City Council Work Meeting
August 2, 2000
Present were the following:

The tentative budget was discussed at length, including water rates and wastewater rates.
After considerable discussion on normal water rates compared with bulk user rates it was
concluded that the bulk user rates should be raised by about $.02 to narrow the gap with the
normal users. It was also concluded that Ricks College rates should be based at the same rate of
other bulk users in the City.
Paul suggested that the City would not feel comfortable about operating this service for a profit,
but as well should not feel comfortable at operating it at a loss.
All users, including Ricks College, pay the same rate for sewer service.
Discussion was on the fact that NorSun presently pays one-fourth of the total revenue received,
the possibility that they could reduce their loads which would reduce our revenue, and the
possibility they could build their own sewer plant.
Several suggestions were made that the water and wastewater rates should balance to a zero
compared to income and expenses, the surcharge for NorSun not be figured in the event they
made other plans in the future and apply the surcharge 30% to cost and 70% to capital and these
rates should be reviewed every year.
