PROPERTY LOCATION: 1174 N Yellowstone hwy COMPREHENSIVE PLAN: Commercial/Mixed Use PROPOSED COMPREHENSIVE PLAN DESIGNATION: LDR1-MDR1 (Low-Density Residential 1 to Medium-Density Residential 1) CURRENT ZONING: Community Business Center (CBC) SURROUNDING COMPREHENSIVE PLAN DESIGNATIONS: (North) – Commercial/Mixed use (East) – LDR1-MDR1 (South) –LDR1-MDR1 (West) – Industrial SURROUNDING LAND USES: (North) – Commercial/Industrial Park (East) – Farm ground (South) – Drive-In & Vacant Field – Recently changed to residential (West) – Rexburg Business Park APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) § 1.04.020 Comprehensive Plan Amendment AUTHORITY: § 1.03.080 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” I. BACKGROUND No records showing activity on this parcel. The Rexburg Development Code allows for the Commission to make recommendations to the City Council regarding whether or not the property should or should not be changed on the Comprehensive Plan Map based on the criteria found in section §1.04.020. SITE DESCRIPTION The property is located east of N Yellowstone Hwy. There are commercial business parks to the north and west and vacant lots to the east and south. The property is in the City’s Impact Area. The Comprehensive Plan Map designates all the surrounding land as Commercial/Mixed Use, Industrial, and LDR1-MDR1. Community Business Center (CBC) zoned parcels are located to the north, Transitional Agriculture (TAG) to the east, Community Business Center and Medium-Density Residential 1 (MDR1) to the south, and Light Industrial to the west from the requested property. The property for this application is 4 acres. III. ANALYSIS If approved the request will result in changing the Comprehensive Plan Map from the current designation of Commercial/Mixed Use to LDR1- MDR1. The request would require the Commission and City Council to review the proposal and approve or deny this application. IV. STAFF RECOMMENDATION Staff recommends that this Comprehensive Plan Map change be considered. The Planning and Zoning Commission should take testimony in public hearing to determine if the request is in the best interest of the neighborhood and the community.
