Chairperson Smith opened the work meeting at 5:00 PM.
5:00PM – Work Meeting: Comprehensive Plan – Logan Simpson – Emily Morales – Community
Planner – Her firm has done Comprehensive Plans for assorted sizes of communities and
geographic areas in Idaho. She has held many meetings with community members.
Overview of Project: Purpose of the Comprehensive Plan: To ensure that policies and programs
accommodate the challenges and opportunities associated with growth and support the City in being
“America’s Family Community.” The plan will look at land use and development patterns, major
infrastructure and facilities, resource allocation, economic development, park, and open space
planning, and more.
Timeline: The Comprehensive Plan is scheduled to finish in January to April of 2023. During phase
1, we will create a community vision. This is a vision to guide the planning document. We take the
work in phase 1 to support the opportunities and choices in phase 2. During phase 2, the
community will be able to take part in workshops to shape the goals and objectives of the plan.
Some of the goals and objectives and ideas for the plan have been developed already. Phase 3 will
focus on preparing the draft of the plan. The community will be engaged to review the plan draft as
a .pdf and make comments. There will be an open house held sharing the key components of the
draft with the community. She asked for any comments on the timeline. Aaron asked if phase 2
could start in six (6) weeks. Emily answered this is the plan. The only time the timeline would be
adjusted would be to allow people to participate. Feedback on questionnaires will have to be
summarized quickly to continue to the next steps. The hope is there is at least two (2) weeks that
people will have the mailed notice in their homes to participate. Community participation may not
be as effective after the second or third week in November through the end of the year.
Randall asked when the city reached out recently with surveys. Community involvement was
encouraged for the work meetings to make the changes to the Comprehensive Plan Map. Sally
asked how Emily plans to encourage community participation. Emily’s recent experience, since
COVID, has been there will be greater participation by people online.
Expected Deliverables: The goal is to look at existing conditions to present them in a graphic
manner to reduce the amount of text in Rexburg’s document. The Community Vision will be refined
by the online questionnaire. Opportunities for participation will be communicated to the
community. The plan document will have strategies, goals, and a way to integrate health due to the
grant with Blue Cross of Idaho. This is a similar project to that of Driggs. There is a strong

relationship between your built environment and the way that you live. We will find ways to make
those connections.
Roles of the Steering Committee: They will help review and comment on the materials that are
produced. They will be a sounding board for key concept and alternatives, and function as advocates
for the plan. (Steering Committee members list was shown.)
Tools for Engagement: The City of Rexburg’s website, social media websites, in-person events:
farmer’s market and golf tournament are sounding boards. There will be online questionnaires at
every phase of the project. An image was shown of the 4th of July event with a board covered in
post-it notes. Vince asked about the success of the 4th of July event. Alan answered the strongest
messages were a desire for more shopping and restaurant options. Emily encouraged the
Commissioners to share the links with their networks and share the information with their
neighbors. “Engage Rexburg” through the City’s website will be a way to find out what is going on
in Rexburg. Information cards at the in-person events are being distributed with a direct link to the

Growth, Preventing Rexburg from being large-city mentality, Finding Green Space, Student
Inclusion, Bike Paths, Balancing quality of life of long-time residents with needs of growth,
projecting the appropriate land use designations in the growth area, road construction and
maintenance, proper residential zoning, traffic congestion, restaurants and hotels that stay,
projecting commercial growth areas, balancing the commercial offerings that continue to
strengthen the community, while maintaining safety and residential offerings.
Balance of long-term resident values with those who are moving in; the values of Rexburg
are enticing, but the mindset from those coming from other places is different. The rural
community is desired with the large shopping opportunities found in big cities. Synergy with
the college is important; there needs to be a good relationship between the residents and the
students that are visiting. In other University towns, there is community involvement with
the school through things like sporting events. Rexburg is unique in that way because this is
not present. More married students are attending community events. There is not a lot for
the single students to do outside of their small groups on campus. The disconnect is
between the campus community and the city; a bridge is needed. Free anything may draw the
students out. Talk about the student population in the past being more local than it is now.
Emily talked about the residents knowing resident things and the college knows college
things; there is not cross-information between the two places. There is nothing on campus
that attracts the residents. When Commissioners were younger, the campus was more open.
Weather may be a factor as well; certain times of the year or certain semesters or terms have
colder weather making outdoor activities more limited. Possible animosities exist from long-
term residents dealing with the inconveniences of the influx or outflux of students.
Agriculture-based community shifted when growth happened on campus. Growth is
imminent. Long-term residents do not like the attitude portrayed what is mine is mine and
what is yours is also mine. Ricks College was a community college, now as BYU-Idaho there
is more of a difficulty for the college to share their assets. Groups that do not respect
facilities ruin the opportunity for others. The goal if for betterment. How can working on a
Comprehensive Plan affect intercommunity relationships? Someone needs to raise a white
flag first.
• How can the city best respond to current/future market demands for land use changes
(residential, commercial, and industrial)?
The city needs to be proactive with the maps, zoning, etc. As we change, we need to be
specific for different areas and needs. A trend was identified of residential moving to
Madison County. What is left becomes student housing; some neighborhoods are not
neighborhoods anymore. Clarification was made on the previous comment: more of the
larger lot subdivisions are going in the county. There needs to be an easing of pain from
rural to city, maintaining the quality of life. How can this be included in the Comprehensive
Plan? Emily says it does start in the Comprehensive Plan and the plan would shape zoning.
Balance between catering to developers and meeting the needs of long-term residents.

There needs to be collaboration with the community, open and honest discussion to create
clear and concise guidelines. Regentrification is an interesting concept. Starter homes and
townhome price points were discussed; Rexburg is not meeting the demand. There is not
enough commercial to support the residential. No one wants affordable housing in their
backyard. Commercial and industrial development supports park acquisition; incentives are
needed. Going forward toward the future, a plan is needed with some flexibility to adjust.
The Comprehensive Plan is a guiding document. Change is going to happen.

1. (22-00258) – Land adjacent to 2332 W 2000 S – Rezone from Low-Density Residential
2 (LDR2), Medium-Density Residential 2 (MDR2), and Community Business Center
(CBC) to Low-Density Residential 3 (LDR3). This parcel was recently rezoned from
Low-Density Residential 1 (LDR1) to Medium-Density Residential 2 (MDR2) (21-00189).

portion of the parcel being rezone is twenty (20)

Commissioner Questions: None
Staff Report: Alan Parkinson – This is property that was recently rezoned prior to the
citywide Comprehensive Plan Map change. The Applicant has requested to lower the zone
to LDR3. This matches the densities, but MDR or higher requires sidewalk connectivity. The
connectivity needs to be to University Blvd. Iron Horse is putting in some of the sidewalk
connectivity, so this developer would connect to theirs for the MDR2 zoning. The LDR3
would not require the sidewalk connectivity. Keith says a Traffic Impact Study has been
done or it is underway. 12th W and University Blvd. has stoplight bases in. The city is waiting
on delivery of the poles, which are on backorder. Staff requests if the Commission
recommends approval, they also request to waive the three reads at City Council, since this
request has already been through three reads on the City Council level to obtain the MDR2
zoning and this request tonight is for a lesser density zone.
Commissioner Questions: Vince verified the land was annexed in 2001. Did Keith have
any concern with the utilities? Alan said no. Vince would be in favor of the downzoning,
but he knows sidewalks are an issue due the increased traffic in this area. Alan said in the
LDRs, the sidewalk must connect to the street front. On the parcel frontage, sidewalks and a
boulevard strip will still have to be built. The developer will be required to build internal
sidewalks. Vince asked if the RV Park is required to have sidewalks. Alan said the frontage
on the RV Park will require sidewalks and connectivity. Randall asked about connectivity
for bicycle paths. Alan said there is a plan from Hwy 33 to the north for bicycles along 12th
W. Eric confirmed the proposal is to rezone a portion of the property that is twenty (20)
acres. Todd asked about the developer participating in the cost of the infrastructure of the
area; Alan said this is not collected for sidewalks.

Conflict of Interest? – Chairperson Smith asked the Commissioners if they have a
conflict of interest or if they have been approached by any parties relative to this particular
subject. If you believe your prior contact with respect to this subject has created a bias, you
should recuse yourself, otherwise at this time please indicate the nature of your conversation
or contact. Chairperson Smith owns property within three hundred (300’) feet, but she
does not stand to benefit whether this zone change happens or not.

Commissioner Discussion: Eric says he sees the change would represent a good zone
transition. Vince said he sees the higher density among undeveloped fields. Aaron asked if
anyone sees an issue with the request to waive the third read. No one has an issue.
MOTION: Motion to recommend the City Council approve (22-00258) the Rezone
from Low-Density Residential 2 (LDR2), Medium-Density Residential 2 (MDR2),
and Community Business Center (CBC) to Low-Density Residential 3 (LDR3), with
the recommendation the three readings be waived by City Council, because it is a
fitting transitional land use based on the location of the zoned area. Action: Approve,
Moved by Aaron Jensen, Seconded by Randall Kempton.
