This plan is to be implemented and followed by the contractor constructing the improvements of this subdivision development project. Administration The following administrative activities are required of the contractor as part of this SWPPP. 1. Apply for a Storm Water Permit (NOI) through DEQ’s Idaho Pollutant Discharge Elimination System (IPDES) E-permitting system and pay the required fee: https://www2.deq.idaho.gov/water/IPDES/. Idaho DEQ has jurisdiction for storm water pollution prevention associated with construction activities in Idaho under the statewide General Construction Permit. Pay the required permit fee. 2. Follow the provisions of DEQ’s IPDES “Users Guide to Permitting and Compliance (Vol 5 – Storm Water) in the implementation, management, and completion of this SWPPP: https://www2.deq.idaho.gov/admin/LEIA/api/document/download/14835. 3. Keep a copy of this SWPPP available at the office of the owner and contractor, and post on the jobsite so as to be available for review and inspection by appropriate officials and interested parties. 4. File a Notice of Termination upon completion of construction and establishment of permanent vegetation or landscaping sufficient to control storm water pollution runoff from the project site. Best Management Practices Contractors working on the subdivision construction and development are required to implement the following best management practices (BMP’s) for controlling pollution and storm water runoff during construction. 1. Conduct work during the time of year when the likelihood for runoff is at its lowest. Avoid if possible, or minimize construction activities, during the spring snowmelt runoff, anticipated rainy season (early spring), and days when there is, or is expected to be, heavy precipitation on disturbed areas. 2. Limit construction to the minimum area necessary to construct planned improvements. 2 3. Construct stabilized construction entrances with pit run gravel or metal racks at the intersection of subdivision streets with the existing public roadway (Jefferson Drive). 4. Use a water truck and have one continually on-site during construction to sprinkle construction areas with water to control dust and wind-blown transport of sediment to adjacent properties. 5. Place inlet protection in the gutters next to the existing catch basins to prevent sediment from entering the storm drain system. 6. Construct detention ponds or broad ditches in low-lying areas of the construction site of sufficient size to handle anticipated runoff and allow for sedimentation of waterborne silts. Temporarily grade the site to drain to the detention areas. 7. Implement appropriate best management practices for preventing and controlling stormwater runoff from the construction site as set forth and described in DEQ’s Catalog of Storm Water Best Management Practices: https://www2.deq.idaho.gov/admin/LEIA/api/document/download/14968 Maintenance Contractors working on the subdivision construction and development are required to implement the following maintenance procedures as part of the SWPPP. 1. Inspect the storm water pollution control measures on a weekly basis and also during and immediately after rainfall and/or runoff events. 2. Keep a continuous log of inspection results with particular emphasis on noting areas not meeting expectations, improvement efforts made, and success or failure of modifications made. 3. Promptly repair any deficiencies discovered and modify or enlarge measures as necessary to properly accommodate observed runoff conditions and pollution potential. 4. Modify the SWPPP and implement new or different storm water pollution control measures as required to address any persistent deficiencies or inadequate capacity observed in the present plan. 5. Replace or rehabilitate water pollution control measures as required as their capacity is used up during construction (e.g., stabilized construction entrances becoming full of mud, detention areas filling up with silt, etc.). 6. Inspect and maintain BMP’s in good working order after completion of construction until permanent vegetation has re-established in disturbed areas. -- End of SWPPP --
