Dear Jeff
The ldaho Department of Environmental Quality (DEa) received plans and specifications entitled CB
Shop - Thompson Farm Road, submitted by J. Freiberg Engineering to DEQ on July 17 ,2O22.The
approved plans and specifications were sealed and signed byJeff Freiberg, P.E. on March 27,2022. The
project generally includes water, wastewater, and stormwater. DEQ has reviewed the plans and
specifications for general conformance with DEQ Rulesl and determined it to be approved for
construction subject to the following conditions:
Standard Conditions:
A. DECs construction approval expires after one calendar year from the date of this letter. For
construction to proceed beyond this date, an extension request or new plans and specifications
must be submitted to DEQ for review and approval before construction may proceed.
B. Any material deviations from the approved plans and specifications must be reviewed and
approved by DEQ before construction.
C. We attached a copy of the approved drawings for you. An additional copy has been sent to your
engineer. The owner is required to maintain one copy of the approved plans and specifications
and this DEQ approval letter on-site during construction at all times. The owner must ensure
that the contractor, construction inspector, and certifying engineer are aware of the approval
conditions.
D. Construction must be inspected by an ldaho-licensed Professional Engineer, or designee, to the
extent required to confirm material compliance with approved plans. An ldaho-licensed
Professional Engineer representing the system must submit record drawings, or a statement of
material compliance, to DEQwithin 30 days after construction completion.
E. This approval pertains only to drinking water and wastewater infrastructure and does not relieve
the owner, engineer, or the contractor of the responsibility to comply with all current applicable
federal, state, and local laws, rules, regulations, or ordinances.
ll. Sanitarv Restrictions:
A. DEQ recommends the release of sanitary restrictions for the parcels being served by this project.
DEQ recommends that Public Health utilize the Example No. 4 Certificate of Approval on the

plat, as shown below.

Sanitary restrictions as required by ldoho Code, Title 50, Chapter 73 have been satisfied based on the
Department of Environmental Quality @Ea) approval of the design plans ond specificotions and the
conditions imposed on the developer for continued satisfaction of the sanitary restrictions. Buyer is cautioned
that at the time of this approval, no drinking water or sewer/septic facilities were constructed. Building
construction con be allowed with appropriate building permits if drinking water or sewer facilities have since
been constructed or if the developer is simultaneously constructing those facilities. lf the developer fails to
construct facilities or meet the other conditions of DEQ then sanitary restrictions moy be reimposed, in
accordance with Section 50-7326, ldaho Code, by the issuonce of a certificate of disapproval, and no
construction of ony building or shelter requiring drinking woter or sewer/septic facilities shall be allowed.l
I I l. Project-Specific Conditions:
A. DEQ has not conducted design review for stormwater plans and specifications and has made no
determination regarding whether the plans and specifications include appropriate best
management practices (BMPs)to protect ground water and surface water quality. lf the project
is anticipated to disturb at least one acre of land, or is part of a larger project that disturbs one
acre or more of land, the project must obtain coverage under the ldaho Pollution Discharge
Elimination System (IPDES) Construction General Permit. Stormwater events that occur during
construction should be managed according to the site specific Stormwater Pollution Prevention
Plan, and other requirements of the General Permit. To submit a Notice of lntent for permit
coverage under the Construction General Permit, apply online at
