HomeMy WebLinkAboutRiverwalk - PUD Master Plan Narrative - 2022.09.30 Location and Zoning Riverwalk will be located on a parcel of land containing approximately 1.85 acres of land at approximately 301 E 7th N, in Rexburg, ID. The property is zoned as MDR1 (medium-density residential 1), with the base allowable density of this zone being 16.00 units per net developable acre (NDA). The maximum density allowable in the MDR1 zone is 22 units/NDA. The adjacent property to the north is currently being used as a commercial development. The land to the south is currently being developed as multi-family housing. The lots to the east are mostly multi-family housing developments and some single-family homes. Statement of Intended use Riverwalk is a planned, brand-new affordable 40-unit community apartment development in the heart of Rexburg, Idaho situated near the South Teton River and the Teton River Trail, its intent is to be an affordable addition to the growing housing market of the city, acting as a natural transition between the quiet life of Madison County into the businesses of North Rexburg, including restaurants, fast-food, fuel stations, a cineplex, and bowling. Riverwalk will provide an affordable option for young families and aging seniors wishing to remain close to the amenities afforded by the city, including BYU-I campus, less than 2 miles from this location. The community will contain multiple green stretches, a proposed park and access to approximately 2 miles of trails along the South Teton River, less than a half mile from the complex. With a central theme and a modern feel, this apartment development will bring increased value and variety to the growing landscape of northern Rexburg. Ownership and Control The development and oversight of this project will be performed by Venture Builders. The ownership entity for this project is Rexburg Riverwalk LLC. The majority owner of Venture Builders and Rexburg Riverwalk LLC, Bron Leatham, has been the developer of various projects in Rexburg, including: 1. Teton River Flats Condominiums, a 92-unit condo project on the north end of Rexburg 2. Juniper Sands Apartment, a 144-unit community housing project in south Rexburg Bron Leatham, the majority owner of Venture Builders, has roots in the community of Rexburg going back 5 generations. He owns and operates a local business, Cedarpoint Trucking that employs 90 individuals in the community. He has a vested interest in the prosperity of Southeastern Idaho. Construction Phasing Construction for Riverwalk is anticipated to occur in two phases. With existing sewer and power connections on the southern border of the property, phasing will begin with the first four planned 4-plex buildings on the north end of the development as well as all of the parking for the project. Development will continue south along the flag shaped property connecting to 7th N. Phasing will continue with the three planned 8-plex buildings along the east side of the property. Bonus Density To allow for the proposed density in Riverwalk, a bonus density is sought to exceed base density of an MDR1 zone for the proposed development. As previously outlined, the base density allowed in an MDR1 zone is 16.00 units per net developable area. The density coefficient for the MDR1 zone is 0.06 with a maximum allowable density points awarded being 100 points. Under the base zoning regulation, the maximum number of allowable units for the Net developable area is 29 units. As proposed, the project exceeds the allowance of unit density by 11 units, therefore that increase in property density is sought by the developer with approximately 100 bonus points required to do so. “In order to receive a density bonus, the development shall have received bonus points from at least one design component in each of the following categories: energy efficiency, building design, design theme, parking areas, landscaping, and open green space.” (10.09.010 Planned Unit Developments). There is a total of 665 total possible points identified within Rexburg’s Planned Unit Development categories. Through evaluation and changes made to the design and construction of the property, Venture Builders LLC intends to seek points for the following categories: Energy Efficiency Insulation: All dwellings in the Teton River Flats development will have advanced blown in cellulose insulation which will exceed the requirements of the International Energy Conservation Code (IECC), in addition to large dual-pane Low-e windows at bedrooms, kitchen and three windows in the living room Building Design Materials: Exterior materials for all buildings in the Riverwalk development will be made of long-lasting materials including: Natural Cedar Siding Coated with a Lifetime Finish Stucco Powder-Coated Steel Accessories Metal Fascia and Soffit Vinyl Windows Stone Veneer Roof Materials: Thermoplastic Polyolefin (TPO) Membrane Design Theme: Shared Theme: With slight variations in coloring, the entire development will share a central theme of design and accent Recreational Amenities Active Recreation: The proposed development shall include planned access to existing pathways and trails along the nearby Teton Riverfront, as well as a playground and park structure. The proposed park will act as the central facet to the community, with a large green space, a small dog park as well as a playground, covered pavilion, and barbeque area. These amenities will be available to all through the COA, adding to the sense of community and overall quality of living Sidewalks in the complex will be “meandering”, wider in size and wind throughout the area allowing for tenants to enjoy the upgraded landscape Parking Area: Screening: Parking lots of twenty (20) or more stalls are screened from view by means of berming or landscaping around the perimeter of the parking lot. Bicycle Parking: Unsheltered bicycle parking will be constructed throughout the complex. Landscaping: / The number of trees, shrubs and perennials planted throughout the property will exceed the number required and will be finished similarly to our previous and nearby project, Teton River Flats Condominiums. Dumpsters: will be hidden in enclosures which flow with the overall theme of the complex Open Green Space: Multiple Use: Storm water detention system will be integrated beneath the green spaces of the complex to return it to the water table Legal Description (Boundary) Lot 1: Located in the Southwest Quarter of the Southwest Quarter of Section 17, Township 6 North, Range 40 East of the Boise Meridian, Madison County, Idaho more particularly described as follows: Beginning at a point that is North 89°31’34” East 756.99 feet along the South section line of Section 17 from the Southwest corner of said Section 17; and running thence and continuing along the south section line of said section North 89°31’34” East 101.80 feet; thence North 00°00’09” West 330.97 feet; thence North 89°59’51” East 120.98 feet; thence North 00°28’26” West 109.83 feet along a fence line; thence South 89°30’57” West 302.50 feet along a fence line; thence South 00°28’26” East 209.73 feet along a fence line; thence North 89°31’34” East 15.00 feet; thence South 00°28’10” East 89.00 feet; thence North 89°31’34” East 62.00 feet; thence South 00°28’26” East 141.00 feet to the south line of said Section 17 to the point of beginning.
