Approval of the P&Z Minutes from March 2, 2023 (Action)
MOTION: Motion to approve the Planning & Zoning minutes as recorded for March 2,
2023.

Vince introduced the plat. Alan presented the Staff Report for the application, explaining the
location and proposed phasing. Alan elaborated that per Public Works, the buildings in this phase,
including infrastructure such as water and sewer, must be designed and built to be able to sustain
itself, even if nothing else is built.
Eric asked about street access for Phase 1. Alan confirmed that access would be off of Lorene
Street, and that the Fire Department has approved the plan and does not require a second access at
this time. The group discussed 2nd E traffic and acknowledged that by taking Lorene to Carlow to 7th
N allowed for stoplight access onto 2nd E.
Vince started a discussion concerning the Commission not approving the buildings themselves, just
the condo plat, and the staff’s review. Alan explained that the developer cannot sell the buildings
unless everything within the phase is completed and the condo plat is approved. Vince asked if the
developer would have to plat future buildings, or if future buildings could be rented. Alan confirmed
future buildings could have retained ownership and be rented. He went on to explain that with
condo’s, the owner is buying paint to paint, and the HOA owns the structure, common areas, and
ground.
Discussion followed concerning the process of the application and purpose of the meeting.
Eric stated he thinks it looks like a great project and very attractive to families. McKay commented
that the developer is taking space that has been sitting and making it nice. Vince added that this is a
great transition from commercial to single-family residences.
MOTION: Motion to recommend the City Council approve (22-00413) Teton River Lofts
Condo Plat Phase 1 as proposed because it is a great addition and a needed product for the
area for young families and seniors since there is plenty of room and a variety of different
spaces.
