We are excited to begin working with you all, and are happy to help provide any information that we can to help you understand the fee proposal and how it breaks down among the different jurisdictions and project components and contracts. The following information is broken into two sections: 1) Update to the Madison County Joint Planning Project Fee Breakdown, and 2) Clarification of the relationship between the services provided under the Madison County Joint Planning Project and the Rexburg Comprehensive Plan and Development Code Update. I 1) Update to the Madison County Joint Planning Project Fee Breakdown I have attached an updated version of the overall project fee broken down to show the share to be paid by each jurisdiction or organization. This version reflects our discussion on Thursday May 17, 2007 and the understanding that the Sugar City share of the overall total budget is $2,050.00, and that BYU-Idaho will contribute $15,000.00 to the project as a whole. The overall project budget is $79,900.00. Of this total, the share to be paid by each jurisdiction is as follows (see attached table for greater detail): Madison County $48,675.00 City of Rexburg $14,175.00 Sugar City $2,050.00 BYU-Idaho $15,000.00 2) Clarification of the relationship between the services provided under the Madison County Joint Planning Project and the Rexburg Comprehensive Plan and Development Code Update. Subsequent to the selection of Cooper Roberts Simonsen Associates (CRSA) to complete the services outlined in the RFP, CRSA was approached by the City of Rexburg to complete updates to the City's Comprehensive Plan and Development Code. This is to be a separate contract between CRSA and the City of Rexburg, and is not associated with the services outlined in the Madison County Joint Planning Process contract. These recommendations are separate to any updates of work to be completed as part of the separate contract with the City of Rexburg to prepare updates to the Comprehensive Plan and Development Code. To clarify the scope of each contract, and aid the City of Rexburg in their understanding of the two projects, we have provided the following. The headings correspond to the attached fee breakdown. Phase IV: Comprehensive Plan Updates Alternatives Analysis As part of the Madison County Joint Planning Process, CRSA will review the adopted and draft versions of the Rexburg Comprehensive Plan to identify areas in procedural language should be added to reflect the processes outlined in the new Interjurisdictional Decision Making Framework. Draft Document Preparation CRSAwilt prepare.a draft document for each community to ultimately be adopted individually. Rexburg and Sugar City will both receive a draft document which outlines a series of recommendations and updates to the individual Comprehensive Plans reflecting the new Interjurisdictional Decision Making Process. Public Open House/Steering Committee An open house will be held to present to the public the draft Madison County Comprehensive Plan and the new Interjurisdictional Decision Making Framework. Comments gathered will be used to update both products to better reflect the community's desires. The time spent at the open house, and the materials prepared for the open house will benefit and be used to inform all components of the Joint Planning Project including recommendations to the Rexburg and Sugar City Comprehensive Plans. Phase V: Finalize Plan/Document Preparation Finalize Comprehensive Plan Update Based the comments gathered at the public open house, some minor changes will likely need to be made to the draft recommendations documents prepared for Rexburg and Sugar. CRSA will update and finalize the recommendations documents and print hard copies for the City staff, and elected and appointed officials. Phase VI: Adoption Support Comprehensive Plan Update Adoption CRSA has budgeted for individual meetings to be held in both Rexburg and Sugar City to present the final recommendations document. Presentations will be made to the Planning and Zoning Commissions, and the City Councils. We will be prepared to answer any questions about the recommendations document, and provide the support necessary to ensure the appropriate changes are adopted.
