AFLAC Insurance Refunds
There has been some confusion on the AFLAC accident insurance. When we signed on with the
program, Richard explained to everyone that money they got back on off the job accidents would
be theirs but money from on the job accidents would need to be given back to the City to off set
workman compensation premiums. Some employees did not understand it this way. With on the
job accidents Archibald Insurance was supposed to send the check to the City but they have not
been doing that. They have sent it to the employee and the employee wants to keep the money.
Some felt that by letting the employee keep the money it would give them incentive to turn in
claims on workmen’s comp., thereby increasing our premiums. Employees do not pay the
premiums; all costs are covered. On the other side, this money off sets pain and suffering.
Choices:
?
Make it clear they must sign a release form to return the money if it is an on-duty
accident
?
Drop the “on the job”part of the accident insurance with AFLAC
?
Let them keep the money - if we find they are abusing workmen’s comp.fire them
It was decided that for the remaining portion of this year the AFLAC proceeds be allowed to be
kept by the employee.
Property Acquisition

John said the owner of the house on the corner of 2 West and 1 North approached him about
the City purchasing all the property on that corner. It would help to eliminate that curve there
and straighten out the intersection. The Council asked John to proceed with arrangements to
acquire that property.
Personnel Problem
The Mayor said he has talked to one of the department heads about his inappropriate and unusual
style of management. John has interviewed all the members of that department and it comes
down to his lack of respect for people and controlling his temper. There is no problem with his
knowledge of the plant and the job.

Legally - offer retraction of management position or demotion.

Document all of Johns meetings with him.

Personnel Committee will evaluate his performance in 30 days.

At the end of 30 days do not bracket yourself - Probation for 12 months.
