Present: Mayor Bruce Sutherland Council Members: Glen Pond, Marsha Bjornn, Nyle Fullmer, Donna Benfield, Shawn Larsen. Paul Pugmire joined the meeting in progress by telephone. The Mayor explained the protocol for the meeting. The discussion items would be discussed by the City Council Members in a forum discussion. Some input from the public would be allowed. There was continued discussion to resolve the zoning issues for each neighborhood in the proposed annexation. After input from the audience and Council Members, the following language for the proposed annexation ordinance was created. All property located within the described area shall be annexed with the zoning designation as indicated below, using as the reference for parcels, the Annexation map dated April 02, 2003: A. Parcel 1 - Commonly known as the Widdision Addition-Rural Residential 1 (RR1) B. Parcel 2 - Rural Residential 2 (RR2) C. Parcel 3 - Low Density Residential-1 (LDR1) all portions East of Pioneer Road, - Medium Density Residential (MDR) for all portions West of Pioneer Road D. Parcel 4 - Rural Residential 1 (RR1) Parcel 4 (a) - Rural Residential 2 (RR2) (See attached Zoning map for Parcel identification) E. Parcel 6 - Rural Residential 1 (RR1) Parcel 6 (a) - Rural Residential 2 (RR2) (See attached Zoning map for Parcel identification) F. Parcel 7 - Rural Residential 1 (RR1) G. Parcel 8 - Rural Residential 1 (RR1) Parcels with Rural Residential-1 Zoning (RR1) are Parcels (1, 4, 6, 7, & 8) and they will have the following treatment concerning a window of opportunity to connect to the City water and sewer systems from the passage of this Ordinance until October 31, 2004. 1) The window of opportunity will consist of the following: a) The front footage will be calculated at 50% of the minimum front footage required for the assigned zone. b) The front foot fee will be charged at $10.00 per foot for water. c) The front foot fee will be charged at $10.00 per foot for sewer. 1 Parcels (1,4a, 6a, 7, & 8) will have the following treatment concerning fees after a sewer line is installed in a reasonable location that will allow the resident to connect to the sewer system for the City of Rexburg: a) Residents that choose not to connect to the City sewer system. b) Minimum sewer fees will be waived until the resident takes sewer service from the City of Rexburg. c) Connection to the sewer system will be at the discretion of the resident. H. Parcel 9 - Rural Residential 2 (RR2) I. Parcel 11-Rural Residential (RR2) J. Parcel 14 - Highway Business District (HBD) Those residents of existing subdivisions were allowed to request RR1 Zoning which does not require sidewalks. 2
