Cooper Roberts Simonsen Associates would like to formally introduce ourselves and invite you to participate in the Joint Planning Process. Project Overview As you are surely already aware, Madison County, Sugar City, and Rexburg have made an important decision in undertaking a joint planning process to ensure consistency in land use policy and cross -jurisdictional decision making. The three jurisdictions, with sponsorship by Brigham Young University — Idaho, have contracted with Cooper Roberts Simonsen Associates to facilitate the planning process and develop the final documents. The Joint Planning Process is comprised of two components. First, is the development of an Inter -Jurisdictional Decision Making Framework. The second component is an update to the Madison County Comprehensive Plan. The Inter -Jurisdictional Decision Making Framework document will outline the procedure that all three jurisdictions (Rexburg, Sugar City, and Madison County) will follow when decisions are made that will have cross -jurisdictional impacts. Such decisions may include annexations, expansions of Areas of City Impact, changes to the delivery of services, and other land use issues. The Comprehensive Plan is the primary document that Madison County officials and staff use to guide all decisions made about future land use, transportation, annexation, economic development, and parks and recreation. These plans are typically updated every five to ten years. The current Comprehensive Plan was adopted in 1996, and is in need of an update. The purpose of the brainstorming sessions is to generate solutions to address the types of issues that arise when there is no formal process/agreement in place to guide land use decisions which may impact more than one jurisdiction. For example, what happens when a landowner wants develop outside of a jurisdiction's designated Area of Impact? Attached is a schedule for the workshop and descriptions of what we will be doing during that time. In addition to the brainstorming sessions with the three jurisdictions, three public meetings will be held to gather input from the community on the Madison County Comprehensive Plan. The meetings will be held at different times and days in order to provide everyone a convenient opportunity to attend. The same activities will be happening at each meeting, so attending them all is not necessary. Pre -Workshop Subcommittee Interviews We would like to gain anunderstanding of the issues, challenges, and opportunities that have faced you all in land use and policy decisions with cross jurisdictional impacts. We would like to schedule conference calls on June 18-19, 2007 with each subcommittee to talk about the challenges and opportunities that you see cross -jurisdictional decisions. In other words, what is working well? And what is not working so well? We will be following up with staff members, and will coordinate scheduling of the interviews through them. Other Information Independent of the work CRSA is doing on the Joint Planning Process, we have contracted with 'Rexburg City and Madison County on updates to their Development Codes. You will see two meetings on the attached Workshop Schedule that are focused on the Rexburg planning project. Unless you are specifically involved in that project, you do not need to participate in those meetings. We will soon be contacting all Rexburg City Council members to set up times to visit with you on the morning of June 20, 2007. Participants will work together in small groups to explore various options for accommodating Madison County%s projected population growth. Participants will be given a set of "development chips," essentially pieces of paper representing different land uses and densities, to be thoughtfully placed on a base map of the County reflecting their vision for future development patterns for the area. Each chip will be scaled to represent a given amount of land area on the map. Each chip will also represent a predetermined number of new residents at current or projected density levels. Participants place chips on the map to show where they would place new development. Participants are given a number of chips that represent all projected new residents, and every chip must be used. The exercise teaches participants about the effects of different land use policies, and to think about how they envision the future of their communities. The maps generated by the public meeting attendees will be synthesized into a draft future land use map for Madison County, and will be used to develop a series of goals and objectives for other elements of the Comprehensive Plan including transportation, annexation, and parks, recreation and open space preservation.
