Bill Hofman of Hofman Planning and his associate Elysian Mah were present to do a presentation
to the group on Impact Fees.
He explained the actual use of Impact Fees. They are used only for capital improvements, not for
maintenance, staffing or traffic. The fees are collected from new construction or intensification.
He made several points for consideration:
1.For new development, not for any deficiency
2.You must have a plan in place
3.Wear and tear on roads not allowed
4.The widening of roads can qualify
5.You are to choose your own standard
There was discussion on parks, grants, other revenues. Items are put in the Impact Fee that you
cannot otherwise have. The fees can be collected at the time of building permits.
Some examples: On commercial you collect for police, fire and traffic. On residential you may
want to collect for the same items also adding parks.
The fees need to be used within 5 years with a possible extension of 3 years for a total of 8 years.
There are creative ways to phase these out or they must be refunded, with the exception of
wastewater items which have a limit of 20 years.
There was discussion of the Impact Fee vs Development or Annexation Agreements. It was
determined that the figures from the Development and Annexation Agreements should be
reviewed.

As far as investment in a specialized firm to initiate the Impact Fees, Bill stated if his firm were
employed and the four items of fire, police, streets and parks were initiated an approximate cost
for the services would be in the area of $50,000. If the circulation (streets and traffic) were left
off it would drop significantly, approximately $15,000 to $20,000 because this item entails more
time. The cost for the services can be paid from the impact fees. His firm charges for time but
not for travel. An estimated time limit for the process including hearings, analysis and level of
service would be approximately 4 months.
