Committee Liaison Assignments for 2020:
A. Council Member Mann: M.E.P.I. · Legacy Flight Museum · Planning & Zoning
Council Member Mann reported M.E.P.I. and the Legacy Flight Museum Committees have not met.
Planning and Zoning met and minutes from that meeting are available in the City Council Member’s
packets. He commended Planning and Zoning Administrative Assistant Tawnya Grover for typing the
meeting minutes.
B. Council President Busby: Cultural Arts/Museum · School Board · M.U.S.I.C.
Council President Busby reported the School Board will meet tomorrow; however, he is aware the first
semester has ended. The semester was successful considering all of the changes taking place with the
pandemic. The students and teachers are responding well to the changes taking place on almost a daily
bases.
Council President Busby reported on the Rexburg Cultural Arts/Museum. He took a tour of the
Tabernacle to review some of the much needed improvements. He asked Arts Director Jed Platt to make a
list of the items and prioritize them before presenting them to City Council. In order to keep the integrity of
the building intact, some items will need to be replaced. He said Arts Director Platt also mentioned
purchasing equipment to stream live events online due to not being able to hold gatherings of more than ten
people due to the pandemic.
Council President Busby reported on the Wreathburg Event: CREATE a wreath. Frames are available for
purchase at City Hall and the Museum of Rexburg (Tabernacle) for $5 each, November 23-30. Proceeds to
benefit ongoing Historic Tabernacle preservation efforts.
Council President Busby reported the M.U.S.I.C. committee has not met. Mayor Merrill commended the
Rexburg Children’s Choir for being featured on NBC Nightly News.

Council Member Walker reported Mayor’s Youth Advisory Board has not met and will not meet until
after the New Year. Emergency Services has been busy with transporting Covid-19 patients to Madison
Memorial Hospital and to other hospitals in Idaho Falls. He reported one third of the Emergency personnel
has contracted the Covid-19 virus. The Fire Stations are still closed to the public.
Council Member Walker reported the Traffic and Safety Committee met to discuss the crosswalks on
Pioneer Road and College Avenue. A study is being completed of the two crosswalk locations. Once the
study is complete they will have a recommendation for City Council to consider. They also discussed the
items presented at the Idaho Transportation Department Meeting. The committee members are requesting
additional volunteers who would be interested in serving on the committee.
Council Member Mann said he was contacted by a city resident concerned about the amount of cars that
park in front of the temple on 2nd East. There are drivers that stop to drop people off at the temple and
some stop to take pictures causing a narrowing of the road. The resident suggested a no parking sign be
posted to keep drivers from stopping in front of the temple.
D. Council Member Johnson: Trails · Beautification · Rexburg Free Clinic Board
Council Member Johnson reported the Trails Committee has not met; however, she has been working
with Recreation Director Jeff Crowther and Race Coordinator Jon Faldmo to groom a fat bike trail at the
Legacy Municipal Golf Course. A small section of the trail was groomed today and they will do another
section of trail tomorrow.
Council Member Johnson reported two city residents contacted her stating they were both interested in
serving on the Beautification Committee. She is recommending Linda Newton and Alisa Raty.

the Beautification Committee; Council Member Wolfe seconded the motion; Mayor Merrill asked

Council Member Johnson reported the Rexburg Free Clinic is doing well. The clinic is a non-profit health
care center. They recently added massage therapy as one of their services. The clinic has set up a Facebook
page and website to promote their services. The clinic is also seeking donations because they operate on a
volunteer base. Some of the items they are seeking is a massage table, dentistry x-ray machine, bands or
weights and monetary donations. Mayor Merrill said the city has hand sanitizer to donate to the clinic.
E. Council Member Flora: Parks & Recreation · Urban Renewal Agency · GIS Oversight
Council Member Flora reported she met with Economic Developer Daniel Torres and Recreation
Director Jeff Crowther. They discussed sending out a survey to city residents to determine if they should
add pickle ball court lines to the tennis courts in the city parks. The equipment improvements needed at
Nature Park were also discussed and so were the amenities needed at the new Dog Park.
Council Member Flora said she, Finance Officer Nielson and Economic Developer Torres discussed
fundraising options for the different city departments. There is a computer program named Fundly they are
considering to help raise money and accept donations.
Council Member Flora reported the Recreation Department will be opening the Winter Park this weekend
at the Teton Lakes Golf Course. They are discussing the possibility of adding a boys’ basketball camp for
children with special needs. Council Member Flora said Urban Renewal met to review the financial standing
of each district and projects planned for each district. The new district has many important projects that will
improve the community.

F. Council Member Wolfe: Airport Board · Golf Board · Police
Council Member Wolfe reported the Airport Board has not met. Mayor Merrill said there were issues with
the airport lights. The electrician working on the lights had to order a new part for the lights and it is going
to take several weeks for the part to be delivered. They determined Mountain West Electric had the part
they needed to fix the airport lights and they let the city borrow the part until the new part is delivered.
Council Member Wolfe reported the Golf Board met and were informed many people are purchasing the
bundle passes for the golf course. The Teton Lakes Cross Country Ski Rentals will open up this weekend.
Council Member Wolfe said he met with Police Chief Turman and was informed Police Officer Nathan
Dexter has graduated from P.O.S.T. and Police Officer Noah Lewis is back on duty from being injured in
an arrest. He said the Eforce Grant the Rexburg Police Department (RPD) applied for was awarded to them
in the sum of about $14,000. The RPD is in the process of hiring a new police officer due to the retirement
of Lt. Corey Foster. Detective Rick Schmitt will also be retiring from the police force, his last day is on
December 18th, 2020. The Shop with a Cop event went well considering the changes to the program due to
Covid-19. The children and officers were not able to shop at Wal-Mart together like past years; however,
they were able to hand the presents to the children and their family members in front of Wal-Mart. The
children were also able to have a free breakfast at McDonalds with the officers and their parents. The event
sponsored 35 families and 75 children. Council Member Wolfe commended Trent Cichos, the McDonalds
owner in Rexburg, for all he does to assist the community.
Staff Reports:
A. Finance: - Matt Nielson
1. Finance Report
Finance Officer Nielson reviewed the Dashboard report for the end of Fiscal Year 2020. The Cash,
Investments and Reserves graph was viewed on the overhead screen. The account with the largest change
was in the State Diversified Bond Fund, money was moved from that account to the managed account TVI
Agency Notes and Bonds. They also used a lot of funds from the Diversified Bond Fund to place in
Certificates of Deposits (CD’s). The returns on CD’s are much larger compared to treasury and agency types
of investments.
Finance Officer Nielson reviewed the funds that are forecasted to be over budget in the red.

Finance Officer Nielson reviewed the Infrastructure Fees graph. When compared to the amount budgeted
the public works capacity fees and impact fees did well and were almost identical to Fiscal Year 2019
Finance Officer Nielson reviewed the Community Growth graphs. The building permit fees for New
Single Family Dwelling increased compared to the last four years. There was also a lot of new commercial
building permits; however, a decrease in new multi-family dwellings.
Finance Officer Nielson reviewed the Inflation graph. The estimated Cost of Living Adjustment was
estimated to be lower six months ago; however, it has increased to 1.34%.
Finance Officer Nielson reviewed the Major Construction Projects graph. The blue bar in the graph
indicates the remaining budget for that project. Some of the projects have a lot of the remaining budget
because the project wasn’t started or it was partially started. The baseball/softball quad project will need a

budget adjustment in Fiscal Year 2021 to pay for the remainder of the costs. The Water Capacity Project is
near completion with a final request from the Department of Environmental Quality (DEQ) loan. The
interest of the loan is 1.75%. There has been about 11 million dollars of water capacity improvements
completed with funds from the DEQ loan.
Finance Officer Nielson reviewed the Minor Construction Projects. The Romance Building Remodel will
need a budget adjustment in Fiscal Year 2021 to complete the project.
Finance Officer Nielson reviewed the Annual Road and Street Financial Report. This report is required to
be submitted to the state every year. He compared Fiscal Year 2019 and Fiscal Year 2020 balances. In the
state funding sources/highway user revenue there was a decrease in FY 2020. The total funding receipt was
about half a million dollars less in FY 2020.

Finance Officer Nielson continued to review the Annual Road and Street Financial Report. There were
more new roads completed in FY 2019. In FY 2020 more roads were chip sealed and seal coated and a
substantial amount of roads were patched. The winter maintenance costs are slightly misleading because the
total doesn’t include the costs of the vehicles and equipment. There were more road equipment purchases in
FY 2020. The city also purchased more right of way for future construction projects. He said $60,054 of the
carryover was used; however, there was still a carryover of 3.3 million dollars into the next fiscal year. The
3.3 million dollar carryover may seem substantial until the five year road construction plan is reviewed. The
deferred maintenance costs over the last five years was 4.3 million dollars which means the city didn’t have
those funds available to complete road projects.
Finance Officer Nielson reviewed the Operating Expenditures Budget Summary Report. There are several
departments above budget. The Arts is over budget due to the remodel of the Romance Theater.
Emergency Services is over budget because of the reconstruction of the parking lot. The Miscellaneous
Category is over budget due to the Covid-19 Pandemic one-time expenses. The grant funds from the states
Cares Act will be applied to Miscellaneous Fund once received at the end of the year.

Finance Officer Nielson reviewed the Operating Revenues Budget Summary Report. The city has not
received much revenue; however, once the property tax payment is received the revenues will increase. The
property tax payment will be less this year because of the onetime government relief money. The grant
funds from the Idaho Cares Act will help cover the lower property tax payment.
Council Member Mann asked when the grant funds will be received. Finance Officer Nielson replied the
funds from the grant should be received at the end of this month.
Finance Officer Nielson reviewed the Cash and Investment Balance Report.
Finance Officer Nielson reviewed the Treasurer’s Expenditure Report by Fund.

B. Public Works: - Keith Davidson
1. Resolution 2020-27 Idaho Transportation Department (ITD) Grant Agreement for Project No
A023(032) to Update the Transportation Master Plan
Public Works Director Davidson said the city received a grant from the Idaho Transportation
Department (ITD) through the Local Highway Technical Assistance Council (LHTAC) to update the city’s
Transportation Master Plan. The grant is in the sum of $80,000 with a 7% city match. He is recommending
the approval of the Resolution to enter into agreement with LHTAC. Council Member Johnson asked how
often the city updates the Transportation Master Plan. Public Works Director Davidson replied the
requirement to update the master plan is every ten years; however, it’s important to update the plan every
five years.

WHEREAS, the Idaho Transportation Department, hereafter called the STATE, has submitted an
Agreement stating obligations of the STATE and the CITY OF REXBURG, hereafter called the CITY, for
development of Transportation Plan, Madison County; and
WHEREAS, the STATE is responsible for obtaining compliance with laws, standards and procedural
policies in the development, construction and maintenance of improvements made to the Federal-aid
Highway System when there is federal participation in the costs; and
WHEREAS, certain function to be performed by the STATE involve the expenditure of funds as set forth
in the Agreement; and
WHEREAS, the STATE can only pay for work associated with the State Highway system; and
WHEREAS, the CITY is fully responsible for its share of project costs; and

NOW, THEREFORE, BE IT RESOLVED:
1. That the Agreement for Federal Aid Highway Project A023(032) is hereby approved.
2. That the Mayor and the City Clerk are hereby authorized to execute the Agreement on behalf of the CITY.
3. That duly certified copies of the Resolution shall be furnished to the Idaho Transportation Department.

2. Grant Administration Contract for Rexburg Nature Park Project with ECIPDA Approval - Rick
Miller
Public Works Director Davidson said the grant will cover about $225,000 of the costs for the Nature
Park Project which includes the restrooms and parking lot. The cost of the contract administration,
environmental studies, etc. is $22,500.

Park Project with East-Central Idaho Planning and Development Association; Council Member

3. Bid Acceptance for Barney Dairy Rd to North Hill Rd Path
Public Works Director Davidson reviewed the bids received for the Barney Dairy Road to North Hill
Road Path. The low bid was submitted by Edstrom Construction.

4. Resolution 2020-28 Local Highway Technical Assistance Council Grant for East Parkway Road
and Bridge
Public Works Director Davidson explained a resolution is needed for the city to apply for a grant
from LHTAC for the East Parkway Road and Barney Dairy Bridge project. The City of Rexburg and
Sugar City rotate per year to apply for this grant through LHTAC. This year it is the City of
Rexburg’s turn to apply for the grant.
Resolution 2020 - 28
A Resolution to Request Funding From the Local Highway Technical Assistance Council (LHTAC)
for the FY21 Urban Construction Grant to Construct the Road and Bridge for the First Phase of the
East Parkway
WHEREAS, the City of Rexburg, Idaho, hereafter called the CITY, supporting the project identification
submittal for the road and bridge construction of the first phase of the East Parkway between Barney Dairy
Road and 7th North to the Local Highway Technical Assistance Council (LHTAC), hereafter referred to as
LHTAC; and
WHEREAS, the total project cost estimate is six million dollars ($6,000,000.00), which will require 50% or
three million dollars ($3,000,000.00) of matching funds available from the CITY; and
NOW, THEREFORE, BE IT RESOLVED that the Mayor of Rexburg is hereby authorized and directed
to sign the project application packet and submit to LHTAC for prioritization.

Mayor’s Report:
Mayor Merrill reported he met with Kurt and Zachary Harman owners of Ray’s Chevron and
Americlean. They donated over 14,000 bottles of hand sanitizer and masks to the city and local
schools. He reported he attended the Eastern Idaho Community Action Partnership (EICAP) board
meeting. They discussed the transportation needs for the elderly and handicap community members.
He also met with Imagine Idaho representatives via Zoom. They are working on legislation to
increase broadband access in Idaho. The city is supporting Imagine Idaho with a consulting fee of
$2,500 to lobby for broadband access.
Mayor Merrill reported a BYU-Idaho Student Group completed a public transportation survey for
the city. The results of the transportation survey will be presented to City Council at a later meeting.
He said he was on KID News radio and was asked how the city is handling the Covid-19 Pandemic.
He thanked Council Member Mann, Council Member Wolfe and Council Member Walker for
assisting with the City Employee Benefits Reception. Mayor Merrill said he met with Rex Mitchell to
discuss a proposal for public transportation in Rexburg. Mr. Mitchell’s transportation proposal is a
unique concept. He and Mr. Mitchell met with the BYU-Idaho Engineering Department to discuss a
senior class project that will focus on studding this unique transportation proposal.
Mayor Merrill reported he met with Dr. Hancock and Dr. Lofgran to discuss Covid-19 issues in the
community. He said Dr. Lofgran participated in the Covid-19 vaccine trials and is hopeful. They
discussed the need to keep the number of Covid-19 cases low by following the Eastern Idaho Public
Health guidelines. He said Dr. Lofgran also mentioned 60 to 70 percent of the population needs to
be immunized to eradicate the virus.
Mayor Merrill met with the Regional Economic Development for Eastern Idaho (REDI) Executive
Board on Zoom. They are leading the way regionally for new industry coming to Idaho mainly in the
nuclear field. The REDI Board is working to prepare East Idaho communities for these new
industries. They recently sent a group to Georgia to tour Plant Vogtle which will become the largest
nuclear power station in the United States. There are over 8,000 people working on building the
plant. The group will be reviewing all of the different processes of obtaining large projects. He said
one way the city can prepare for a large project similar to Plant Vogtle is to update its zoning and
building codes.
Mayor Merrill said he met with the Energy Communities Alliance (ECA) Group via Zoom to
discuss nuclear energy and nuclear medicine. ECA also conducted a survey to determine which
sources of electricity are considered clean by individuals.

Mayor Merrill explained some of the other slides presented at the meeting with ECA.
Mayor Merrill said construction and workforce may be a challenge because of the number of
workers need to complete one of these lager projects.
Council Member Flora asked if there is a process to inform upcoming college students of the
different fields needed for these types of projects so the students can choose a degree suited for the
type of work that will be needed. Mayor Merrill said the college and university counselors are
informed of the up and coming industries in the area.

A. Ordinance No 1249 Rezone 376 West 4th South from Community Business Center (CBC) to
High Density Residential 1 (HDR1) Zone #20-00781 – Alan Parkinson
Planning and Zoning Administrator Parkinson reviewed the rezone request at approximately
376 West 4th South from Community Business Center (CBC) to High Density Residential 1 (HDR1)
Zone and the City Staff Review. The Comprehensive Plan Map was changed in this area to Medium
to High Density Residential 1 (HDR1).
Council Member Mann explained at one point this area was developing into commercial; however,
it has changed to higher density residential which is turning out to be the best use of the land. The
commercial has moved to highway intersections, downtown and 2nd east.
