HomeMy WebLinkAboutSPECIAL PROVISIONS - 23-00085 - Founders Square Phase 3 - Plat THE DYER GROUP, LLC • 343 E 4th NORTH, SUITE 108 • REXBURG, ID 83440 - 6001 208.390.9700 (VOICE AND TEXT) • wdyer@thedyergroup.com FOUNDER’S SQUARE PHASE 3 SPECIAL PROVISIONS AND TECHNICAL SPECIFICATIONS PROJECT DESCRIPTION Founder’s Square is a planned unit subdivision development situated southeasterly of South Second East and Sunrise Drive in southeast Rexburg, Idaho. The development was master planned several years ago and is being constructed in phases. This project is the third phase of development consisting of a 4.6-acre parcel subdivided into 15 single family home lots in the northeast corner of the overall subdivision area. The new subdivision will be served with 44 ft. wide public paved streets with curb and gutter; and public water, sewer, and storm drain utilities. This project comprises the work necessary to install the infrastructure serving the development, including tying into, and utilizing some existing water and sewer piping that was installed several years ago with Phase 1 which is already connected to existing City systems. Work includes construction of the sewer, water, and storm drain facilities (curb and gutter leading to existing catch basins on an existing storm drain system); followed by construction of the paved streets with curb and gutter. Street lighting and any landscaping will be provided by others. Design engineering, construction observation, and project management and administration for this project are being provided by The Dyer Group LLC (Winston Dyer, PE, 208-390-9700, wdyer@thedyergroup.com). GENERAL PROVISIONS Incidental Items and Additional Work: Payment for work accomplished on this project will be in accordance with a negotiated contract arrangement between the Owner and Contractor. A separate list of work items and associated estimated quantities is being provided to define the work represented in the project Drawings. Work necessary to properly complete a listed work item that is not specifically detailed on the Drawings or described in these Special Provisions, but is necessary to complete that work item, is to be considered incidental to and included in the work item. Examples include, but are certainly not limited to, excavation and backfill, necessary exploratory excavation, water used for construction, traffic control, miscellaneous grading, cleanup, and the like. If additional work is required beyond the work items defined in the list, or if quantities to be completed exceed those estimated; such work is to be negotiated with the Owner and paid for under the Miscellaneous Work item of the contract. Work Hours: Work hours of 7 a.m. through 8 p.m. Monday through Saturday are acceptable on this project. Water for Construction: Water for construction is available from the City’s culinary water system provided that proper prior arrangements are made with the City, suitable precautions are taken to 2 prevent cross-connection and possible contamination of the water supply, and that withdrawals are coordinated with Rexburg Public Works to avoid adverse impact on water system operation. Public Access and Safety: At all times conduct work so as to insure to the greatest possible degree the uninterrupted convenience and safety of the general public and property owners adjacent to the work. Maintain access for emergency vehicles at all times and keep emergency services departments apprised of any potential access disruptions. Traffic Control: Traffic control is required when working within public road rights-of-way and is incidental to other items of the contract. Furnish traffic control in accordance with the federal Manual of Uniform Traffic Control Devices. Staging Area: Construction of a staging area on the worksite is permissible provided its location, use, and size are coordinated in advance with and approved by the Owner. Upon completion of construction, reclaim the staging area to its preconstruction condition. Material Sources: Material sources and excess material disposal sites (other than excavated earthwork that can be used for street or site grading) are not available on the premises and thus are to be Contractor-furnished. Salvaging Topsoil: Remove, salvage, and stockpile topsoil from the construction areas for later use in landscaping the subdivision. Locate the stockpile on site in a location approved by the Owner prior to beginning stockpiling operations. Rock Excavation: rock excavation may be required for pipeline construction in some areas of the work. Rock excavation will consist of loosening and removing rock to provide for pipeline installation, and providing suitable backfill material to replace the removed rock volume. Develop a plan for rock removal and associated operations and submit it to the Engineer for review and approval prior to commencing work. Loosen rock by blasting, hammering, rotary trenching, or similar approved method. Excavate and remove loose rock with suitable equipment to a depth of at least 4 inches below the bottom of the proposed pipeline. Remove excavated rock from the job site and properly dispose of the material in an approved location. Furnish suitable replacement trench backfill material to compensate for the volume of rock removed and place in accordance with the trench backfilling and compaction requirements of the Standard Specifications and these Special Provisions. Leave trenches exposed immediately after rock excavation and removal so measurements may be taken in conjunction with the Engineer to properly quantify the depth of rock removed. Rock depth measurements are to be taken at reasonable intervals along the trench prior to placing pipe and beginning any bedding or backfill operations. Payment will be made by the cubic yard of rock removed as measured in accordance with the Standard Specifications and is to include rock removal, disposal, and replacement with suitable backfill material. Submittals: Furnish shop drawings, equipment catalog cuts, and other similar information to the Engineer for review and approval of all equipment and materials proposed for use on this project prior to beginning work on the associated item(s). Testing: Furnish required testing necessary for quality control. This includes compaction testing for backfill, aggregate layers, and pavement; and proctors for soil and gravel materials. For sewer lines it includes a mandrel test, a low-pressure air test, and internal TV inspection of the completed lines. For water pipes it includes pressure and bacteriological testing. For any storm drain 3 pipelines it includes low pressure air testing. For cast in place concrete, it includes air entrainment, slump, and concrete strength test cylinders. Use the services of a qualified testing firms to conduct the required testing. Provide electronic copies of all test results to the Engineer and Owner, together with a final organized report for submittal to, and approval of, the City of Rexburg for the project. Quality assurance will be provided by the Engineer or authorized representative observing testing used to establish compliance with the specifications. Give at least 24 hours advance notice for needed observation. Surveying: The Engineer has conducted a topographic survey of the work area, on which the design is based. The Engineer will provide construction staking for all principal elements and a three-dimensional surface model in AutoCAD for the Contractor’s use in preparing control for GPS-guided equipment. The Contractor will be responsible to further lay out the work from the information provided by the Engineer. Storm Water Permit: Follow the attached SWPPP to make appropriate provision to minimize on- site erosion, prevent runoff to the adjacent properties, and construct stabilized construction entrances for construction traffic onto existing public roadways. If applicable, make application and obtain an Idaho General Construction Permit for the worksite prior to beginning construction (note: the work is in a natural bowl area with no outlet or connection whatsoever to any surface waters, so it might be exempt from Permit requirements). Coordination with Other Contractors: Additional work within the subdivision for home construction, landscaping, and electrical lighting may be performed by others coincident with some of the work of this project. Coordinate with such other contractors as required to accommodate trenching, placement of underground conduits, avoidance of conflict in working areas, and other similar items necessary to achieve an effective coordination between different contractors working on this subdivision. Coordination with Regulators: Coordinate fully with representatives from the City of Rexburg and the Idaho Department of Environmental Quality who may periodically visit the jobsite to review progress and adequacy of the work. Record Drawings: Keep an accurate and detailed record of the as-constructed information for all facilities constructed on this project, using the design Drawings as a basis. For buried facilities such as water valves, provide measurements to at least two surface landmarks to facilitate future location. For water and sewer services, record the station of the connection as determined from the Drawings or distance from the center of a nearby manhole or valve. Warranty: Warrant all materials and workmanship on this project for a period of not less than one year from the date of project acceptance. Retain performance bond in effect or provide other Owner-approved security during this period as evidence of warranty. STANDARD SPECIFICATIONS AND STANDARD DRAWINGS Specifications and Standard Drawings for this project will follow the Idaho Standards for Public Works Construction, 2020 Edition. Following are listings of the specific Specification sections and Standard Drawings intended to be applicable to this project. Materials to be used on this project are specified in a subsequent section of these Special Provisions. Work on this subdivision is intended to also follow the City Standards for infrastructure work. Notify the Engineer of any conflicts between the City Standards and the Standard Specifications. PROJECT-SPECIFIC CHANGES OR CLARIFICATIONS TO THE STANDARD SPECIFICATIONS The following Special Provisions amend, modify, change, or clarify the Standard Specifications as necessary for this project: 1) Section 201 Clearing and Grubbing: Immediately notify Engineer of any obstructions or utility conflicts encountered not identified in the Drawings. 2) Section 204 Structural Excavation and Compacting Backfill: Make extra effort and provide suitable equipment to properly and thoroughly compact around water valves, manholes, and any catch basins. 3) Section 303 Exploratory Excavation: Use exploratory excavation as needed to determine location of existing buried pipelines and potential utility conflicts. Do not operate equipment for exploratory excavation of existing utilities without a worker in the excavation guiding the excavation work. Exploratory excavation is incidental to other items of work. 4) Section 305 Piping Bedding: Use Type I pipe bedding sorted from available excavated material; or at Contractor’s option and without additional cost, furnish and use Type I or III bedding material. Use Class A-1 or Class B-2 bedding system as appropriate for the type of bedding material being used. 5) Section 306 Trench Backfill: Use Type A-1 trench backfill and compaction (mechanical). 6) Section 307 Street Cuts and Surface Repairs: On previously constructed stubs of Paul Revere Drive where existing pavement is to be removed to facilitate and match to new construction, cut existing asphalt full depth prior to attempting any pavement removal. Then 6 carefully remove existing asphalt in a manner to eliminate potential damage to remaining asphalt. Use Type “P” surface restoration. An Excavation Permit from the City is required prior to working within any public rights-of-way. 7) Section 401 Water Pipe and Fittings: An alternate pressure acceptance test is to pressurize the pipeline to 150 psi and hold for two hours with no more than a 5 psi pressure drop. 8) Section 402 Hydraulic Valves: concrete collars are not required in landscape areas. 9) Section 403 Hydrants: Follow the City standard fire hydrant installation as detailed on the Drawings. The isolation valve is included with the hydrant installation. 10) Section 404 Water Service Line and Meters: Water meter boxes, meters, and radios will be purchased and installed by homeowners when they arrange for service from the system. 11) Section 502 Manholes: Do not use steps in manholes. Interior lining and testing of manholes are not required. 12) Section 703 Cast in Place Concrete: Use Class 4000A(B) or 4000A(B)F (4000 psi) for all concrete on this project. Demonstrate reduction of aggregate ASR in the concrete mix design(s). Do not exceed 30% of the total cementitious material for fly ash, if used. Place, screed, and then float freshly placed concrete with a magnesium float – no steel troweling. Apply light broom finish in the direction of drainage. See the “Materials” section of these Special Provisions for surface retardant and curing compound. 13) Section 802 Crushed Aggregates: Use Type I (3/4” crushed) material for all crushed aggregate on this project. 14) Section 803 Plant Mix Aggregates: Use ½” size gradation (commercial mix) and provide a Marshal, Superpave, or other acceptable asphalt mix design for review and approval. 15) Section 805 Asphalt: Use PG 58-28 asphaltic concrete for pavement and street repairs. 16) Section 2050 Construction Geotextiles: Use Type I (moderate survivability) non-woven subgrade separation geotextile. Provide submittal for review and approval prior to ordering material. PROJECT-SPECIFIC CHANGES OR CLARIFICATIONS TO THE STANDARD DRAWINGS The following special provisions amend, modify, change, or clarify the Standard Drawings as necessary for this project: 1) SD-303 Street Cuts and Surface Repair Details: A 12” minimum local cutback of the existing asphalt is required prior to placing new asphalt material. 2) SD-401 Water Service Connection: Extend the water service line to the length indicated on the Drawings. The meter box will be “spliced in” by the homeowner’s contractor when service is to be activated. 3) SD-406 Valve Box and Lid Detail: Concrete collars are not required in landscaped areas. 7 4) SD-501A Standard Manhole Precast Base Type A: Use invert elevations shown on the Drawings to provide the required slope and fall in the manhole channels. 5) SD-508 Manhole Collar: Concrete collars are only required in hard-surfaced areas. Reinforcing steel is required in the collars. MATERIALS Use the following material specifications for this project: Water AWWA C-151, cement mortar lined, Class 50 or 51 ductile iron pipe with rubber gasketed joints US Pipe, Pacific States, or approved equal. AWWA C-509/515 resilient seated gate valves (10 in. and smaller), Waterous, Mueller, or approved equal. AWWA C504, Class 150B resilient seated butterfly valves (12 in. and larger), Keystone, Kennedy, or approved equal. AWWA C111 & C153 ductile iron fittings, Class 350, Tyler Pipe, or approved equal. AWWA C-502 fire hydrant to match Rexburg standard, with isolation valve as detailed on the Drawings, Mueller Super Centurion 250, or Rexburg-approved equal. 1” full circle bronze tapping saddle with AWWA corporation stop for services. Mueller, Ford, or approved equal. 1" AWWA C-901, Class 200, SDIR 7 polyethylene service line, JM Eagle, or approved equal. Sewer ASTM D-3034 SDR 35 PVC sewer main and service lines, JM Eagle, or approved equal. Prefabricated wye fitting (preferred) or “Inserta Tee” for sewer service connections. Storm Not applicable. Concrete Grade 60 steel reinforcement (where used). A-36 steel for dowel bars. Class 4000A(F) concrete for curb and gutter, Class 4000B(F) for sidewalk. Provide mix design for approval and show ASR mitigation in accordance with ASTM C-1567, with fly ash limited to 30% maximum. 24” x 48” cast in place, replaceable ADA tactile panels (detectable warning strips) in brick red color for the ADA access (where used), ADA Solutions, or approved equal. 8 ½” closed cell polyethylene foam expansion joint filler with removable top strip for expansion joints, Nomaco Fastflex, or approved equal. Limestone color polyurethane based sealant for sealing the top of completed expansion joints, Sikaflex-1C SL, or approved equal. Monomolecular evaporation reducer for freshly placed concrete, BASF Confilm, or approved equal. Resin and water-based curing compound for finished concrete, WR Meadows 1100 Clear, or approved equal. Streets Type I non-woven, moderate survivability subgrade separation geotextile fabric, Mirafi, Amoco, or approved equal. 6” minus uncrushed aggregate (granular borrow) and ¾” (Type I) crushed aggregate. ½” asphalt plant mix aggregate gradation, with PG 58-28 asphaltic concrete for street pavement. Provide mix design for approval.
