City Hall Council Chambers (video Index 0:04:30) Roll Call of Council Members: Attending: Council Member Johnson, Council Member Chamber, Council Member Erickson, Council Member Walker, and Mayor Merrill Roll Call of Planning and Zoning Commissioners: Todd Marx, Bruce Casper, Eric Erickson, McKay Francis, Aaron Richards, Jim Lawrence, Randall Kempton, Brad Wolfe, Vanessa Johnson, Vince Haley (Vice Chair) and Sally Smith (Chairperson) Review and refine draft of the City of Rexburg Comprehensive Plan – Alan Parkinson and Emily Morales of Logan Simpson Ms. Morales reviewed parts of Comprehensive Plan Update and the agenda items. She read from the slides under the Comprehensive Plan Background. She and the Comprehensive Plan Steering Committee will soon begin phase three. She mentioned the partners assisting in the update. 3 Ms. Morales reviewed the public outreach participant numbers. Ms. Morales explained the importance of getting the word out for public involvement. 4 Ms. Morales reviewed some of the items they have achieved in phase one and two of the update. Ms. Morales reviewed the existing conditions snap shots. It’s only a draft to make sure the numbers are accurate. Some of the elements they reviewed in the existing conditions were: housing, economy, parks, 5 recreation, open space, natural resources, hazardous areas, and social determinants of health. They tried to be as concise as possible and used infographics to make it easier to understand. Ms. Morales said the city has its own strategic vision; however, they have created a vision for the Comprehensive Plan. The idea of the vision statement is to inform and remind the city’s planning board of their intention and vision when making decisions for land use changes and policies. 6 Ms. Morales reviewed sections of the Comprehensive Plan draft. Ms. Morales mentioned the implementation measures categories. 7 Ms. Morales reviewed the future land use map and designations and categories. Ms. Morales reviewed the purpose of the Comprehensive Plan verses the purpose of the City Ordinance/Development Code. The Comprehensive Plan does not predetermine exact land uses or densities. The Comprehensive Plan is a guiding document. 8 Ms. Morales reviewed the next steps of phase three of the Comprehensive Plan update. Mayor Merrill thanked everyone for attending the meeting and encouraged the residents to submit input regarding the different aspects of the Comprehensive Plan. He reminded everyone how important their feedback is to implement proper, goals, objectives and actions for the Comprehensive Plan. Adjournment 7:19 P.M.
