HomeMy WebLinkAboutCOMPLETED REPORT - 21-00778 - 227 S 3rd W - Demolition of 5 homesPresented to Bart Stevens / Sundance Housing LLC House at 221 South 3R1 West, Rexburg, Idaho 10-25-2021 Presented by: Great Basin Services, Inc Blackfoot, Idaho 208-785-1767 Dave Price, Inspector Certificate # BIR110120-01 Introduction On 10-12-2021, accredited EPA Asbestos Inspector, Dave Price, of Great Basin Services, Inc., conducted a site inspection and collected samples of suspect Asbestos Containing Building Materials from the house located at 221 South, 31 West, Rexburg, Idaho. The purpose of this inspection and sample collection was to identify and locate any possible asbestos containing materials that might be present in this building, prior to Demolition/burning. The suspect ACBM samples were cataloged and uniquely labeled onsite and then submitted under standard chain - of -custody (COC) protocol to EMSL Analytical, a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory for analysis of materials using Polarized Light Microscopy (PLM), EPA/600/R-93/116 methodology. This PLM method is standard for Initial Asbestos Bulk testing. Background The house is a single story, full basement, aprox 1500 sq ft on the main floor with a double car attached garage. The outside is brick with some wood. All of the inside has plaster on the walls and the ceilings. All of the insulation found were fiberglass, in both the ceilings and walls. The roof had newer shingles. The basement had ceiling tiles and wood paneling over plaster on the walls. There was floor tile and sheet vinyl found in the basement and also on the main floor. Sampling Dave Price, accredited Asbestos inspector, collected a total of 20 original PLM samples of suspect Asbestos Containing Building Materials (ACBM) from the house. These 20 samples were analyzed, at the lab using the PLM/600/R-93/116 methodology and broke down into a total of41 individual materials that were analyzed separately. All of the original samples were of materials that were identified as possible, or suspect asbestos, as per EPA testing methodology. In this sampling scheme, sampling locations and number of samples were selected so that they were representive of the homogeneous sampling areas with regard to the material present and it's potential asbestos content. The sampling scheme was designed to be comprehensive and intended to identify ACM that might be disturbed during Demolition/ Renovation activities. The initial testing method used is a Polarized Light Microscopy ( PLM) method. This is an EPA accepted method for Asbestos testing. ACM ,under current regulation, is defined as material with an asbestos content of Greater than I %. Any sample analyzed by "polarized light microscopy" ( PLM) method, as containing "Greater than 1 % Asbestos", will need to be re -analyzed using an EPA 400 point count method with Gravimetric Reduction, or be assumed to be ACM. The EPA 400 point count is a more precise and accurate method of analyzing a sample for asbestos. In some cases, point counting can provide a lower percentage of asbestos in a sample, to an amount of asbestos under the EPA threshold amount. Point counting a sample will not always reflect a lower percentage of asbestos. The type of materials tested, and the percentage of asbestos found using the PLM method, can affect the point count results. All samples were sent to EMSL Analytical, San Leandro, California. ( see attached accreditation cert for lab) Conclusions The following identifies the sample Numbers, sample materials tested, and location of sample. Out of the 41 individual PLM sample results, 3 individual sample results indicated that asbestos was present. EPA regulations for asbestos testing state that if a sample tests at " Greater than 1 %" asbestos, it is considered to be Asbestos Containing Materials ( ACM). If any material is found to contain 1 % or less asbestos, by EPA rule, the sample is considered to be non -asbestos material and can be disposed of as general construction debris. 1. SV-0I vinyl floor tile. This sample was separated from the SV-01 sample from the main floor bathroom. This is the floor tile under the sheet vinyl. Aprox 30 sq ft. This material tested at 2% asbestos 2. B-SV-01 This is the sheet vinyl flooring in the basement bathroom. This is aprox 30 sq ft. This material tested at 20 % asbestos. 3. B-SV-02 This is the sheet vinyl flooring from the NE corner storage room. This is aprox 38 sq ft. This material also tested at 20% asbestos. The materials listed above have tested positive for asbestos and are considered to be Asbestos Containing Material (ACM), by EPA. These are all above the EPA regulated amount for Asbestos Containing Material, which is asbestos content "Greater than 1 %". EPA does not regulate or over see asbestos removal and demolition on single family dwellings, unless there are 4 or more houses or Dwelling areas that will be impacted and demolished at one time. Because there are 5 houses that will need to be demolished for this project, an EPA notification will need to be filed for the demolition and possibly the asbestos removal, depending if asbestos is found in the houses. Also, because there are 5 houses, any asbestos removal will need to be done by an EPA approved removal contractor using EPA approved removal methods, with trained and certified workers. All Asbestos material removed will need to be disposed of at an EPA approved landfill that accepts asbestos as required. If this building were a private single family dwelling, or under the total of 4dwellings units, the home owner would be able to do the removal himself, providing that all EPA rules for removal and disposal are followed. This does not mean that he can hire workers, or others to do the work for him, the homeowner must do the work himself. * Be advised that there are 3 samples of floor tile from the basement that do contain trace amounts of asbestos. All of these are Less than 1 %. EPA does not consider the sampled material to be ACM. It can be disposed of as non -asbestos waste along with the general construction debris, providing that grinding or burning will not be done on the demo material.
