CITY COUNCIL RETREAT
April 27, 2000 - 6:00 p.m. - Ricks College

Mayor welcomed everyone present. He had reports on the progress of the three committees
which had been formed at City Hall for a mission statement, building upgrade and a new
computer system.
Craig reported on and explained the process and outcome of the committee working on the
Mission Statement. The proposed City Hall Mission Statement is:
At Rexburg City Hall our goal is to improve the community. We serve the
citizens by striving to understand their needs and by responding with quality
work.
John reported on the remodeling at City Hall which should be essentially complete in another
couple of weeks.
Richard reported on the progress working toward a new computer system.
Richard had prepared a list of the goals set at last year’s retreat and the Mayor reviewed those
and the progress that had been made in several areas. He also reported on the Youth Search
Conference held in Rexburg which he had just attended. From all the workshops there were two
items which the youth wanted in Rexburg and they were:
1. Recreation
2. Fine Arts Center
He reported on the progress being made by the Recreation Committee toward both a Recreation
Center and a Fine Arts Center.
John also reported on the plans and progress for recreation and parks at the Louisiana Pacific
property which was recently purchased by the City.
It was suggested that ideas be given on everyone’s vision for the City of Rexburg in 20 years.
Three main points were brought up and discussed:
1. Having a viable downtown area
2. A green belt
3. The airport
1.Downtown
It was of general consensus that a viable downtown was a goal and was in need of immediate and
long term plans to keep it as such. Highway 33 runs through the City and the State of Idaho is in
the planning stages of restructuring Main Street which would possibly eliminate diagonal parking,
being replaced with parallel parking, eliminating 40% of the parking on Main Street.
With this idea in mind several suggestions were made including:
A.Closing off College Avenue to help create a pedestrian area from the college to
downtown.
B.The possibility of re-zoning portions of College Ave. to prevent more apartments
being built on that street.
C.The effect that sidewalk cafes, a Main Street Deli and specialty stores would have.
Glen suggested closing off part of College Avenue even for a weekend and hold outdoor dances
and other activities and see how it worked.
2.Green Belt
Tying up river front property for the use of a green belt was discussed. Maxine Drennen
had talked with the City about donating her river front property to the City for this purpose.
There are grants available that could help bring this to fruition.
3.Airport
It was suggested by Paul that it is time for the City to take control of the expenses of the airport,
remove the Airport Board for insubordination, and that the legal counsel the airport board is using
be informed they are not on a retainer.
