The bill did not pass but not by an overwhelming majority. Discussion on the vote by Representative Todd Hammond. A new bill is being presented to the floor on this issue giving responsibility to the County. It was suggested that Brooke Passey, Madison County Commissioner take an active position and write a letter to the Local Government Committee. thth Discussion was on the annexation of 7 South and 5 West and water and sewer services to residents not in the City limits. It was suggested that the Mayor could possibly meet with the citizens in this area of potential annexation and offer to waive the front footage fee and make a deal that annexation would be to their advantage. Those that currently have City services should be annexed. This would be a one time offer. Paul suggests the City needs to clean up the boundaries of the City through annexation as soon as possible. It was a general consensus that perhaps the City was in need of a resolution stating that no services would be provided to any areas not annexed. Those that would be annexed now would be treated as regular citizens, later annexation would entail front footage fees. Research should be done concerning Rexburg Heights, Basic American Potato and ARTCO. Also consideration needs to be given to 1 acre lots with no curb and gutter and the sidewalk situation in Rexburg Heights. Glen feels we need to start on the project. The first item that needs to be complete would be the resolution, then move ahead with the annexation issue.
