City Hall Front Conference Room Roll Call of Council Members : Attending: Council Member Flora, Council Member Johnson, Council Member Chambers, Council Member Erickson via phone, Council Member Walker, Council President Busby and Mayor Merrill Review Fiscal Year 2022 Audit – Josh Bingham, Rudd & Company and Matt Nielson Discussion regarding the process for using foregone funds. Finance Officer Nielson reviewed the City of Rexburg 2024 Budget Highlights. Finance Officer Nielson reviewed the Fiscal Year 2024 Personnel Requests. Council Member Erickson expressed his concerns about adding a Human Resources Department position and not allowing the police and emergency services to hire crucial personnel. Finance Officer Nielson said Human Resources and Payroll are core functions of the city’s organization. 2 Mayor Merrill asked Cultural Arts Director Platt to explain the need for the two cultural arts positions he is requesting. Arts Director Platt explained in an effort to expand the art programs additonal resources are needed. The office manager position is the most crucial. The usage of the tabernacle has not been included in the budget. Discussion regarding creating an analysis of the programs and revenues generated through the Arts Department through 2018 and 2022. Mayor Merrill asked Race Coordinator Jacob Linford to explain the need for the Recreation Programs/Events Coordinator. Coordinator Linford explained the recreation programs currently offered continue to grow and so do the events. The Teton Dam Marathon set a record for the number of participants. Council Member Walker asked if the termination of the programs held at the Zone opened up work time for the employee who oversaw those programs. Coordinator Linford said it did not open up additional work time; however, it allowed for the employee to concentrate on the preperation work for the Rexburg Rapids season. Mayor Merrill said the Councilmember Liaisons and city staff will continue to discuss the requested Culutral Arts and Recreation Programs/Events Coordinator positions and make a recommendation to the Councilmembers. Finance Officer Nielson reviewed the General Fund Balance Carryover chart. Finance Officer Nielson reviewed the forecasted carryover in 2023 and 2024 in the funds listed in the chart.
