We Serve the citizens by striving to understand their needs and by responding with quality work. February 05, 2003 6:00 P.M. Present: Mayor Bruce Sutherland Council Members: Glen Pond, Marsha Bjornn, Nyle Fullmer, Donna Benfield, Paul Pugmire, Shawn Larsen. The Mayor explained the protocol for the meeting. The discussion items would be discussed by the City Council Members in a forum discussion. Some input from the public would be allowed. The following minutes from a City Staff meeting were reviewed concerning pending City requests: City Staff Meeting 2/3/03 Present:Val Christensen, John Millar, Kurt Hibbard, Blair Kay, Stephen Zollinger, Mayor Sutherland, Craig Rindlisbacher, & Richard Horner. 1) Council Agenda - Consent agenda considered by the staff to be appropriate. 2) Workers Compensation & Safety Program discussion about the new rules. The new standards are more conservative, and penalize actual accidents more directly. Specifics as set forth on the prepared sheet. Staff considers the changes to be appropriate. nd 3) Resolution 2003-02 is the next step in progressing toward the work that will be done on 2 East and Main in conjunction with the States rebuild, it will set the hearing for the public on February 19, 2003. Staff supports passage of this resolution. 4)Re-zone hearing for the Sherwood Hills and surrounding area from LDR1 to LDR, which will essentially have the effect of prohibiting any future apartments within the area. There are a number of apartments that have been recently approved, and one that is in the works. Staff feels that the re-zone is appropriate; the apartment requests that are in the process should be given normal consideration. 5)Additional item to be added to agenda under Mayor’s Business concerning Sugar City’s request to increase their capacity in the Wastewater facility. Planning and Zoning Agenda Consent agenda considered by the staff to be appropriate. 1) Zoning Compliance - Kurt will work directly with the Police Department to insure that violations are properly charged and followed up on. rd 2) CUP on 264 North 3 West is a request for a new apartment. Staff considers the request to be appropriate upon department review and approval. nd 3) CUP on 228 East 2 South existing triplex, will result in a duplex. Staff considers the request to be appropriate upon department review and approval. 4) CUP on 174 College this property has been a single family residence, but is surrounded on two sides by student apartments and the requesting party lives on the third side. Staff considers the request to be appropriate upon department review and approval. nd 6)Re-zone from Light Industrial to HBD at 485 North 2 East. This is the old Tri-County property, the request is to facilitate development that is contemplated. The recommendation from P&Z is to approve the request. Staff believes that with additional changes from Light Industrial to other zones, there may be a need to create more Light Industrial areas within the city. Otherwise Staff feels the request is appropriate. The following items of discussion at a work meeting on January 22, 2003 were continued. Discussion items from January 22, 2003 work meeting continued: The Council continued discussion on issues raised by Council Member Pugmire at the City th Council meeting on the 08 of January, 2003 for the Widdison Addition. The discussion centered on finding neighborhood specific issues that the Council could agree upon. Mayor Sutherland attempted to focus the Council’s discussion on each neighborhood by addressing the issues specific to that neighborhood. The comments from Council Members were directed to issues that were of interest to the neighborhoods. The following items were on the table for discussion at the work meeting January 22, 2003. The City Council continued to propose different stratagems to resolve the concerns of residents that were raised by the annexation proposal. The following is a summary of scenarios discussed at the work meeting held February 05, 2003 for each neighborhood. Sewer and water installed at the same time: There seemed to unanimity from the Widdison Subdivision residents that the sewer and water systems should be installed at the same time in their neighborhood. The discussion moved towards solving the cost issues that were raised by the residents. Discussion centered on the following items: a)Widdison Addition West of U.S. Hwy 20: 1)Front foot fees at $10.00 per foot for water 2)Front foot fees at $10.00 per foot for sewer 3)Standard City Lot size for initial front foot fee may be 100’ to 120’ actual (Future lot development front footage fees would be paid at cost when the lot was split for additional development) 4)Connection fees at $1,100 for water (Not require water connection until requested by the resident) 5)Connection fees at $575 for sewer (Offer an 18 month grace period for connection after City notification or not require sewer connection until District 7 Health condemnation) 6)Zoning appropriate for the neighborhood may be Rural Residential One (RR1) which does not require curb, gutter, or sidewalks. b) Widdison Addition East of U.S. Hwy 20: 1) Front foot fees at $10.00 per foot for water 2) Front foot fees at $10.00 per foot for sewer 3) Standard City Lot size for initial front foot fee may be 100’ to 120’ actual (Future lot development front footage fees would be paid at cost when the lot was split for additional development) 4) Connection fees at $1,100 for water (Not require water connection until requested by the resident) 5) Connection fees at $575 for sewer (Offer an 18 month grace period for connection after City notification or not require sewer connection until District 7 Health condemnation) 6) Zoning appropriate for the neighborhood may be Rural Residential Two (RR2) which does not require curb, gutter. c) Rexburg Heights Subdivision 1) Front foot fees at $10.00 per foot for water 2) Front foot fees at $10.00 per foot for sewer 3) Connection fees at $1,100 for water (Not require water connection until requested by the resident) 4) Connection fees at $575 for sewer (Offer an 18 month grace period for connection after City notification or not require sewer connection until District 7 Health condemnation) 5) Zoning appropriate for the neighborhood may be Rural Residential Two (RR2) which does not require curb, gutter. d) Willow Brook Subdivision 1) Front foot fees at $10.00 per foot for water 2) Front foot fees at $10.00 per foot for sewer 3) Standard City Lot size for initial front foot fee may be 100’ to 120’ actual (Future lot development front footage fees would be paid at cost if the lot was split for additional development) 4) Connection fees at $1,100 for water (Not require water connection until requested by the resident) 5) Connection fees at $575 for sewer (Sewer would not be available to the subdivision at this time) (Not require sewer connection until District 7 Health condemnation) 6) Zoning appropriate for the neighborhood may be Rural Residential One (RR1) which does not require curb, gutter or sidewalk. th e) 12 West Residents 1) Front foot fees at $10.00 per foot for water 2) Front foot fees at $10.00 per foot for sewer 3) Standard City Lot size for initial front foot fee may be 100’ to 120’ actual cost (Future lot development front footage fees would be paid at when the lot was split for additional development) 4) Connection fees at $1,100 for water (Not require water connection until requested by the residents 5) Connection fees at $575 for sewer (Offer an 18 month grace period for connection after City notification or not require sewer connection until District 7 Health condemnation) 6) Zoning appropriate for the neighborhood may be Rural Residential One (RR1) which does not require curb, gutter, or sidewalks.
