Public Hearing for Annexation of properties 795 S 5`f' W in the Rural Residential 1 (RR1) zone into the
City of Rexburg on July 6, 2022, to Medium Density Residential 2 (MDR2) zone.
We, the undersigned Robert D. Pyle, and Pamela S. Pyle, residing at 776 S. 51h W. since May 2015; our
affiliation to this proposal is as a neighbor. We would like to submit this letter as written comments to
this hearing of said property.
Within a quarter of a mile radius there are six existing large apartment complexes, Mesa Falls, Eden,
Hyde Park, Countrywide, and Rocky Mountain Townhomes. There is also one other apartment complex.
Continental, further north on West Th South and 5" West is in close proximity.
As a neighbor we are against rezoning this said property to MDR2 zone. Our reasons are thus:
• This neighborhood has had the above -mentioned apartment dwellings impact the area, to add
more apartment dwellings would have a serious impact on the infrastructure and safety to the
residents that reside on 5ch West.
• The size of the selected piece of property appears to question what the developer has in mind
and if there is enough land suitable. The residents should be informed of the plans before the
council approves this action.
• The traffic on the roadway has increased substantially since the building of Mesa Falls and the
Eden apartments.
• This traffic has impacted the roadway past design and construction. This has resulted in
deterioration and neglect of the street.
• The traffic safety has seen an increase in speeding by the vehicles, making it difficult for people
riding bicycles and pedestrians. Just walking across the street to the mailboxes is a traffic
hazard. Some neighbors have commented that it can take up to 5 minutes to cross the street.
• With the increase of population on 5"' West, there is a need for additional sidewalks, street
lights, and markings on the street for traffic and bicyclists.
• With the influx of people now living on 5"' West there needs to be more green space available
for parks and recreation. This property with the added land next to it would be ideal for future
parks and recreation development.
The main concern to additional apartments locating in this area would be the number of people this
would add to the existing number already on 5`h West. Residing on this street indicates to us that the
impact would be far too great.
We feel that Rexburg City has seen a substantial growth of apartment complexes to the point that a
study should be made to see if the city is at the saturation point. We understand that many of the
current apartment complexes are not at capacity, and that now some owners are beginning to sell as
townhomes and condominiums to maintain their profit margin.
