HomeMy WebLinkAboutREQUEST FOR PROPOSALS - Madison, Sugar City - 08-00292 - Comprehensive Plan - 2020 AdoptionREQUEST FOR PROPOSALS PROVISION OF LAND USE PLANNING STRATEGIES MADISON COUNTY, IDAHO AND THE CITIES OF SUGAR CITY AND REXBURG, IDAHO Proposals Due: < Insert Date RFP dug> Madison County, Idaho, (population Insert population ) and the cities of Sugar City ( insert population ) and Rexburg, Idaho ( insert population ).(hereinafter the "Participating Govemments"), participating mutually together, seek Proposals from planning Firms/Consultants for the formulation and Implementation of reciprocal and coordinated communication and decislon-making between the Participating Governments for land use, transportation, annexation, development standards and approvals, and the coordinated and efficient provision of services and Infrastructure by the Participating Governments. The Participating Governments wish to formulate and establish an efficient decision making framework that allows them to work cooperatively together to formulate policies and implementation actions necessary to address land use, transportation, Infrastructure and services Issues that may have an Influence across local jurisdictional boundaries. The proposal must provide for reciprocal notice and decision making coordination between the Participating Governments and must comply fully with all statutory requirements of Idaho law. In addition, comprehensive plan updates and completion shall be completed for Madison County and the City of Rexburg ModificatQns to the City of Sugar City's comprehensive plan. If any are identified as being necessary shall be made as recommendations only. The Participating Governments require that all Proposals presented to the Participating Governments provide a response to the following Items; 1. The Name of the Planning Firm or Consultant presenting the Proposal. 2. A Planning Firm or Consultant's Company Profile identifying; a. Resumes of all Principles and Resumes of all Staff assigned to the Project b. Contact information, Including the name of the Firm/Consultant Manager responsible and assigned to the Project. c. A description of the specific experience of the Firm/Consultant to provide Intergovernmental coordinated planning strategies. 3. A listing of all work related to the formulation of Intergovernmental coordination and planning completed over the last five (5) years, including project detalls, time and budget required to completion, and providing examples of such work. 4. A Client List for similar projects, providing Name and Contact information. S. A statement Identifying any existing or previous association or relationship with any of the Participating Governments, or any association or relationship with an Individual, business, corporation or other entity that may be associated in the past or now with any of the Participating Governments. 6. A proposed Project Work Plan identifying the Firm/Consultant's approach to the Project, Including; Delehed: anti a. The Firm/Consultant's approach to creating a strategy to resolve any conflicting goals and the implementation of general plan policies that have an effect cross Jurisdictional boundaries. d. The strategy for regular monitoring and update of decisions within the existing structure and resources of the Participating Governments, including possible financing options for monitoring, updates, and Implementation. e Commitment statement agreeing to provide the participating governments with electronic - Formatted: Bullets and Numbering editable copies of all documents produced including but not limited to completed cgrrno ehensive plans The electronic format should be specified and should be compatible with existing eouipment used by the participating aovemments 7. Recommendations as to how BYU-Idaho land uses can coordinate and Integrate with existing and future uses of the participating governments. 8. Firm/Consultant's Fee Schedule, Identifying the Hourly Fee of all Principles and all Staff assigned to the Project. All Proposals presented to the Participating Governments, and responsive to this Request for Proposals, shall not exceed fifteen (15) pages and ten (10) copies of the Proposal shall be submitted. To be considered fully responsive to this Request for Proposals all Proposals shall provide a response to the seven (7) items Identified herein. Following a review of the Proposals presented to the Participating Governments, one (1) Firm/Consultant may be selected as best qualified to provide the services, or several Firms/Consultants may be Invited to make an In-person presentation of their Proposal to representatives of the Participating Governments before a Flrm/Consultant is selected and a contract awarded. The Participating Governments will select a Firm/Consultant to provide the intergovernmental coordination and planning services on the ability and experience of the Firm/Consultant to provide the services contemplated.
