencies in City engineering, where the
curb would be placed on Millhollow Road, and water drainage. Neighborhood members asked
whether Millhollow or Shoshone would become a main street that connects with other main streets
in Rexburg. They were also concerned about getting traffic out of the growing subdivisions and
would like the traffic to avoid school zones.
John Millar discussed a long-term expansion plan. The city plans on creating a belt loop using
University Boulevard (urban collector road). This plan will keep both Shoshone and Millhollow as
two-lane residential roads.
Indian Hills Neighborhood talked about the number of new developments and people.
Neighborhood members were concerned about not being able to get people out of subdivisions.
Council Member Benfield assured the Indian Hills neighborhood that the Council wants to make
Millhollow a good road and is willing to listen and change policy if necessary. The Council is also
willing to discuss the width of the road, parking areas, and whether or not to include a sidewalk and
curb.
Indian Hills Neighborhood members were concerned about side streets off of Millhollow Road.
What will be done with them? John Millar and neighborhood members discussed giving land back
to the public. Speed limits are also an issue. Neighborhood members liked the idea of putting up
stop signs on Millhollow Road. Where would these stop signs be put and would it create backup
with high school students? Neighborhood members do not like the idea of a bike path or grass strip
on Millhollow Road. If road is widened, this causes concerns about current landscaping.
Mayor Larsen was in favor of a pedestrian path.
John Millar suggested taking away parking along the side of Millhollow and widening the road to 32
feet. Neighborhood members liked this idea.
Decision: John Millar and Keith Davidson will stake out how wide the road would be at 32 feet and
put together a plan. Neighborhood members only want 3.5 feet taken out of their property. Copies
of the plan will be available at City Hall in three or four weeks. Neighborhood members questioned
what their cost would be widen the road.
