Planning & Zoning Meeting: Welcome Pledge of Allegiance ROLL CALL of Planning and Zoning Commissioners: Present: Vince Haley (Vice Chair), Todd Marx, Bruce Casper, Eric Erickson, McKay Francis, Aaron Richards, Jim Lawrence Absent: Sally Smith (Chairperson), Randall Kempton, Brad Wolfe, Vanessa Johnson, Minutes: Approval of the P&Z Minutes from March 2, 2023 (Action) MOTION: Motion to approve the Planning & Zoning minutes as recorded for March 2, 2023. Action: Approve, Moved by Todd Marx, Seconded by McKay Francis. Commissioner Discussion on the Motion: None VOTE: Motion carried. (Summary: Yes = 7, No= 0, Abstain = 0). (22-00413) Teton River Lofts Phase 1 – Condo Plat – Located at 311 E Lorene this property is zoned Medium Density Residential 2 (MDR2). Phase 1 includes 2 buildings totaling 48 units on approximately 2.22 acres. – Bron Leatham (Action) 35 North 1st East Rexburg, ID 83440 Phone: 208.359.3020 Fax: 208.359.3022 www.rexburg.org Planning & Zoning Minutes March 16, 2023 2 Vince introduced the plat. Alan presented the Staff Report for the application, explaining the location and proposed phasing. Alan elaborated that per Public Works, the buildings in this phase, including infrastructure such as water and sewer, must be designed and built to be able to sustain itself, even if nothing else is built. Eric asked about street access for Phase 1. Alan confirmed that access would be off of Lorene Street, and that the Fire Department has approved the plan and does not require a second access at this time. The group discussed 2nd E traffic and acknowledged that by taking Lorene to Carlow to 7th N allowed for stoplight access onto 2nd E. Vince started a discussion concerning the Commission not approving the buildings themselves, just the condo plat, and the staff’s review. Alan explained that the developer cannot sell the buildings unless everything within the phase is completed and the condo plat is approved. Vince asked if the developer would have to plat future buildings, or if future buildings could be rented. Alan confirmed future buildings could have retained ownership and be rented. He went on to explain that with condo’s, the owner is buying paint to paint, and the HOA owns the structure, common areas, and ground. Discussion followed concerning the process of the application and purpose of the meeting. Eric stated he thinks it looks like a great project and very attractive to families. McKay commented that the developer is taking space that has been sitting and making it nice. Vince added that this is a great transition from commercial to single-family residences. MOTION: Motion to recommend the City Council approve (22-00413) Teton River Lofts Condo Plat Phase 1 as proposed because it is a great addition and a needed product for the area for young families and seniors since there is plenty of room and a variety of different spaces. Action: Approve, Moved by Eric Erickson, Seconded by Aaron Richards. Commissioner Discussion on the Motion: None VOTE: Motion carried. (Summary: Yes= 7, No= 0, Abstain = 0).
