§ 1.04.020 Comprehensive Plan Amendment
AUTHORITY: § 1.03.080 (D) “The Commission may recommend that the amendment be
granted as requested, that it be modified, or that it be denied.”
I. BACKGROUND
In March 2003, The East Main Neighborhood Association requested a change to the Comprehensive
Plan for the area west and south of Smith Park (03-00109). The request was denied due to pending
changes in the Comprehensive Plan. Randy Ashcraft called in after receiving notice of the rezone of
nearby properties and explained he grew up hearing how his Dad’s parcel at 248 Ricks Ave was
zoned part Central Business District (CBD) and part High-Density Residential 1 (HDR1). After
some research, it was determined the west ten (10’) feet was zoned Central Business District (CBD)
causing the City to stop publishing for (21-00773) Rezone to Community Business Center (CBC) &

(21-00582) Ordinance Amendment to remove Central Business District from the Development
Code.
The Rexburg Development Code allows for the Commission to make recommendations to the City
Council regarding whether or not the property should or should not be changed on the
Comprehensive Plan Map based on the criteria found in section §1.04.020.
II. SITE DESCRIPTION
The property is located south of Ricks Avenue. This property is bordered by Freddy’s on the west
and Mountain America Call Center on the south. Directly East is Park Place Condominiums. North
of this property are single family homes. The total area for the lot is 0.37 acres.
III. ANALYSIS
If approved the request will result in changing the Comprehensive Plan Map from the current designation
of LDR1-MDR1 to Commercial/Mixed Use. The request would require the Commission and City Council
to review the proposal and approve or deny this application.
IV. STAFF RECOMMENDATION
Staff recommends that this Comprehensive Plan Map change be considered. The Planning and Zoning
Commission should take testimony in public hearing to determine if the request is in the best interest of
the neighborhood and the community.
