AND BE IT ORDAINED BY TlIEAYOR AND COUNCIL OF THE CITY OF P.EXBURG, IDAHO:
SECTION 1. This Ordinance shall be and is hereby termed THE ANUAL APPROPRIATION
BILL of the City of Rexburg, Idaho for the year 1950.
SECTION 2. There is hereby levied upon all taxable property within the City Limits
of the City of Rexburg, and subject to taxation for the City purposes of said
City Gove~nment at the rates following:

For General Hevenue purposes ten (16) rnills on each dollar of assessed valuation.
For Streets anda Allays spacial fund four (4) mills on each dollar of assessed
valuation.
For Eunicipal Health and Sanitat,i.on special fund ::ne (1) mill on each dollar of
assessed valuation.
For City Park Fund two (2) mills on each dollar of assessed valuation.
For Lunicipal Library Find one (1) mills on each dollar sf assessed valuation.
For ..:itreet Lighting Fund four (4) mills on each dollar of assessed valuation.
For For MW1icipal Airport Fund one and one-half l~) mills on each dollar of
assessed valuation.
For Municipal Dond Interest and Sinking Fund three (3) mills on each dollar
of assessed valuation.
For Municipal Police Retirement Fund one-half .50) mills on each dollar of
assessed valuation.
For municipal Special Improvement District Guarantee Fund one'mil(l) on each
dollar of assessed valuation.
SECTION 3. The Clerk is hereby empowered and directed to certify the foregoing to
the propper officers of Madison County, Idaho, for entry upon the tax rolls of said County
for collection in propper manner provided by law.
SECTION 4. The City Treasurer is hereby empowered and directed to
received on account. of taxes hereby levied, and trom ail other sources,
funds for which levies are made and to which moneys are appropriated as

F. STREET LIGHTING DEPARTMENT - From the moneys received on account of taxation there
is hereby appropria~ed to the Street Light Dept. the Sum of '5,700.00.
G. :MUNICIPAL ~IRPORT FUND - From moneys i'eceived from tazation and other available
sources, there is hereby appropriated to the Airport Fund the Sum of $2,200.00.
H. BOND INTEREST AND SINKING FUND - From'moneys received on account of taxes levied
and other available sources, there is hereby appropriated to the Bond Interest and Sinking
Fund, for the payment of interest on outstanding Bonds and for the payment of maturing
installments on such indebtedness, the sum of $8,000.00. _
I. POLICE RETlRElffiNT FUND - From moneys received on account of taxation there is
hereby appropriated to the Police Retirement Fund the Sum of $725.00.

J. MUNICIPAL SPECIAL IMPROVEMENT DIST, FUND - From the moneys received on account of
taxes levied, there is hereby appropriated to the Special Improvement Fund, the Sum of
$1,450.00.
K. All revenues of the City of / Rexburg received during the fiscal year 1950 not
hereby otherwise appropriated, are hereby appropriated to the General Fund of the City.

SECTION 6. This ordinance shall take effect and be in force from and after its passage
and publication as required by law.

SUCH RULES AND REGULATIONS SHALL NO! BE CONSTRUED AS PERtITT1ING VIOLATION OF
FEDERAL LAW OR STATE STATUTE AND PROVIDING THE PENALTIES FOR THE VIOLATION OF THE
ORDINANCE: PROVIDING ~ SAVING CLAUSE AND REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONfLICTtlREWITH.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF REXBURG, IDAHO:

Definitions of terms:
(a) The term person means any individual, firm, ao-partnership, corporation, company,
association, joint stock association or body politic and includes any trustee, receiver, assignee or
other similar represent~tive thereof.

(a) All aeronautical activities at the Rexburg Municipal Airport, and all flying of
aircraft departing from or arriving at the Rexburg Municipal Airport, shall be conducted in conformity
Dith the current pertinent provisions of the Civil Air Regulations issued by the Civil Aeronautics
Joard.
(b) The Airport Manager may suspend or restrict any or all operation so vdthout
regQrd for the weather conditions whenever such action is deemed necessary in the interest of safety.
(c) The Airport Manager shall at all times have authority to take such action as may
be necessary to safeguard the public in attendance at the airport. Every pilot, mechanic or other
person employed on or using the airport shall cooperate with the airport" management to enforce these
rles and to see that all persons on the premises use due care and caution to prevent injury to
persons or damage to property.
(d) Instructors vJill fully acouaint their students with these rules and shall be
responsible for the conduct of students under their direction during dual instruction. 1,"lhen a student
is flyine solo, it shall be his sole responsibility to observe and abide by these rules.

(a) Aircraft engines shall be started or TIarmed up only in the places designated for such
purposes by the Airport Manager. At no time 'shall en,:;ines be turned up when hangers, shops, other

cranked, a competent operator shall be at the conLrols and the v!heels chocked. No person shall fly a
