SUBJECT: Final Plat Application and Permit Drawings – Rexburg View (Rexburg North)
Dear Planning Department,
On behalf of Teton Management Group, Horrocks Engineers is submitting a Final Plat Application and
Improvement Drawings for the Rexburg North project. The site was previously zoned Transitional
Agriculture and is generally located West of N 2nd E and South of E Moody Rd. The parcels included are
parcel numbers RP06N40E180018 and RP06N40E180013.
We recently had our annexation application approved by City Council on November 17, 2021. The
project site is now within Rexburg city limits and is zoned CBC (Community Business Center).
EXISTING LAND USES
Existing land use is currently residential and agricultural.
ADJACENT PROPERTY USES AND ZONE
Agricultural:
Parcels to the South (RP06N40E180015 and RP06N40E180017) are zoned Transitional Agriculture.
Commercial:
Parcels to the East (RPR6N40E173008 and RPR6N40E173012) are zoned Community Business Center.
Parcels to the Northeast (RPR4MCS0010010 and RPR4MCS0010010) are zoned Regional Business
Center.
COMPLIANCE WITH COMPREHENSIVE PLAN
This project speaks to several Land Use Goals and Objectives shown below, from ensuring that the design
is consistent and compatible with the surrounding commercially zoned adjacent properties to complying
with the existing pattern of development.
Chapter 5, #1: Promote and support a diverse and sustainable economy.
This project directly aligns with each of the below Chapter Goals:
1. Objective 1.3: Encourage expansion of business, industrial and employment opportunities that
are environmentally sensitive in Rexburg.
2. Objective 1.7: Identify and pursue strategically targeted business and industry clusters, as
appropriate.

Chapter 5, #6: Encourage the expansion of shopping and entertainment opportunities.
This project directly aligns with each of the below Chapter Goals:
1. Objective 6.2: Promote the development of neighborhood centers, in appropriate areas.
Chapter 6, #1: Preserve the high quality of life that currently exists in Rexburg and strengthen the
image of the city as “America’s Family Community.”
This project directly aligns with each of the below Chapter Goals:
1. Objective 1.1: Through the use of zoning, planning and land use encourage future development
and growth to occur in an orderly and planned fashion that fosters a sense of community and
neighborhood connection.
2. Objective 1.2: Aspire to provide for a graduated transition between the land uses of the City of
Rexburg, Sugar City, and unincorporated County and agricultural lands.
Chapter 6, #4: Promote an economically stable economy by promoting a coordinated land use
strategy, encouraging downtown revitalization and high-quality commercial and office development
in appropriate areas.
This project directly aligns with each of the below Chapter Goals:
1. Objective 4.1: Plan for and accommodate a diverse mix of commercial, office, research and
development, and light industrial in appropriate places to strengthen the economic base of
Rexburg.
2. Objective 4.2: Recognize the hierarchy of commercial needs in the City of Rexburg.
Chapter 9, #1: Provide quality public services to residents, businesses and institutions.
This project directly aligns with each of the below Chapter Goals:
1. Objective 1.1: Integrate public services, utilities and facilities into the fabric of neighborhoods so
as to create a pleasing visual appearance.
CONCLUSION
Horrocks Engineers is pleased to submit this application and associated documents to the Rexburg
Planning Department for review.
