It is a nice, clean, peaceful place to live. 70. The people, their friendliness and concern for one another. I like the way most homes and yards are well -kept in all areas of the city. Page Size: I Show 250 per page !,._, Displaying 1 - 110 of 110== 60 What are the problems and challenges facing the City of Rexburg in the SHORT TERM? 1. Not enough job Opportunities 2. Traffic and roads. 3. Street quality and dealing with traffic flow and the quanity of traffic. 4. recycling facilities, please. And also fixing potholes. 5. We have always had a problem with the way the roads throughout Rexburg are maintained, especially during the winter season. Whenever we get a big snowfall during the night or whenever... we never see any snowplows out until It Is too late and the snow has been tracked by so many cars that is becomes sheets of ice. Only then do we see the snowplows out (I could be wrong but In my opinion it does no good trying to plow an Ice -covered road.) 6. I think some of the key issues facing the city and county that will eventually be a problem if not handled now are, one; The availability or differsity of main traffic thorough fairs. As the city continues to grow there needs to be more main arteries connecting from the West and North. I think a main line should run from 7th South or the South 20 Interchange going East and vering to the North and connect Into the cemetary at the top of Barney Dalry Road. That road should be then widened all the way Into Sugar city. I would then venture a guess that over time 3/4 of the University traffic would then go to and from work on that road. Especially the people who live in Sugar City. That road would go clear through past their high school and then connect back Into 33 going to Jackson. The other problem I see Is the airport. Something needs to be done there if we expect to get any type of commerce or variety of jobs here. Since we aren't connected directly to a main Freeway such as I-15 we need to open our doors to our community through the airport so big business- hopefully computer orelnted jobs or cleaner industrial etc. can get the supplies they need either by bigger UPS or FEDEX planes. I'm sure they would need more than that to make business work here but I know they won't be calling on us at all unless we get some connection to the outside world. They need to be able to Fly In for the day to take care of business and fly out to other major airports, not just Salt Lake or Boise. I think we can and should make Rexburg a hub and built It bigger and better than Idaho Falls. Why Not ! The third thing I kind of aluded to already. We need more diverse jobs, and better paying jobs so our children will be able to get good paying jobs here so they can stay - In whatever path of education they have graduated in. Once we have a diversity of jobs - the retail will follow. Guaranteed. But the jobs and retail won't come until we get the transportation thing solved. L roads! potholes everywhere! We feel like some of the traffic signals need to be updated for a better Flow of traffic, expecially on Main & 2nd East Intersection. Seventh east I believe leading up to the Rexburg Temple is a terrible road to travel on. (Embarrasing to give directions on that road!)Some of the store fronts on main street need to clean up their window appearance ... especailly Fongs! Keeping weeds and empty lots looking nice. http://www.surveymonkey.con /TextBreakdown.asp?U=&SID=2918758&QID=36519946... 1/10/2007 Survey Detail Page 2 of 8 Keeping restaurants out that serve alcohol. 9. city streets - maintain and clean better youth rec facitilites. Amazing that the city can get an air museum but not a swimming pool. pedestrian safety - even my children have commented to me that the cross walks are too dangerous to use, gutters and street water - everytime it rains the turn -about floods as well as the near streets. public officials more interested in personal gain and Insider knowledge than actually serving the public 10. The schools, especially elementry schools, appear to be in shambles with old inadequate buildings. The library in Kennedy could be mistaken for a janitorial closet. Worse, despite the great people here, the curriculum is a solid year behind where we moved from. Our children rarely have homework. The expectations for children to excel is very low. The teachers seem well educated and love the kids, but the curriculum Is way behind. We are very worried about the quality of education here. Rec, sports is also a problem. Specifically, soccer coaches are poorly trained if at all. The soccer program really needs some help. Why are main street sidewalks covered with snow and Ice? Other sidewalks should be cleared also, but main street sidewalks covered in snow shows very little pride in our town not to mention safety concerns. 11. Maintaining downtown, deciding what to do to keep It from deteriorating. Road repair and building new roads Zoning which includes growth! Communication between departments 12. The rapid population growth is creating shortages of job and housing opportunities. The elementary and junior high schools are overcrowded. The city roads are in terrible condition! Financing the necessary changes for growth will be difficult. 13. Lack of quality jobs in the area. It seems there aren't a variety of hfgher-level jobs here. Most jobs available are fast food, telemarketing, or retail. Sixteen year old kids could do this. We need better jobs in Rexburg rather than commuting to Idaho Falls. 14. College Students' driving skills. 15. The city governmant doesn't seem to listen to the people. For exzmple, there seems to be a lot of money spent on things, like the spray park for instance, (used seasonally, just by kids)that could have been put toward an Indoor pool that could have been used year around by the entire community. These type of decissions drive people away instead of bringing them into town. 16. Parking downtown. The condition of the roads. 17. Road condition during winter is miserable. I can count on one hand how many snowplows I have seen working and clearing the roads the whole time I have lived here. It seems that the philosophy Is to let the snow pile up on the roads so that deep rutts form so that it Isn't possible to slide off the road. It is terrible to drive In. Busy roads are better taken care of, but back roads or roads around houses it seems never get plowed. I grew up driving in snow, but the roads were at least cleared If not salted or sanded. 18. THIS ONE IS HUGE!!! ROADS IN THE WINTER ARE HORRIBLE!! I'VE NEVER SEEN ANY COMMUNITY NEGLECT THE CARE OF THE ROADS AS MUCH AS REXBURG! I am from back East originally and can't believe that you are wasting taxpayer dollars by paying drivers to go around and throw down dirt on ice!! What a joke! Ask the community to pass a levy for $20 per household and lets get the roads cleared!! We just returned from a trip down to St. George and returned in wintry conditions. The roads In all of the communities all of the way home from St. George were clear except for Rexburg. The roads department needs to change their strategy from recreationary to proactive. I see 3-5 Inches of snow on the ground and noone out plowing. If a community doesn't have safe roads, then anything else it does will not matter because our families are not safe!! Why not do a study of how they clear roads in Minnesota or other wintry towns. There has got to be a better option than just allowing ice to build up!! 10. How to spend funds. = Growth. Keeping the rural feel while still allowing for a reasonable amount of growth. = The roads need to be fixed and maintained. Also during the winter the snow and ice removel needs to improve. 22. Growth. I would like to see more items available through online services. 23. Attracting new businesses and resteraunts to support our community. Figuring out downtown parking so we can keep businesses downtown. Lack of options for the City Recreation classes/activities. 24. Need a professional & experienced full time city planner! Someone who can see the whole picture and has experience with the type of growth we are experiencing. Not just because someone's cheap. http://www. surveymonkey.com/TextBreakdown.asp?U=&SID=2918758&QID=36519946... 1/10/2007 Survey Detail Page 3 of 8 25. There needs to be more street lamps, esp. around busy Intersections and campus areas. 28. university growth with no way to accomodate snow removal from streets 27. I would like to see more roads plowed in residential areas this winter. We are willing to pay a little bit of extra taxes each year to have safer roads. 28. The roads are terrible --do we have a deal with local mechanics or something? We need healthy, appropriate, supervised leisuretime "hang-outs" for our youth to cut down on the drinking and so on. Make our high schools more progressive -they offer little challenge for advanced students and there is very little in the way of AP classes or any college prep courses. 29. Accomodating rapid growth. Q Parking downtown, especially on Main Street. 31. As a runner I have a big problem with how fast people drive andhow little consideration there Is for pedestrians. I also have a problem with the condition of the roads during winter. I don't know why the town even bothers to plow roads at night after cars have driven over the snow and packed it down all day long. Sidewalks are not cleaned off all that well andneither are the roads, so It's difficult for me to run without being In the middle of the road (the only clean part of the road). I grew up in two northeastern states (New York and New Hampshire) that received significant snowfall during the winter and the roads were always clean. The plows would run while it was snowing so accumulation on the roads was minimal and salt and sand was put down to melt what was left. After the storms would blow over and slush was on the road the plows would push that off so the roads were clean and dry. 32. Growth 33.. The planning and zoning. When we moved here 16 years ago, our neighborhood was just that. We live a few blocks from the college and as homes have sold, they've been turned into student housing. I've nothing against the students, they're a real asset, but it has destroyed our neighborhood. We are the only family left on our block and there's only an elderly couple the next street over that are original to the street. 34. rebuilding of streets --obtaining funds to do it. Keeping city gov't overhead costs in check just like businesses have to In their offices. Getting City officials to recognize the cheapest initial cost vs. best long range value concept. Getting citizens to recognize the value of investing in city infrastructure for the present and future. Q A number of city streets and parking lots are In poor condition. 36. Getting residents to recognize the value and need to approve of measures to raise taxes for road maintenance, recreation, etc. 37. I think this is applicable for long term problems as well. We need to get chain restaurants here as well as better shopping. Grocery and clothing etc. 38. Parking downtown, small town attitude that "I am the best -better than you because 1. I was raised here. 2. My last name is (Insert religious, business leader) 3. I am a certain religion. 39. Quality of street maintanances--too much sweeping, not enough plowing. Dropping sand before plowing, too many workers per job, poor quality roads (I did vote for street repairs) 40. I can think of two major Intersections that need either a four way stop put in or a stoplight. The traffic around town is really bad especially when college students are In town. I think we need to change the liquor law licenses In our town. There are a lot of people who think that will make Rexburg a "wicked" city but people should have their agency. It would really be better for the city. 41. The roads in Rexburg are horrible. They are not well lit. There are potholes all over. They don't plow the roads early enough. When they do plow, they leave huge mounds in the middle of the road which causes people to have to drive an extra block at the least just so they can turn around and get to where they would like to go. Another major problem is the lack of parking. 42. Some of the schools need to be updated or replaced, There is not adequit places of recreation for adults. The spray park Is nice for the kids, but we need a swimming pool for the older people. 43. I don't know how short term this Is but housing is a joke. In my husbands and my search for our home we looked at many homes that were run-down and overpriced. We've also looked into multiple family homes. (Homes with basement apartments.) And were sorely disapointed to find out that most of them are illegally rented, or that current home owners are "grandfathered" Into houseing zones that currently http://www.surveymonkey.com/TextBreakdown. asp?U=&SID=2918758&QID=36519946... 1/10/2007 Survey Detail Page 4 of 8 don't exist. New home owners can't rent out these "grandfathered" apartments. 44. DEPENDING ON YOUR RELIGON IS HOW YOU ARE WELCOMED TO THIS COMMUNITY. 45. pot -holes an other road damage not repaired In a timely manner, inadequate snow removal, community swimming pool 46. HORRIBLE snow removal and street maintenance; frost heave and weather damage holes and cracks are left for months; Traffic law enforcement needs much improvement(especially the speeding in 25 mph zones near schools and four-way stop enforcement!) Desperate need for a nice public swimming pool and/or rec center Need for more diverse restaurants (ethnic foods, nice sit-down, formal eating) Need for more consumer shops In downtown area (clothing, antiques, specialty foods, home decor, a community book store or used book store) 47, bad roads, lack of recreational activites (more winter geared than summer; Indoors rather than outdoors). 4S. 1) Poor street conditions and traffic control 2) Parking downtown and on University campus 3) Feud with Sugar City over land annexation 4) Lack of community support by many businesses 5) Affordable housing 6) Too conservative 7) P & Z problems and resistance to change 8) City bllligerence toward change and growth of new businesses wanting to come to Rexburg 9) Traffic 9) 45. low paying jobs the city doesn't seem to care about residents or the fees that are being charged for sevices. Not enough soccer fields to handle the demand for the amount of kids playing.(good quality soccer fields) 50. Not enough choices, no good resturants, shopping, and schools. No recreational center with a swimming pool. 51. parking, and not enough shopping places lets get rid of walmart and put a target In. 52. Regulating growth so there Isn't a drastic problem when growth reaches its terminal point. Welcoming students of the University as members of the community also seems to be a problem, but both sides are responsible for reaching out to each other In order for things to change. 53. Short term or long term problems for Rexburg are the roads. There is so much traffic all year round that the roads need to be up to top condition to accomadate all of the traffic. Due to the college becoming a four year university and the new LDS Temple, there will be a lot more traffic. This is a serious problem and has caused many people I have known of to move and never to return to Rexburg. 54. Parking on the streets is not being enforced. In our neighborhood some homeowners have six to eight cars junking up the streets. Their garages are so full of junk, that they no longer park In them. Others moving Into the neighborhoods are following suit. We were excited for winter because we felt the street parking would be enforced because of snow ... they are just parking on the sidewalks and no tickets are being Issued. Our mailbox has been ran over 3 times since moving to this neighborhood because of children playing in cars on the street and putting them into gear. So glad no one has been harmed so far. We shouldn't have to file a complaint, which would cause contention between our neighbors. The parking should be enforced, especially in the winter when they aren't supposed to be on the streets at night. Parking on the sidewalk should never be allowed. It is dangerous and redneck looking. Look around, we are starting to get pretty junky looking even In neighborhoods "on the Hill". Rexburg was known for being a beautiful place when we moved here years ago. That was part of the draw for us. We are pretty frustrated as older people move away and new young families move in with no pride for their yards or concern for what they are doing to the value of their neighbors property. Street repair Is Important. I also think these big housing areas going In should be paying Impact fees to build schools and parks for each area. New housing should furnish new parks. Speed Is ever Increasing in the neighborhoods. Through streets should not be impacted with new neighborhoods. M Streets. Lack of recycling. Erosion of neighborhood character around downtown and BYU-Idaho. More adult recreational programs and facilities, Including covered tennis courts and swimming pool, would be appreciated. Bicycle paths/lanes on streets and around outskirts of town would also be an enhancement. 56. Keeping a handle on spending. Some way needs be devised that will allow the temporary residents that want all the extravigant services, to pay for them. example: A swimming pool would be nice, but if it were able to make money, private enterprise would want to build one. There are many pools that are much older than the one that the city had and decided to destroy. r7. the schools, and local easy access recreation opportunities for all, more specifically a swimming pool, etc. W. The city gives to much to builders and not to the tax payers living around the building. What I mean is the city does not Inforce Its own regs. concerning no burning, clean up and weeds as it pertains to those builders and property owners that are building new homes. Calls to the city to get the builders to comply to keep garbage and weed growth cleaned up are Ignored. Property taxes are getting out of hand. WIII these taxes go down when the housing sells drop? The city needs to be more responsive to the citizens requests and not to the developers! 01. No diversity, all white and delightsome. Way too conservative. Religion and government should be seperate. 62. Zoning, annexing, ROAD QUALITY. City is over -eager to annex but does not maintain or build roads suitable. Examples. 1st east, north and south. South 12th west is absolutly HORRIBLE. Why did the city and county accept such shoddy work. Also peoples yards and driveways torn up for city services and never repaired back to original condition, who is over the subs being used? 63. With snow on the roads, students who jaywalk cause a major hazard. Enforcement or patroling may be necassary in order to keep both motorists and pederstlans safe. The areas that are the most dangerous are by Little Casears and NAPA Auto Parts fi4. Road maintenance conditions. City spends hundreds of thousands of dollars on a spray park that is for children and is used only 3 months (at most) out of the year. Put in turnabout (that was not needed) and spent thousands of dollars. Yet, city has no money to properly maintain streets. Violating Idaho Statutes: Forced annexations. I read the statutes, spoke with outside attorneys, read the case that Stephen Zollinger cited to justify forced annexing and it was clearly violation of Idaho laws but no one wants to spend thousands of dollars fighting It. Is Rexburg becoming a big BULLY? Look at next paragraph. Fighting with Sugar City, NEIGHBOR to the north. Besides violating Idaho law on forced annexations, Rexburg took away the races (marathon etc.) that Sugar City had hosted for 17 years. Here, Rexburg TRIED to justify it by putting their race 1 week later, but this small community cannot host 2 races in 2 weeks. Playing favorites. Rexburg force annexation on some, yet Rexburg Heights and Artco are not part of city but receive city services. Yet, when some people wanted to annex to Sugar, Rexburg was not going to allow them to tie into the closest sewer system even though the sewer line was paid with Idaho tax money. Question Is: Is Rexburg becoming a larger city and therefore becoming a big BULLY? fLS. Providing adequate snow removal. This challenge will also extend Into the long term If not taken care of properly. 66. Older residents don't like the inevitable change that is taking place. They need something to distracy them, so that the city can kep up with its growth. 67. Snow removal on streets Need a swimming pool Poor customer service by businesses 9-8. Dealing with the growth of the community. The intersection at main and 2nd E by the Court House could use some reconfiguring. I would love to see a left hand turn lane on second east so it doesn't hold up traffic heading up the hill. --Round a bouts are a great tool, however proper signaling is key and it Is not taught or enforced, car manuevers need signaling for save driving. --We want to see the bond money we voted in put to work for the schools before cost go up. The county got the votes, now put the money to work on the schools. W. Planning and zoning and roads. The school buildings should be taken care of now with the bond that passed, although there still needs to be focus on Improving education quality. But the roads could be a problem, and planning well for growth. L Parking In and around the University. L1. Community members should be more responsible at the polls. Especially where roads are concerned. 72. Improving roads, a year round recreation center, getting the citizens to give real support to city needs. We want lots of things, but are not very generous in financing civic needs. Resolving the conflict with Sugar City over who controls the land between the two cities. 73. Street are a mess. Parking Is a mess. 74. Roads Entrance ways to city 7-5. How to control the growth of the city without killing it. How to Improve the roads and schools without relying too heavily on the taxing of the people. 76. I think the school admin. are a little over in their thinking. We don't need school buildings that are exodic http://www. surveymonkcy.com/TextBreakdown.asp?U=&SID=2918758&QID=36519946... 1/10/2007 Survey Detail Page 6 of 8 in style but need to be efficent. Streets could be cleaner in the outer areas. We spend so much time cleaning the down town area and forget were the people live who work down town. If the outer areas don't get cleaned, we can't get to work anywere in the city. The city doesn't seem to know how to live within their means. They are always looking back at the community to fund what we have to save and budget for. The community can't handle much more of It. Most of the community are elderly and are on fixed Incomes. 77. There are no activities for the youth so they can get themseleves into trouble. 78. I think that if we dont do something about local jobs that are DECENT this will be another HILLBILLY HELL. 72, Dealing with Increased growth with It's attendant problems, like traffic and infrastucture. Finding financing to meet these challenges. 80. Elementary education Is wanting in quality (the curriculum for the first grade Is comparable to the second month of kindergarten in the community we moved from). Could use a few more parks. The roads could use some work, and the "city gateways" are not all that great. Putting the existing overhead utility lines underground would do a lot for the overall appearance of the city. There is also a safety issue at the railroad crossing on 5th West (no signals or gates). 81. Lack of Involment to member of other Faiths and other Races. 82. The only complaint or problem that I have about the City of Rexburg is the condition of the roads. It seems like the roads are old and worn out and when modifications are made, such as sewer or electrical lines, the roads never get repaired or patched the way they should be. After years of neglect, there are potholes and un even surfaces that make for rough in town driving. Other than that the town is great. 83. roads, street lights 84. Growth that doesn't seem planned Lack of Quality, Niche Stores downtown Lack of Quality jobs that pay a fair wage Too much domination from BYU-Idaho Into the community. Lack of recreational facilities to accomodate youth. Intregrating Non -Mormons Into government to offer a diverse perspective to life. &S. The big problems of city government trying to spend too much on things that are not needed ..... how often are the officials traveling??? Stay home more and focus on wages and roads 86. This city Is so safe, and so small that the police have become bored and put too much effort Into harrasing minor petty Issues. things such as waiting outside every gathering of students. Or pulling a aggressive uturn to close behind you on main street to run your plates very early In the morning for no reason and than leaving you without pulling you over or explaining his actions. It Is my preception that the students of Rexburg distrust and dislike the police because they spend more time chasing people out of the park late at night or nailing the guy going 30 at 2 am down main street with a ticket than they do finding ways to keep our apartments safer and not broken Into. I have also seen on many occasions commutting home from my evening job officers parked in the middle of the road on main street talking to each other. Just because its 2 In the morning and just because there Is hardly any traffic on that road at that time of the evening does not allow an officer to do anything that would get a common citizen in trouble. if it is worth talking they have radios and they have numerous parking lots availible to them. Just because the police department enforces the laws of rexburg does not mean they are the law. They should not be allowed to do anything that would be considered a traffic violation if I were to do the same. After all they are supposed to be an example to us. I live near Porter park and often officers use that road as a way to get around traffic on the main road coming Into town with the traffic circle. I understand that an emergency requires an expediant response but I feel It is intolerable for an officer to speed past a public park in a residental area in the summer with only his lights on. If the emergency is so Important that he must travel at a high rate of speed well above the posted limit through residental area of town than he should use his sirens and lights. I fear that someday someone will be looking the other way or running across the street absorbed In a game and not see the lights and get creamed. 87 Condition of streets. living within budget even if that means cutting some services 8$. The roads are rarely in decent condition. From pot holes to snow removal and smooth surfaces for travel luxury. The schools are in good condition. The education that students receive there is very poor. Some teachers do not know what they are teaching. It Is not the school building that needs repaired or replaced; it Is the teachers and leaders who are responsible. If you have a brand new school building but poor teachers then you still have poor schools. There is also the lack of competitive wages In the area. Rexburg suffers from the ample people who need to work and because of this, the work environment leaves much to be desired. 89. Roads, Government http://www.surveymonkey.com/TextBreakdown.asp?U=&SID=2918758&QID=36519946... 1/10/2007 Survey Detail Page 7 of 8 M effective growth management continued downtown revitalization adequate parking near university 1. Getting funding to take care of the streets and roads. 92. Roads. The roads across town are shot! There Isn't a community pool anywhere close to Rexburg. 93. Growth! And improving the quality of the elementary schools. The Middle School, Jr. High, and High School seem to be able to deal a bit better with students who need to be challenged, but I'm tired of hearing at the elementary school that my kids can't learn what they are ready to learn, because then what would they do the next year? Our family HATES the Saxon math and the reading program. It's set up for mediocrity and doesn't allow children who learn quickly to learn! 94. It's kind of a boring place to be. There's not very much to do. Also, there are very limited shopping options. I hate having to drive half an hour to buy something decent. Sometimes shopping In Idaho Falls Is so much cheaper (not to mention that there are so many more options) that It's worth spending the money on gas just to shop there. I put this as a problem under short term because I hope that we get more stores someday. The mayor and city council need to be taking care of our streets. -6. Street maintenance and snow removal In winter and adequate school buildings for the increase in school population. 97. bad roads, overcrowded schools, 98. Your roads stink. They have too many holes in them. Just look at them you spend too much money on your city vehicals and not enoguh on repair and reserfice of your roads. If you would do a preventative seal coat with new rocks you could avoid a lot of repair to them. Why do you let some contractors get away with things you do not let other contractors get away with???? Your city hall Is not consistant In their dealings with diffrent contractors and investers. 99. I think the citizens of Rexburg are cheap. We need a Rec center. We need a community pool. We need a nice large dance studio, a nice baseball park and other sports areas. We need to allow for growth and development. We need to be able to offer our children state of the art education In nice schools. Our property taxes are high and yet I feel we do not have anything to show for it. 100. Road conditions and traffic on Main and 2nd East and 7th South, Library needs to be bigger 101. Getting money for street repair. I would vote for a city tax to pay for street repair 102. There needs to be more jobs so the students that graduate from the University can stay here instead of having to move from this area. 103. Dealing with growth due to BYU-I expansion. Controlling oversaturation of housing, especially apartments. 104. Need to stop the apartments and storage units going up along highway 20. 105. Managing traffic and making sure new growth enhances the community. Improve the downtown area! 106. 1- The access to the downtown area Is a big problem. It is hard to get Into town at rush hours and cross major roads that do not have stop lights. 2- There needs to be a way of raising the wages up to be competative to other counties within Southeast Idaho. 3- Bring more business to the area so we don't have to go to Idaho Falls and shop or eat. Don't sacrifice the values of the community to do this, they will come up to our standards or we don't need them. 107. 1. Housing cost in comparlsion to wages 2. Road conditions 3. Not enough job Opportunities 2. Traffic and roads. 3. Street quality and dealing with traffic flow and the quanity of traffic. 4. recycling facilities, please. And also fixing potholes. S. We have always had a problem with the way the roads throughout Rexburg are maintained, especially during the winter season. Whenever we get a big snowfall during the night or whenever ... we never see any snowplows out untll it Is too late and the snow has been tracked by so many cars that is becomes sheets of ice. Only then do we see the snowplows out (I could be wrong but in my opinion it does no good trying to plow an ice -covered road.) 6. I think some of the key issues facing the city and county that will eventually be a problem if not handled now are, one; The availability or dlffersity of main traffic thorough fairs. As the city continues to grow there needs to be more main arteries connecting from the West and North. I think a main line should run from 7th South or the South 20 Interchange going East and vering to the North and connect into the cemetary at the top of Barney Dairy Road. Since we aren't connected directly to a main Freeway such as I-15 we need to open our doors to our community through the airport so big business- hopefully computer oreinted jobs or cleaner Industrial etc. can get the supplies they need either by bigger UPS or FEDEX planes. 77 roads! potholes everywhere! S. We feel like some of the traffic signals need to be updated for a better flow of traffic, expecially on Main & 2nd East Intersection. Seventh east I believe leading up to the Rexburg Temple is a terrible road to travel on. (Embarrasing to give directions on that road!)Some of the store fronts on main street need to clean up their window appearance ... especallly Fongs! Keeping weeds and empty lots looking nice. httn://www.srtrvevmnnke,vrnm/TeytRYnakdnwn aan9TT=&CTT)=901R75R,2flT1l='2A,S1ggdF 1/1nmoo7 Survey Detail Page 2 of 8 Keeping restaurants out that serve alcohol. 9. city streets - maintain and clean better youth rec facitllites. Rec. sports is also a problem. Specifically, soccer coaches are poorly trained if at all. The soccer program really needs some help. Why are main street sidewalks covered with snow and ice? Other sidewalks should be cleared also, but main street sidewalks covered in snow shows very little pride in our town not to mention safety concerns. 11.- Maintaining downtown, deciding what to do to keep it from deteriorating. It seems there aren't a variety of higher-level jobs here. 17.. The roads department needs to change their strategy from recreatlonary to proactive. I see 3-5 inches of snow on the ground and noone out plowing. If a community doesn't have safe roads, then anything else It does will not matter because our families are not safe!! Why not do a study of how they clear roads In Minnesota or other wintry towns, There has got to be a better option than just allowing Ice to build up! 19. How to spend funds. 20. Growth. Keeping the rural feel while still allowing for a reasonable amount of growth. 21. The roads need to be fixed and maintained. Also during the winter the snow and Ice removel needs to improve. 22. Growth. I would like to see more Items available through online services. 23 Attracting new businesses and resteraunts to support our community. Figuring out downtown parking so we can keep businesses downtown. Lack of options for the City Recreation classes/activities. 24. Need a professional & experienced full time city planner! Not just because someone's cheap. httn://www.siirvevmonkev.com/TextRrenk-downIQQA6 vini,)nm • Survey Detail Page 3 of 8 26. There needs to be more street lamps, esp. around busy intersections and campus areas. 26. university growth with no way to accomodate snow removal from streets 27. I would like to see more roads plowed in residential areas this winter. We are willing to pay a little bit of extra taxes each year to have safer roads. 2& The roads are terrible --do we have a deal with local mechanics or something? We need healthy, appropriate, supervised leisuretime "hang-outs" for our youth to cut down on the drinking and so on. Make our high schools more progressive -they offer little challenge for advanced students and there is very little In the way of AP classes or any college prep courses. 25. Accomodating rapid growth. 30. Parking downtown, especially on Main Street. 32. Growth 33. Getting City officials to recognize the cheapest initial cost vs, best long range value concept. Getting citizens to recognize the value of investing in city infrastructure for the present and future. 35. A number of city streets and parking lots are in poor condition. 336. Getting residents to recognize the value and need to approve of measures to raise taxes for road maintenance, recreation, etc. 37-. I think this is applicable for long term problems as well. We need to get chain restaurants here as well as better shopping. Grocery and clothing etc. 38. Parking downtown, small town attitude that "i am the best -better than you because 1. I was raised here. 2. My last name is _ (Insert religious, business leader) 3. 43- I don't know how short term this is but housing is a joke. In my husbands and my search for our home we looked at many homes that were run-down and overpriced. We've also looked Into multiple family homes. (Homes with basement apartments.) And were sorely disapointed to find out that most of them are Illegally rented, or that current home owners are "grandfathered" into houseing zones that currently httn://www.survevmonkev.com/Textnre,nk,dnwn asn9TT=kQTT)=90IR7SRko TT)= f(,;IQQdA I/In/')nm Survey Detail Page 4 of 8 don't exist. HORRIBLE snow removal and street maintenance; frost heave and weather damage holes and cracks are left for months; Traffic law enforcement needs much improvement(especially the speeding in 25 mph zones near schools and four-way stop enforcement!) Desperate need for a nice public swimming pool and/or rec center Need for more diverse restaurants (ethnic foods, nice sit-down, formal eating) Need for more consumer shops in downtown area (clothing, antiques, specialty foods, home decor, a community book store or used book store) 47. bad roads, lack of recreational activites (more winter geared than summer; indoors rather than outdoors). ` 48. 1) Poor street conditions and traffic control 2) Parking downtown and on University campus 3) Feud with Sugar City over land annexation 4) Lack of community support by many businesses 5) Affordable housing 6) Too conservative 7) P & Z problems -and resistance to chance 8) City billigerence toward change and growth of new businesses wanting to come to Rexburg 9) Traffic 9) 45. low paying jobs the city doesn't seem to care about residents or the fees that are being charged for sevices. No recreational center with a swimming pool. 5L parking, and not enough shopping places lets get rid of walmart and put a target in. Some way needs be devised that will allow the temporary residents that want all the extravigant services, to pay for them. example: A swimming pool would be nice, but If It were able to make money, private enterprise would want to build one. Will these taxes go down when the housing sells drop? The city needs to be more responsive to the citizens requests and not to the developers! B-1. No diversity, all white and delightsome. Way too conservative. Religion and government should be seperate. 62. Zoning, annexing, ROAD QUALITY. City is over -eager to annex but does not maintain or build roads suita ffe. Examples. 1st east, north and south. South 12th west is absolutly HORRIBLE. Why did the city and county accept such shoddy work. Also peoples yards and driveways torn up for city services and never repaired back to original condition, who is over the subs being used? -k3. With snow on the roads, students who jaywalk cause a major hazard. Enforcement or patroling may be necassary in order to keep both motorists anWpederstians safe. The areas that are the most dangerous are by Little Casears and NAPA Auto Parts r64. Yet, when some people wanted to annex to Sugar, Rexburg was not going to allow them to tle into the closest sewer system even though the sewer line was paid with Idaho tax money. Question is: Is Rexburg becoming a larger city and therefore becoming a big BULLY? 6@, Providing adequate snow removal. This challenge will also extend into the long term If not taken care of properly. 66. Older residents don't like the inevitable change that is taking place. If it is worth talking they have radios and they have numerous parking lots availlble to them. 87. Condition of streets. living within budget even if that means cutting some services 88. 89. R4. I put this as a -problem under short term because I hope that we get more stores someday. 95. The mayor and city council need to be taking care of our streets. Traveling to Idaho Falls isn't bad. It's not that far, but that means that the consumers are pouring their money into Idaho Falls and not Rexburg. 51. Housing, shopping and traffic, animal control, many of the problems that larger towns have. I think ordinances aren't enforced for everyone... that will be a problem soon. I am sure my survey sounds like a lot of petty things, but it is the little, undone details that soon ruin a good city like Rexburg. 52. Growth and planning for growth. Staving off crime and other problems that often accompany growth. 53. Responsibility when it comes to spending money. Money should be spent for what it is earmarked for. Additionally, there needs to be easier ways to view the codes that owners of homes and complexes can see to make sure that the residence is livable and up to the code it is required to be by law. 62. Scarcity of new Industry- due to many wanting to keep it out. 63. The educational and recreational needs of the people young and old. 64. I think the city really needs to have more variety in the local industries. There is BYU-Idaho and farming, and then not a whole lot of other good -quality jobs available. You have to go to Idaho Falls to get those. I think as the city grows it will be important to have a good long-term plan to help keep the family - friendly environment and community involvement growing as the population grows. 65. Housing Issues are both short and long term problems. I do not want to see us loose the older neighborhoods around the north and east of campus to student housing projects or any increase of multiple family dwellings than are already in use. There are too many out of towners purchasing housing or building housing units that are then not around to see that they are well kept and under good management. 66. Too much growth too fast. 67. Long term planning will always be a thorn to some, but I feel Rexburg is on the right track. Some of the problems mentioned above will continue, and the problem of funding for streets and recreational facilities will probably get worse. 75. I've seen many cities experience rapid growth with Inadequate adjustment to infrastructure (e.g. not building/improving roads to handle additional traffic, having large centralized commercial areas that pose aestetic problems). I think as long as the city plans appropriately, these issues can be avoided. 76. Lack of undestandig of the future in some members of the Community 77. Our kitchen is too small ,our bathroom in a state of disrepair and there is not enough parking space; Especially during the winter when parking on the street is not allowed. The city of Rexburg needs to hound on the BYU-I housing committe and the Individual housing apartments to ensure that students are being treated fairly, we can not handle the situation ourselves because there is a shortage of approved housing already and we must stay in housing that the university approves. it has created a monopoly that has given some companies the idea that they can run for profit and neglect renter rights, with outrageous contract terms, poor upkeep, hardly any renovation or yearly imporvements on the ---- - -- - apartments and charges for petty item&, its next to impossible -to file -a complaint-or-withhold-renrfor - --- - maintence issues because the contract takes out any teeth we would have. I was under the understanding that city code 9-I1 stated that each car had to be personally signed out by a manager at the apartment and also reported to the city. Rexburg is getting too big for its britches too fast. 84. Roads 85. adequate green space and recreational facilities improved airport to accommodate commercial Flight more political diversity' adequate educational facilities 86. The roads always seem to be a problem and it would be great to have more recreational facilities to handle the rapid growth of our area. 87. The recreation opportunities in the community seem to revolve around younger children. While those opportunities are plentiful, the recreation for teens and younger adults seems to lack at times - only a few major events a year to cater to these demographics. It is as though someone fitting those groups has to carefully plan their recreation - there isn't much opportunity for spontaneous recreation in these groups the way there is for others. The Madison Public Library is lacking and just too small. It needs to grow! Funding is another issue. People don't like to pay for stuff. Local option sales tax is a potential solution to funding issues that would work very well. 88. Growth and accepting all kinds of people Into our community 89. Not having the background to understand what fast growth does to a city and not preparing for the future, and failing to utilize the counseling resources available right here. It is not the best thing to do securing outside planners. 90. To be able to allow other outside establishments in to incorporate more competion for other local business and giving the area more jobs 2. Improve the snow removal on the streets. 3. To put a BIGGER "S. Center Street" sign up so you can at least SEE the thing and a sign giving directions to where the post office is!! 4. Same as above. S. Increased parking and the ease of traffic flow and traffic signs. A. a way to recycle our plastics and such. 7. We would love to see a few more major restaraunt chains come Into town. We find ourselves going to Idaho Falls AT LEAST once per week just to eat out. There are not enough QUALITY restaraunts here in Rexburg!! 8. Planning and Zoning to keep diversity and quality planning to an all time high. The downtown continue to take shape with store fronts like the accountants office and Bingham and Sons. To plan those main thorough fares north to South and East to West before it's too late. With the county find a new place for the airport (before it's too late and there are too many homes in the valley) so it can grow to accomplish the needs of this on going growing community. 9. plan for growth - 10. not only to have more events at the Westwood theatre, but get it cleaned up and more attractive. 11. Better roads to travel on, upkeep of Main Street and neighboring streets. Keep a sense of small town... that is so easy to lose and such a valuable asset to Rexburg! 12. Make downtown a fun place that actually draws people in. Nicer restraunts, shopping, and entrainment would be awesome. While Tempe, Arizona has many problems, it is also a model for how a univeristy and community can synergize to really be a powerful magnent for fun, excellence, and family friendliness. 13. All the streets have side walks and the bad side walks replaced. Finish/do the walking path from Barney Dairy to the golf course. More play ground equipment in the parks. 14. Please maintain the local roads better (don't wait for cars and people to become hurt before repairing roads). Rexburg needs recreational facilities available to teenagers and adults. Don't depend on the college to provide them for you! All the elementary education buildings need to be enlarged, maintained, and improved. http://WWra".surveymonkey.com/TextBreakdown.as;)?U=&SID=2918758,OID=3652001 1... 1/10/2007 Survey Detail Page 2 of 6 35. Doesn't anyone from the traffic control dept ever make a left hand turn off of 2nd east and main? Its hideous turning both east and west. At the corner of court house and the tree the new drug store. The same light system that is at the corner of Adams school and Maverick needs to be installed at this corner of Main and 2nd East. This is one thing that would help the flow of traffic on that busy intersection. 16. The revitalization of Downtown Rexburg. Fixing the roads with all the potholes! I would love to have Rexburg become more pedestrian and bike friendly. 17. More Recreational opportunities 18. Improve the parking downtown. Improve the conditions of Rexburg's roads. Update the schools that have damage from the Flood. 19. Better care of roads and more focus on community classes such as dance, art, photography, quilting, etc. 20. Change the strategy for approaching snow removal instead of a strategy of snow compaction. Increase snow removal budget dramatically. Limit the amount of growth in the short term so the city infrastructure can play catch up. My daughter is stuck in a trailer at Adams Elementary and slipped and _.hurt herself.trying_to walk from her -outdoor -classroom -to the -library. That -is ridiculous! -- - - -- 21. More outlets for families with small children. Possibly a rec center. Better down -town with stores and restraunts that can compete with IF. 22. Improve recreational opportunities, repair badly damaged roads, fix the traffic problems on main street (ie, no left hand turn lanes, no shared turn lanes, etc.)and at the main street/second east Intersection, relieve parking congestion around the BYUI campus. 23. Get more stores and Resturants to come into the city to add variety and choices. Ex. SUPER Walmart, Target, Shopko, JC Penny, Home Depot, Apple Bees, Chuck -A -Rama etc. 24. Re-establish the government organization and combine the physical offices' locations. 25. Get rid of the liquor laws or change them so we can get some good resteraunts here. Activily attract or seek out business to keep our money and people working and spending in town. 26. Indoor community center and pool Plans for larger library/books Open communication among all groups of Individuals in the city ie... school w/city, school & city with BYUI etc... 27. Better varities in shoping, more street lamps, and better job opportunties. 28. street snow removal more recreational activites 29. I would like to see more businesses come to Rexburg as far as retail and restaurants. I would love to have a Target here! I would also like to see a major recycling program implemented. It's important to not add to the amount of waste and recycle bottles, cans, newspapers, etc. 30, Better roads. Better plowing! Dont wait til the 6" deep ruts freeze solid and rip up our cars! A little preventative plowing would go a long way. A little more variety in the restaurant area would be nice --not more fast food, a real place to sit and relax, & for special occasions. Somewhere to shop besides walmartl 31. Build a community swimming pool and have a place where people can park for free in the downtown area 32. More restaurants, and stores geared towards college age students and young families. More jobs and job diversity. 33. They are doing a great job 34. Another main street to the north (walmart area) part of town - maybe up 5th and over behind the fairgrounds and over behind AFEC. 35. Build a nice recreational complex Including a pool and softball diamonds and playground area. Stabilize City gov't. with people who are willing to work as hard as it's citizens and who genuinely care about the people they serve. Develop a belt loop around the city to make getting around easier and less congested. 36. Improve the streets, and ponder the canal situation. Something else that might be nice is giving more funding to Madison library so it could have enough books to as a reason to expand, followed by the funding needed to expand. Improve the structual quality of school buildings and increase the opportunity for recreation for teens and http://wv,,v. surveynlonkey. comITextBreak(tuwn.asp?U=&SID=2918758&OID=3 6520011... 1/10/2007 4 Survey Detail Page 3 of 6 adults. 38. better grocery store variety. ore shopping choices. 39. Better parking, and/or towing for parking violations especially around campus(Rexburg could make a lot of money off of this). More pedestrian crosswalks & stoplights more street grates to prevent flooding at corners by sidewalks. 40. Rexburg needs to have better traffic flow and better maintained streets. We need to change the parking downtown so that the smaller businesses get more customers. I used to work at Reflections and our customers were always complaining about the parking. I think it would be great to get more public transportation, especially for the college students. It would relieve some road rage and much congestion around BYU-I. I think a lot of the locals, myself included, miss out on a lot of things done at the college because we just try to avoid driving anywhere near it! There's too much traffic and way too many jay- walkers! So I think getting public transportation would help relieve those problems. 41. They need to improve their streets. They need more lighting and they need to repair and redo most of the streets in the city. It would be nice if there were different types of restaurants and retail stores ----------------------(especially-clothing-stores-),-- -- -- - -- - 42. Fix downtown parking. Backing out onto a busy street is extremely dangerous. It is some of the worst parking I've seen and I was raised in Seattle. Also I've heard terrible things about the middle school on Main Street. My kids are in that school zone and I won't have them going to a school that is unhealthy. (I've heard about structural problems, flooding, mold etc.)It needs to be handled. 43. GET MORE THINGS TO DO FOR THE YOUTH OF REXBURG. 44. Offer another large employer to residents and students. 45. Better roads and no pool 46. planning of parks and green areas, revitalizing downtown, curbside recycling services, swimming pool, better road maintenance/plowing 47. I would like to see: Revitalization of downtown area and green spaces Better road maintenance and snow removal Recycling Services Bu!ding of a public, community swimming pool and recreation center for youth More cultural diversity More restaurant and shopping diversity A community bookstore or used bookstore Better care and maintenance of historic buildings and homes Surrounding farm areas cleaned up of trash and garbage, run-down buildings and fences 48. Some kind of monitoring system and price setting for rental housing based on condition of homes and assets to the renter; more businesses encouraged to be brought in to offer better paying jobs; that roadworks might learn how to lay down a road that won't crack or buckle after one bad winter storm (check out Canada's road system!); more notice for community decisions and meetings to the general public. 49.. 1) New indoor/outdoor city swimming pool 2) Complete bike/pedestrian path around city 3) Improve streets/curbs/gutters/traffic lights 4) Recruit clean manufacturing / tech businesses 5) Streamline the process for new businesses 6) Cut down on the "red tape" (see above) 7) Promote convention center with lodging, etc. 8) Improve availability of downtown parking 9) Provide a teen center for areas youth 10) Re -Develop Jr. High property on Main St. W. Better schools, better resturants, better shopping and a recreational center with a swimming pool. 51. More places to eat and shop. Get rid of crappy wal mart 52. Swimming pool or wading pool near new splash park. Even though it just opened the splash park seemed too small. Also, there are no interactive areas where small children are isolated from the older children and teens. I would really like the sidewalks to be fixed (and widened) because it is very difficult to use a stroller in many parts of the city, let alone when someone else is walking past. Someone has to get off the sidewalk to let the other pass. 53. I would like to see the City of Rexburg seriously take on the community to help keep their roads maintainable. Filling pot holes with dirt and gravel does not help or extend the life of the roads. Since Rexburg has all the seasons possible keeping their roads clean and fit for driving conditions would be the best thing that could be done. 54. No long term parking in neighborhoods. It is unsightly. Reasonable shopping centers. We need a mall. No liquor by the drink:) EVER! Activities for our teenagers. They need places to be. Fine arts opportunities. Perhaps working with school district to have a fine arts center. When Shawn Larsen was campaining for mayor I remember he wrote an article in his campain ad which was for an outdoor swimming pool. Thats why I voted for him. Well, nothing has been done on his part about that. But we now have a theater, which only a very few will use, and which a lot of money will have to be put into to make it useful. The city streets are a real mess also. I have never seen them so broke up and rough. I would like to see the theater sold and get a outdoors swimming pool and fix the streets. 6L1. bring in more restraunts, good ones. Be more responsive to present homeowners and not to developers. 62. Liberalize alcohol in resturaunts, bring more diversity to Rexburg. 63. Better roads. 64. Take care of the above problems first. 65. I would like to see more plows and snow removal. This would also need to be counteracted by salting the roads additionally. 66. Invite business to town by giving Incentives. 67. Swimming pool Better snow removal. Streets probably need to be salted during the bad snow years. Few impressive businesses are going to locate here if their employees will have to drive on ice for 3 months a year. 68. We would love to see some more recreational facilities put in. We know that a pool has been shot down time and time again, however we feel at some point we need one. We would love to see a public gym or recreation center. 69. I would like to see our schools taken up a notch, and the construction of the new high school should help that. I would like to see the city invite more medium-sized businesses into the city. I would like to see the parks and recreation services stay strong. I guess I like the small-town friendliness but would like to see more medium -sized -town services. 70. We and SO MANY of our neighbors and friends really think a pool of some sort is a must for Rexburg. It is a healthy recreation opportunity for so many different ages and abilities. It seems a shame that a growing city of our size Isn't able to come up with something to fill this need. Communities to both our north and south would all benefit from and contribute to the success of some kind of community Rec center. PLEASE consider this. 71. A decent recreation area with a pool included. The spray park is a poor excuse for the funding that was used for its building. A real waste. The LP property needs to be developed but I have concerns over making it a park area. Stop bullying Sugar residents into annexing into the city. If they don't want to don't make them. 72. Get the roads fixed and some new roads built. 73. Keep trying to get additional tax revenues by revoking the limits imposed by the state legislature so the residents can more fully support needed and worthy projects if they will. I hope the recreation needs can be met, but feel new schools are at the top of the priority list. http://www.survoymonkey.coin/TextB cakdown.asl)?U=&SID=2918758&OID=36520011--. 1/10/2067 I Survey Detail 74. They add programs to add money but never seem to be enough. They look for the community to fund programs and don't seem to try to find moneys within the budgets. 78. I would like to see the city get a swimming pool, it is such a good activity for kids, also I would like to see more youth programs happening and beter advertizing of them. I would like to see more jobs for the youth/ locals all the college kids take the jobs and the only ones left are at phone survey places! As locals we want fair employment 79. There needs to be better jobs brought in. Not everyone in Rexburg is a college kid who wants a minimum wage job. People with families CAN NOT survive on that! The liquor licenses need to be taken away from the MORMON'S so we can get some decent restaraunts, so that we don't have to drive to Idaho Falls to have a decent meal. I would like to see some kind of mosquito control at the Nature Park. It's impossible to -enjoy in -the -evenings, I -would -also like to see some better shopping opportunities -brought in, -Some -of us would like to shop places other than KMart and WalMart. 80. Continue planning and zoning for long term; Continue with efforts to provide recreation facilities, including a swimming pool, continue the effort to get laws changed that would allow for a local sales tax option to pay for needed roads, etc. 81. Some overall city beautification, particularly as you come into town from the south. Plan for more parks and open spaces in new neighborhoods. 82. More family parks. More thing to due in a family setting. 83. Im sure my wife would like to see better shopping besides the Wal -mart. I would like to see some more competitive little league programs, in all sports, offered to the youth. Which would mean more playing fields and parks. r 84. Reorganization of road, street lights 85. Rec Center Hire a developer to lease, rejuvenate and upgrade downtown business district 86. a pool 87. Get a REAL restraunt in here. Have the Chamber of Commrence do whatever it takes to get a real place such as texas road house or applebees in here. Form a more positive relationship with BYU-I and get BYU-I to open up its doors and host not only student events but city events and to get a community spirit. Its a shame that this university doesnt have a sports team, or something for locals to be proud about, get that school to give more back to the community. I would also like to see more events in the summer, maybe concerts in the park, sidewalk art festivals or flea markets, just cultural events and happenings. 88. find a way to reduce expenses From my perspective, the number of city employees seems high with respect to the population compared with other areas where we've lived. Perhaps employees need to be more productive? 89. Better roads during winter and summer months quality education (not new buildings for the problem is In the teaching within them). Better job market and environments to work in; Rexburg may be friendly but its employers and employees are not. 90. Zoning rules that make it so Rexburg citizens can afford homes in Rexburg, not just Californians and other out of staters. 91. a community swimming pool! development of Louisiana-Pacific property an attractive and pedestrian friendly College Ave. 92. Good schools, qual!fled teachers and involvement of parents in education. 93. I would like to see a community pool and recreation center. I'd also like to see a new baseball field — only having one full-sized baseball field in an American community like ours is a crying shame! I'd like to see the downtown area improved further. The city spent a lot of money on a downtown consultant. Let's follow through! Finally, traffic on Second East is getting pretty tough. It's only going to get worse when the temple is built. Recreation center with year-round swimming pool and other recreation activities. 98. Fix the roads. 99. Update schools Rec center with community pool. finish Hidden Valley Park Downtown parking Keep up on the beautification 100. Build new high school, new library, build an indoor pool (perhaps at the high school that the community can also use?). 101. Build a swimming pool for the children, The emphasis on swimming pool planning and action is a disgrace for a city this size. 102. I think there should be a mall and swimming pool/recreation facility in Rexburg. This will make it more appealing so people don't have to go to other places for entertainment. 103. A mall would be a great asset to the City because people could do more shopping in town and they wouldn't have to go to Idaho Falls. I think it would bring great business to the local restaurants, movie theatres, and bowling alleys also. 104. Focus on one or two projects, and really make them happen. It seems that we see a lot of 'big' proposals come through simultaneously. (New high school, huge road bond, huge swimming complex). As a small town with limited resources, it would be good if Rexburg could focus on one thing at a time, and take the time to really build community support, and look at all the options. Good projects could be: Indoor swimming complex (I.e. Jackson Hole Style pool) certainly expensive, but would have year-round usability. City beautification, outside of downtown. Downtown seems to get well cared for, but other parts of the city could use low-cost improvements, expecially some sort of cost-sharing arrangement with land owners. 105. Street lighting enhanced all over the city. Landscape the entrances to the city. Build a new recreational complex with a swimming pool. Fix the corner of 2nd East and 7th South. Fix up the downtown area with a public square. 106. Put some thought and forsight into the development of the city. 107. 1. Work on rebuilding the downtown model 2. Overall apperiace (i.e entrance to the city) 108. A plan to slowly start to improve roads. Rather than try to get the money all in one year for a bond try to get 2 or 3 bonds over a few years. 109. Bring in more shopping and dining choices, similar to what is available in Idaho Falls. We spend a great deal of money in I.F. because there just aren't any choices here. I'd much rather spend my money in Rexburg and Madison County. 110. road improvements and swimming for the children. 111. Also, a sign giving directions to the post office would be helpful for new locals and travelers. 2. Put more N/A and "I Don't Know" options on all of the questions, because I felt like I was forced to answer a lot of questions I didn't know anything about or didn't have any knowledge or experience with. 3. Wonderful place to be, beautiful, friendly and honest people. 4. From what I can see the city has made tremendous strides and should be congratulated. Keep up the good work. Work smart in getting the infrustucter in place now. It may be too late or cost too much if not done right, and done right now. S. We need a Target! Walmart is too crowded and never enough checkers... 6. Why is it only Main street businesses get the snow removed from the street? Other commercial areas get the snow plowed onto their sidewalks, entryways and landscaping! A real old fashion "old boys network" here. FYI for your survey - caucasian/white is a racial category not an ethnicity My children get ticketes for riding their bikes at BYUI, but my wife and I get chased off the walking path at the public park by a university PE class. 7. Why can't someone in the city write articles in the paper as to what the P&Z and City Council DECIDED in their meetings. This is what really impacts the city and I know you can go on the web site but the minutes aren't always up-to-date really who does that? It would see more newspaper too. It's like it's a big secret what is going on. $ I think that because this is a college town with an abundance of students, too many businesses take advantage of students and working. Because the minimum wage is so low, they only pay what they have to because students are expendable. When you are trying to support a family while going to school, it is almost Impossible because businesses can get away with paying the least amount possible. 2 Fix the roads. 4 I'm not sure how to adress some of the problems and difficulties. Electing wise and experienced people and then letting them do their jobs is about the only thing I can think of. There are so many details that go into all aspects of govt. The area is very conservative and we don't like spending money and that makes forward thinking and progressive building and planning very difficult. 11. I really do enjoy living in Rexburg. More low income houseing would be nice for single parents. 12. I think that everyone in the community should be treated the same. I don't understand why it is that the llttp://uIWNv.Sun,eymoiikey.com/Te'Breakclown.. asp?U=&SID=2918758&OID=36520040... 1/10/A07 I Survey Detail Page 2 of 5 residence of Rexburg get a break on the programs, such as the summer sports programs and those in the county have to pay more. The county people support the city just as much as those living in the city do. I think the Mayor needs listen to and pay more attention to what the community wants and take a look at what is really good for the community. 13. I love Rexburg. It is a safe, friendly place to raise my children and get my education. However, there are times when living here is also frustrating. There simply is not enough to do, especially during the winter months for a growing family. However, I appreciate all the construction that has been done through the years to provide a nicer looking downtown and also the construction of the waterpark. Overall I think Rexburg would greatly benefit from a mall being built here. It would help the city's economy and provide some fun during the winter months. Thank you for conducting this survey. I am excited to see what changes are made. 14. Obviously everyone probably feels overworked and underpaid, but can't you let the city take a deep breath from its astronomical growth lately and let the infrastructure catch up to the growth? We want to have open arms to new people and to progress, but lets not lose what has alway made this a special place while we're at it! 20. I am concerned about the way taxpayer money is being spent on questionable items such as hiring lobbying firms. I also feel that BYU Idaho and the Mormon church have too much influence In decisions for the community as a whole. The recent dispute over the prospect ofApplebees is a good example. Not everyone in the community is LDS. a 21. In the two semesters I've lived out here I've been robbed twice, my apartment once and my car once. The police did not seem to do anything. The detective and officer that I've spoken with when making my reports didn't seem too concerned or Interested in what I had to say. They did not inspire confidence at all. I'm also surprised that the police station closes at five o'clock. In the east new drivers are taught that if they think they are being cgased they should drive to the police station and go inside. That is something that can't be done here. The othe might I found a mans school ID card along with his Social Security card on teh ground by pump at a gas station. When I went to the police station to turn them in at 6 pm They were closed. Overall I'm NOT Impressed with the police force. I never felt like they thought my thefts were worth their time. 22. NO 23. It would be nice to have more N/A available to comment on. 24. recycling.... what recycling?! 25. Thanks for considering my input! 26. We love Rexburg! 27. When trying to kekep our city up to social par and appearance with other costlier communities, you are not really concerned about Rexburg. Plase make sure all needs are addressed First (Don't know what they are? Ask the people who live here) and then do something about them. It Is not just your community! Involve the citizens and businesses in decisions and fixing up and raising money instead of continually forcing us to pay by raising taxes continually. Quit being deceptive when pringing issues up to vote on (swimming pool, etc.) try to keep voted issues in November with the rest of elections. 28. With the closing of the Sport and Fitness club and with the incresed student flow Into BYU-I, we need an indoor pool where the community can take swimming lessons etc. year round. I would really like to see a rec. center, but just a public pool would be nice. 29. NO 36. For all of the years that I have been here, this winter was the first time that I felt the "no street parking" ordinance was actually effective. http:/ha-uw.stirvcymonkey.com/TextBreakdowi).asp?U=&SID=2918758&OID=36520040... 1/! 0/2007 n +Survey Detail Page 3 of 5 31. As a transplanted Midwesterner, and having only lived in Rexburg for 2 1/2 years, I look for more maintenance of historic buildings, more trees and green spaces, better care and cleaning of rural farms and older neighborhoods, more cultural awareness and diversity. 32. I love the fact that these surveys are conducted and that the City of Rexburg cares what people thinks. I'm Impressed overall with the aura and friendliness of the community. I think Rexburg is trying to head in some of the right directions. 33. I believe you have a good basic survey and would hope that you have the resources to compile the data and determine what It means and what the priorities are. It is important to share the results, regardless of the outcome, with the citizens of Madison County. Holding some open meetings to discuss the results might be a good move. 34. This may already be available and I haven't heard about it, but it would be great to have central location to find out about current voluteering opportunities, perhaps on the Internet, but also available at city offices for people to look at. I would be more willing to help If I knew what was going on before the night it was happening. ---- - -- 35.- For the most -part, -I love Rexburg -and -the -people -here; -but it seems that reinforcement of laws Isn't for -- - -- everyone. I would like to see our neighborhoods remain quiet at nights and peaceful places to live during the day. I have noticed that curb and gutter on 7th South and 400 East doesn't round the corner. Instead of curb and gutter, a barked area is on that corner. With the fence, there isn't anyplace to walk out of traffic unless you walk through the muddy barked area. I walk the neighborhood often and that corner has a weird pipe sticking up that could be dangerous for a child on a bike. The builder should be required to finish placing a sidewalk all the way around the corner. Pedestrians have to go into the street on that blind corner to get to 7th South. Not safe. People who live by parking lots have said when it is a new snowfall, cars pulling sleds, ice skaters and turning donuts in parking lots should be ticketed, it is obnoxious, cuts into a good nights sleep and someone is going to get hurt. This goes for school parking lots as well as church lots. 36. Thanks for making an effort to listen. i 37. There is an effort to inform the comunity about what is going on. This is good. But still it seems that there is a lot of money being spent recklessly. I could be wrong, for that reason, I have not raised a big stink. But I am feeling more and more uneasy. Apartment builders must pay for added services, not the permanent residents. 38. In general Rexburg is a wonderful little city but we are not handling the tremendous growth very well. We need to be proactive in working against the new crimes that come with this growth and in planning to have shopping, recreational and food (both grocery and dining) requirements for the growing and younger population. Work harder on getting money from other sources. The people in this town and state bear avery heavy tax burden and the housing and food costs are getting out of hand. I am all for supporting local businesses however it seems that we are too worried about protecting them at the expense of Increased costs of living with a lack of commensurate increase in wages in this area. he businesses in this area need to bear more of the tax burden. 39. I'd like to see minutes posted on a link on the city's webpage. 40. There should be a category that gives you a "no opinion" option. If you have no experience with senior living or mental health care how can we answer accurately? 41. Rexburg was a great city before all of this expansion. The City needs to set priorities, set ground rules and stick to them or else you are setting the stage for many problems. 42. There are too many police officers on the payroll. I believe we could use fewer. 43. We were disappointed at the delay in the splash park. It seemed to take longer and longer to be completed. The paper would tell a completion date and than it would be several more weeks. 44. Thank you for your Interest. 45. I think we have a good school board to work with but haven't seen you people work much with them. 46. Hang in there. This city has a gsreast destiny and a big influence on the many students who come here to study. Keep the high standards and keep this a special place. Don't try to imitate the world. 47. The mayor was elected by the people. He was not elected to dictate policy. The people of this city need to have a voice in whether or not to serve alchohol in restaurants. The mayor needs to get off his pedastal and put this to the citizens for a vote. If they vote it down, fine, if not, so be it. Don't survey unless you really plan to follow the suggestions submitted. 49. The city POLICE department or otherwise known as ROBO COPS need to have some kind of training on driving. They think they have a badge, A gun and blue FALSHEY lights they are INVINCAIBLE. I HAVE TO CALL BULL SHITI!! 50. I love living In Rexburg. Because of the University, there are opportunities not available for arts and entertainment that are not available in many larger cities. I hope we can keep a vision of sustaining orderly growth and mainting the feeling of community that is so vital for our success. 51. Dont give up Mayor Larsen you are doing a great job. 52. Thanks to all of you that are going to read this. It makes a man grateful to live a community where his opinion is seriously taken into consideration. 53. If you used the students that need to present final projects, probably they will probably present good ideas for a better Rexburg. Also more involvement of the community 54. Not an option for "do not know" in most of the survey questions. I had to provide an answer In your likard scale whether or not I had any experience. In my mind, this makes the data that will come from this survey incomplete and most probably not statistically valid. I hope that I do not see decisions made as a result of this survey because of its significant short comings. 55. There are some people in many of Rexburg's offices who are not freindly. If you do not like people then do not get a job that puts you at a counter or desk where multiple people come every day. These people want service, and you have to be able to give it to them satisfactorily. 56. I appreciate that you are trying to find where our community needs to improve. Keep working at it, we'll get there. 57. I appreciate your request for citizen input but would appreciate a little less Kennelly whining! 58. The flowers on the streets in the summer and the beautiful lighting during the holiday season make our city very beautiful! I think we all take more pride in our own properties when we see how well the city takes care of our community. 59. A lot of times the people who collect our garbage spill it around the street and we have to pick up after them. It's very unpleasant. 60. It would be well if the mayor and council understood better that the older people in Rexburg do not have the means for higher property taxes, and we need greater care in what the city decides to take on. It would be well if the mayor and council would seek counsel from the community before starting big projects. 61. We love and feel blesswed to be living in such a beautiful area of the country! 62. You need to keep your eye on the small details that make adfferance. It is not the big splash that counts, it is the small things that make a differance. 63. keep up the hard work! 64. I really appreciate the garbage man! He comes faithfully every week and helps keep our city cleaner. I also really appreciate the spring and fall pick up of our yard waste!! I think the City people try to do a good job with our parks and recreation. 65. The lack of a decent club where a person could have a cocktail and socialize is ignominious and deprivable. 66. I would just like to see a mall. Thank you. 67. Be sure to keep the marathon going. 68. I have seen major improvement over the last several years. The flowers along main street are great. 69. I have seen some good improvements in the city over the past year. My family enjoyed the water park and looks forward to using it again next summer. One gripe I have is the city web site. Why do you keep changing it? Each time you change, it seems to get worse. There are a few intersections near BYU-Idaho that I would like to see have 4 way stops.
