Roll Call – All City Council Members were present except Council Member Erickson.

New Business:
Mayor Larsen thanked the City Council for coming to the emergency meeting on such short notice.
There are a couple of resolutions that need to be approved to support Madison County for future
funding of transportation and Hwy 20 beatification projects. Resolution 2006-02 is in support of
Madison County’s application for the East Parkway Corridor Plan study. Madison County will make
application to (LTAC), Local Highway Technical Assistance Committee for the Idaho Department
of Transportation. He read the last paragraph of the resolution for the City Council to discuss. This
document is a letter of support for the application to LTAC.
A.Resolution 2006-02 – Support Madison County’s Application for a grant to study the
East Parkway Corridor.
RESOLUTION NO. 2006-02
A RESOLUTION OF THE CITY OF REXBURG, IDAHO, ESTABLISHING SUPPORT FOR
THE EAST PARKWAY CORRIDOR PLAN STUDY
WHEREAS, the City of Rexburg, wishes to provide for the well being and protect the quality of life of its people;
WHEREAS, the City of Rexburg, has sustained rapid growth for the past several years, thereby causing an increase
in traffic volumes;
WHEREAS, the increase in traffic volumes has resulted in existing traffic congestion and traveling delays;
WHEREAS, without additional transportation network and capacities the congestion will continue to worsen;
WHEREAS, the City of Rexburg supports the East Parkway Corridor Plan to study a transportation corridor
extending from the South Rexburg Arterial to the east, and then north generally along a line common to 1000 East
across the South Fork of the Teton River, and then continuing north towards Sugar City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Rexburg, Madison County, Idaho, that
they support the East Parkway Corridor Plan. The City agrees to participate in the 7.34% matching funds in an
amount that will be determined at a later date.
ADOPTED by the City Council and approved by the Mayor.

The City Council discussed the merits of the proposal.
Council Member Young moved to approve Resolution 2006-02 authorizing participation in the
7.34% matching fund fee for the support the East Parkway Corridor Plan study; Council Member
Schwendiman seconded the motion; all voted aye, none opposed. The motion carried.
B.Resolution 2006-03 – Support a Transportation Enhancement Grant to beautify and
landscape the City’s entrances.
Craig Rindlisbacher and Joe Allen discussed the beautification proposal for the exits off Hwy 20
into Rexburg. The Beautification Committee is seeking a position of the Idaho Department of
Transportation’s future budget (2009) for beautification projects on the entryways off Hwy 20.
Joe Allen explained that the paperwork is due to the Idaho Transportation Department by Monday,
January 30, 2006. The maximum amount for an ITD budget item of this kind is $500,000. There
would be matching funding from the City of $55,000 plus $19,000 for a total match of $74,375. The
ITD budget item would run from October 01, 2008 to September 30, 2009. The City can do some
of the work to contribute to the matching fund.
The City Council discussed the water issues. Water is in the area of the Main Street and South exits.
The North exit would need to negotiate for some water out of an irrigation ditch in the area.
Council Member Mann asked if the amount could change. Some of the costs could change in
three years.
Council Member Young reminded the City Council of the Eagle Project that was completed on
the Main Street exit where an “R” was installed on the side of the exit. He mentioned that the exits
in Provo, Utah are really nice. They have a low maintenance design.
Council Member Schwendiman asked about the annual maintenance costs. Mayor Larsen
indicated that the Beautification Committee is planning a low maintenance design with some shrubs
and trees.
Council Member Benfield mentioned that Gerald Griffin helped with the proposed design. It is a
very low maintenance design.
Mayor Larsen reminded the City Council that it is a proposed beautification project for 2009.
Council Member Stevens recommended supporting the resolution and the City Council could
decide on the matching funds at a later date.
Council Member Benfield indicated that it was a good idea to get on the Transportation
Department’s budget calendar for these projects. This will keep the projects in front of the Idaho
Department of Transportation.
Joe Allen indicated that the local Realtor’s Board wants to donate a $1,000 to the beautification
project on the entryways.

Mayor Larsen was appreciative of Joe Allen and the other Beautification Committee members’
efforts on the Beautification Committee.
Craig Rindlisbacher indicated that it is a Federal Project on the Idaho Transportation Budget and
it must go through an approval process.
RESOLUTION NO. 2006-03
A RESOLUTION OF THE CITY OF REXBURG, IDAHO, ESTABLISHING SUPPORT TO SUBMIT AN
APPLICATION TO THE IDAHO DEPARTMENT OF TRANSPORTATION ENHANACEMENT PROGRAM
TO BEAUTIFY AND LANDSCAPE THE NORTH, SOUTH, AND MAIN STREET INTERCHANGES OF
HIGHWAY TWENTY (20)
WHERAS, the City of Rexburg, wishes to improve and beautify the entrances of our community;
WHERAS, the City Council has adopted entryway improvements as a priority in its 2005 and 2006 strategic plan;
WHERAS, the City Council has organized the Rexburg Beautification Committee which promotes beautification projects;
WHERAS, the Beautification Committee has worked diligently to organize and submit a Transportation Enhancement project application
to the Idaho Department of Transportation for the beautification of the North, South, and Main Street Interchanges of Highway 20.
NOW, THEREFORE, BE IT RESOLVED by the Rexburg City Council, that they support the Entryway Beautification Project.
The estimated cost of the project is approximately $574,375; Which includes a required match of $74,375, in City matching funds.
This resolution is authorized to be executed by the Mayor, attested to by the City Clerk, and directed to sign the project submittal to Idaho
Department of Transportation.
ADOPTED by the City Council and approved by the Mayor.

Council Member Stevens moved to establish support for the application to the Idaho Department
of Transportation Enhancement Program by approving Resolution 2006-03, for the beautification
of the landscape for the North, South, and Main Street exits off Hwy 20; Council Member Benfield
seconded the motion; all voted aye, none opposed. The motion carried.
