MINUTES OF THE CITY COUNCILWORK MEETING
March 6, 2002
6:00 P.M.
Present were the following:

This work meeting was for study on the Comprehensive Plan.
Mayor Sutherland brought the meeting to order and discussed the need to address the requested
changes in the Comprehensive Plan, the time line on construction, doing actual planning and not
allowing concern for individual situations power one way or the other. It is possible some of
these items could be approved at the regular council meeting tonight, others may need to be
delayed for another meeting.
John stated that because of the length of the building season, the lengthy process of hearings and
with tighten time frames it is putting a tremendous pressure on the Building Department with the
submission hearings and site reviews. However, he does not feel rushing into a decision is the best
way to make a decision.
Paul stated that his decision to table the entire hearing was a tactical error and apologized. He
feels it needs more study but his objective was mislead by tabling the hearing.
Winston discussed the process that Planning & Zoning had used in their hearings for the
Comprehensive Plan.
Donna commended Winston on the manner in which he handled the Planning & Zoning
Comprehensive Plan hearings and how much his explanations had helped the Board and the
public. John reviewed with maps each of the requested change items on the Comprehensive Plan
and each was discussed with the Council and Winston.
Discussion on the purpose of the Comprehensive Plan, whether it is for the purpose of obliging

where people want to build and spend their money or if it is for the purpose of actually planning
the direction the City should go. Discussion.
Mark Andrews - 6665 Rimrock Dr., Idaho Falls, Idaho
Mark is a developer working the last four months to tie down property in Rexburg, not only the
college that will go forward with student housing but also various projects in Idaho Falls for
married students because that is where the jobs are. This is a challenge to satisfy everyone’s
needs, no one wants anything in their back yard so they have tried to stay out of everyone’s
backyard. Two weeks is a lot of time and is a costly delay and he requests that this go forward to
eliminate any further delays.
Discussion on deferring for two weeks or taking action tonight.
The work meeting was adjourned at 7:30 to convene the regular City Council meeting.
